Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 21st February 2019

PRESENT: Councillor Sandra Thomas (Chair), Lee Whatley, Geraint Bevan, Robin Griffiths, Paul Totterdale, Alun West, Elwyn Williams, Alexandra Trowbridge-Mathews, Dafydd Williams and Dave Thomas

APOLOGIES: Councillor John Porter, Jennifer Slate and Vivian Davies

2. Police Report - PCSO Josie Jones in attendance

Date Type Call Resolution
30/01/2019 Traffic Concerns from residents in the Close Sticle area in relation to vehicles parking in the street and blocking resident in their drive ways. It is believed that the vehicles are in the area during the school pick up times Police attended the area and advised persons in relation to the manner of their parking. Residents in the area also advised and provided with suitable reassurance
03/02/2019 ASB Group of vehicles gathered in Myrtle Hill and scattered litter around the area. No CCTV in the area and no vehicles details forwarded Patrols conducted in the area for reassurance but no sightings of the person in question
04/02/2019 Safety / Welfare Concern for a male acting suspiciously in the Range Car park Police Units attended the area and located the male. Male was conveyed to A&E for safeguarding
09/02/2019 ASB Group of youths believed to have set the bin alight at Domino's Pizza Upon Police arrival persons in question had left the area. CCTV was viewed and persons identified, spoken to and dealt with appropriately
10/02/2019 Assault A dog described to be a German Shepard has bitten a member of the public between 14:30hrs- 14:45hrs on the under path between Pensarn RA and Morrisons. Police attended the area and spoke to the victim. The dog and the dog owner had left the area. Appeal for witnesses and further information

Other Matters:

A large tent and hundreds of empty beer cans have been located in the woodland area between the Range and the footpath near to Clos Sticle. Carmarthenshire County Council have been made aware of the incident and have logged it as a fly tipping offense. No further update at this time. Patrols have been conducted in the area and no persons have been seen/identified.
On the 12th February multi agency meeting was held in Yr Aelwyd with Carmarthen Housing, Police and Carmarthen Environmental Health team in relation to the 'no cold calling zone'. A number of properties were visited and provided with advice, a new information leaflet and contact details regarding cold calling. Environmental Health completed a questionnaire with each resident for information purposes.
Query raised by members:
a) Parking in area of bottle recycling bank in Penymorfa Lane,
b) How many streets in Llangunnor are denoted as 'no cold calling' areas?
PCSO Jones gave a brief description of how a community speed watch works, see correspondence

3. Chair's Announcements

She thanked Councillor Alexandra Trowbridge-Matthews for making a great effort to attend the meeting this evening. She understands that her time is precious and her heart is in the Council. It had been very quiet again in the past month with very little to report. The Chain of Office will be ready by next Tuesday. It has had ten new links added and has been engraved to bring it up to date. The jeweller is also going to give us a valuation of what it would cost to replace it

4. Public Questions

One member of the public present. He raised two issues
a) The stone wall on the right hand side of Llangunnor Road (just after Cranc) has stones missing, Mr Bowen thought that they had been removed around Christmas time, are there plans to return them and make good the wall?
b) Mr Bowen also mentioned that between Cranc and up to Pobl Bach, on the left hand side the hedge has overgrown and is now hiding the existing pavement/kerb

5. Minutes.

It was unanimously (minute 0219-5) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Committee held on 17th January 2019 and the Special Planning Committee meeting held on the 7th February

6. The Park / Environment Committee

a) Memorial stone (see Planning Minute (minute 0219-P5),
b) Daily Mail Spring Clean - Counicil Chair reported that the school had registered for this campaign and that it would take place on Tuesday April 9th 2019 at 9.30am. The school would be leading on this campaign but all members were encouraged to give it their support;
c) Clerk reported that works on the Park Improvements would start on March 4th 2019

7. Web / Media Committee

Clerk gave a brief report from the latest meeting and reminded members of the resolutions at that meeting
(i) The council explore the introduction of a Facebook page that would purely be an electronic noticeboard
(ii) That where members had their own private page(s) that they consider carefully whether there was any confusion that this was a Community Council page and if so, they be encouraged to either change the name of the page or place a clear disclaimer that this page was not "a Community Council page or reflected the views of the Community Council"

Next edition of newsletter to be circulated middle/end of May - all members encouraged to contribute items to Cllr Slate. Clerk to provide committee with list of required policies

8. Finance Sub-Committee

Meeting will be arranged early April to, among other items discuss the accounts for 18/19 and renumeration panel recommendations

9. Christmas Decoration Sub-Committee

Minutes had been circulated for information. Clerk reported that 4 posts had been identified around Tywi garage roundabout on which items could be hung. It was unanimously agreed (minute 0219-9) that due to the time constraints that the Clerk meet with the Town Council to discuss the type of bracket required and to get hanging baskets ordered

No meeting had taken place

11. Defibrillators

Clerk reported that he had given the go-ahead for the defibrillator to be put in place at the Aelwyd, this now in the hands of Welsh Hearts and Carmarthenshire County Council. Still an issue with regard to ones located where there is no power, Clerk exploring the alternatives and will report back at the next meeting

12. Making Contact with Carmarthenshire County Council / other bodies

Cllr Griffiths expressed his concern that contact was still being made with Carmarthenshire County Council without informing the Chair, he was of the opinion that this undermined the Clerk. The Clerk had received advice from One Voice Wales that in order for this to be resolved he advised that the Council's Standing Orders be revised. It was unanimously agreed that (minute 0219-12) that a motion be brought to the next meeting with a form of words for Council to decide whether they wished to include a Standing Order to this effect

13. Council Annual Dinner

Following the postponement of the previous dinner it was unanimously agreed (minute 0219-13) that the dinner be re-scheduled for the 7th March, members who were coming to the original date were asked to inform Clerk of any changes, members who were not able to attend previously to contact Clerk by 1st March if wishing to attend

14. Reports from Members Representing Council on other Bodies.

Riverside Association - Cllr V Davies not in attendance

One Voice Wales - No meeting

School Governors - Cllr Grifiths unable to attend last meeting but nothing to report

Training -

Carmarthen Town Regeneration Forum - No meeting

15. County Councillor's Report

Cllr Elwyn Williams reported
a) Council tax would be increased by 4.8%
b) When Chief Executive post was advertised it had been agreed that the salary would be reduced by £30K

1 Bins: The bins that have gone missing unfortunately is nothing down to us, I think someone else has been removing them. I will be replacing these next week. The crews have placed a black bag over a bin on Babell Hill this week as the lock is damaged and can't be fully emptied, this is the only bin I am aware of, they do this in attempt to stop it overflowing and looking unsightly. This bin will be replaced next week. Noted
2 Lighting on Penymorfa path - update: Discussions had taken place with Carmarthenshire County Council who were now looking at low level lighting - update at next meeting Noted
3 Code of Conduct Training: Being hosted by Whitland Town Council and given by Carmarthenshire County Council. March 14th - Cllrs Porter, Slate and David Thomas attending Noted
4 Dyfed Powys Police: I have been in touch with PS Ian Price and advised that you were hoping to start a Community Speed watch up in Llangunnor. Volunteers for the scheme will need to be vetted and trained by the GO Safe team.
The community council need to agree to look to fund their own kit for this to take place at present we do not have the funding for it. A Speed gun can be obtained on Amazon and will cost approx £100. Signs can be obtained via a variety of suppliers which can also cost up to £100 each.
We can look to supply fluorescent jackets but signs and speed detecting equipment will need to be sourced by them. If you are still interested in gathering a team of volunteers than let me know and I can get the ball rolling.

18. Councillor's Report.

• Cllr Griffiths suggested that the Clerk make enquiries with Society of Local Council Clerks with regard to clarification on the Chair's Fund
• Clerk to follow up with Planning Enforcement with regard to advertising banners on Tywi Garage Roundabout
