Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 21st March 2019

PRESENT: Councillor Sandra Thomas (Chair), Geraint Bevan, Paul Totterdale, Alun West, Elwyn Williams, Lee Whatley, John Porter, Dafydd Williams and Dave Thomas

2. Police Report - PCSO Josie Jones in attendance

02/03/2019 Theft Theft of 6x solar panel lights. Caller contacted police with concerns for theft of 6 solar panel light from front garden in Heol Login Police attended and investigated, no suspect located crime has now been closed. Local NPT conducted house to house in the area to offer advice and reassurance to members of the public
03/03/2019 ASB Approx 300 vehicles gathered in Matalan Car Park for a 'static car meet'. 4 Police units attend including a Roads Policing Unit (RPU). No offenses in the area although police remained in the area until the event had finished and vehicles had moved on. For reassurance
13/03/2019 ASB Call received from a local bus company in Carmarthen Train Station for a male refusing to get off the bus. Police Units attended and spoke to the male in question. Male insisted on taking his dog on the bus and this caused the driver concern. Male and the dog both removed and advised
15/03/2019 ASB Group of youths drinking in the bus stop outside Carmarthen Train Station Police attended and seized the alcohol due to the youths being under age. Youths moved on and advised
17/03/2019 Parking concerns Concern in relation to vehicles parked in Elder Grove, obstructing the pavement and blocking access for Emergency Service vehicles attending the street. Residents advised and vehicles moved on. NPT will continue to patrol the area for reassurance

Other Matters:

Issues at derelict building owned by Network Rail, Clerk to supply contacts at Carmarthenshire County Council.
The speed-gun had been deployed in Blaengwastod Road,
Issues with parking in Haulfryn during school run, police to attend to give advice

3. Chair's Announcements

• On March 2nd she had taken part in the St David's Day Parade with her husband. St. Peter’s Church was the meeting place where items were performed prior to the parade. At 11am the parade made its way, accompanied by music from the Carmarthen Wind Band, from the church to Guildhall Square. Throughout the morning entertainment was provided. Her thanks to the Mayor, Emlyn Schiavone for the invitation to attend.
• On March 4th she attended the Carmarthen Bar Navigation Committee. Mr Viv Davies also attended this meeting
• On March 7th we had our Annual Dinner. It was good to see so many present and the evening was a most enjoyable one

4. Public Questions

5. Minutes.

It was unanimously RESOLVED (minute 0319-5) to approve as a correct record the minutes of the monthly Council meeting and Planning Committee held on 21st February 2019

6. The Park / Environment Sub-Committee

no meeting had taken place. Clerk informed the members that
a) the persistent wet weather had prevented a start on the works at the park, contractor now hoping to start in next week or so;
b) he had been in touch with the Town Council and they were organising the brackets and hanging baskets around Tywi Garage roundabout;
c) awaiting approval before ordering the Memorial Stone;
d) Carmarthenshire County Council to inform Council of any issues when safety inspection to be carried out, this to be tied in to inspecting new equipment. It was noted that the grass had been cut in the park

7. Web / Media Sub-Committee

No meeting had taken place. Cllr Slate reminding members that Chairs to provide update of committee's work. Also forward graphics of interpretation boards

8. Finance Sub-Committee

Meeting provisionally booked for April 11th to go through 18/19 accounts

9. Christmas Decoration Sub-Committee

No meeting had taken place. Meeting to be arranged with Western Power to discuss power for any Christmas decorations

10. Valero Monies

No meeting had taken place, Clerk to provide details of agreed expenditure for website and newsletter

11. Defibrillators

Clerk to ‘chase up’ provision of defibrillator at Yr Aelwyd. Following a discussion it was unanimously agreed (minute 0319 – 11) that the unit at the school either be placed just inside or outside the main entrance, advice to be sought from Welsh Hearts

12. Amendment to Standing Orders

Cllr Griffiths had submitted a motion but due to unforeseen circumstances is unable to attend so requested that it be heard at the next monthly meeting

To be submitted by Cllr Whatley to next meeting

14. Nominations

Members are reminded that nominations (with seconders) for Chair / Vice Chair and Chair of Planning should be submitted to the Clerk by April 9th, these will then be considered at the April 18th meeting, where if needed voting will take place. The positions will then be confirmed at the AGM as per Standing Orders

15. 2019 Annual General Meeting

Consider arrangements for 2019 AGM - date May 9th 2019 at 7.00pm. Clerk confirmed that the Sugar Craft Guild would again provide the refreshments; the Clerk to invite the usual guests to the AGM.
Community Awards: That Mrs Mai Thomas who had been organist at the church for over 30 years be nominated, also Chair proposed that Llangunnor School be nominated for all their support over many years to all events organised by the Council - both were unanimously supported (minute 0319-15). Consideration could also be given to putting an item in the newsletter for nominations from residents for the community awards

One Voice Wales - No meeting

School Governors - Meeting had taken place but as yet not reported to school

Training - Cllrs Porter, D Thomas and Slate had attended Code of Conduct Training in Whitland given by Carmarthenshire County Council. Cllr. Whatley had attended Understanding the law Course through One Voice Wales

Carmarthen Town Regeneration Forum - Meeting had taken place, consideration being given to a path along Tywi, more information to follow

1 Carmarthenshire County Council: Derelict Building (Old Llangunnor Road) - I visited the above on 18/2 & since discussed with colleagues. The buildings, whilst obviously not in use, are not considered to affect the visual amenity of the area as they are. However, the adjacent land between the buildings & the former car sales sites is clearly overgrown and requires tidying. Therefore I will be contacting the owners requesting remedial action.

2 One Voice Wales Further to your recent application/s for the One Voice Wales National Awards 2019 I am pleased to inform you that your Council has been nominated to receive an award Noted
3 Responses to queries raised by resident at last meeting: Item No. 1 – I have spoken to Mr. Peter Morgan the Principle Bridges & Structures Engineer for the area who is responsible for the retaining wall in question who has confirmed that these coping stones have been missing for many, many years. He thought that they were originally displaced when the bank above the wall was netted following a land slip which he believed occurred back in the 1980s / 1990’s. He’s also confirmed that he has carried out various maintenance works on the wall over the last few years and these coping stones have always apparently been missing. Evidently, these copings are ‘dressed’ stones and to match these on a like for like basis would be very difficult to source especially as the original local quarries who supplied these stone have long disappeared. Item No. 2 – Initially I’m assuming you are referring to the left hand side of the road as you go up from Crancs which incidentally does have a footpath, however the low hedge/bank belonging to the adjacent property does seem to be overhanging the road and kerbstones therefore we will arrange for the usual Trees & Hedges Notice to be issued upon the responsible landowner as soon as possible Noted

20. Councillor's Report.

• The bin by the bus stop had been full of bottles, Carmarthenshire County Council had promptly emptied. Concern expressed with regard to bins being taken away - Clerk to check with Carmarthenshire County Council
• Dogs fouling in Haulfryn
• Grass Cutting - Litter not being collected before cutting verges, making a mess in the area
• Site Visit in Blaengwastod Road - Clerk reported that site visit had taken place in relation to gathering information for possible future motion
• Llwybrau Llangynnwr - Trysor be asked to send final drafts to Council for approval
• Footpath in Penymorfa: Update regarding lighting to be brought to next meeting
• Signs on pavements in Pensarn

Appendix 1 - Bar Navigation Report (Councillor Sandra Thomas)
Funding is a problem. Insurance is £400 and buoys are not cheap. Grant funding was suggested. Apparently, funding is available for training purposes but other funding is difficult to acquire. Carmarthen Boat Club and Towy Boat club offered to make a donation. She stated that she would ask the Clerk to see if Llangunnor Community Council had made a donation or were willing to make a donation.
The Ferryside Starboard Beacon will be painted in the correct colour.
The Llanstephan Scar Port Beacon requires a triple ladder to access the top and this is not an easy job.
The Llanstephan Outfall Pipe beacon had no ongoing issues.
Exiting boats in Carmarthen is difficult. There were suggestions to tie boats near the Railway Bridge. This would add to tourism possibilities and allow craft to visit the town.
It was thought that organising a fundraising event at either Llanstephan or Ferryside would be a good idea.
Carmarthen bay ferries began on August 10th 2018 and had reached a 1500 passenger target. It had great support from the community and tourists, which led to an interest in the local geography, history and ecology. They are planning an Easter Egg hunt between Llanstephan and Ferryside. You can charter the ferry for £100 an hour.
The estuary had shifted from Ferryside towards Llanstephan.
National Resources Wales are currently investigating coracle fishing. The possibility of the loss of part of the coracle fishing from the River tywi was not acceptable and that the heritage and culture of the local area would suffer.
The pontoon will be extended this year with the support of Carmarthenshire Water Safety Partnership. Safety. Low level blocks and a rope handrail and other improvements needed to be done.
There is Japanese Knotweed to the right of the slipway. This needs to be treated and managed over a five-year plan. It is a major issue and needs further investigation.
