Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 14th November 2019

PRESENT: Councillor Robin Griffiths (Chair), Geraint Bevan, Lee Whatley, Paul Totterdale, Elwyn Williams, John Porter, Vivian Davies, Jennifer Slate and Sandra Thomas

APOLOGIES: Councillor Dafydd Williams, Alun West and Alexandra Trowbridge-Mathews

2. Police Report - Email from PCSO Josie Jones
I am still the PCSO for Llangunnor, however our local neighbourhood policing team has recently had slight restructure and are now focusing on problem solving in areas as a whole team, where ever the demand may be. As a result of this I will no longer be attending the Council Meetings unless there is an issue that you believe Police can assist with

Disappointment was expressed that not only was there no report but also the interaction with Dyfed Powys Police would be missed, also members of the public had also highlighted that the police presence in the Community was not obvious to them. Clerk to pass on these issues to Dyfed Powys Police

3. Chair's Announcements

The Chair reported that he had been busy since the last meeting
• He’d attended the opening of the new British Heart Foundation shop in Pensarn
• He’d attended two functions at the school
• He had attended services of Remembrance at the Railway Station, Llangunnor Church and the Cenotaph in Priory Street
• He had attended the unveiling of the memorial plaque in Llangunnor Road, he wished to thank all members who had assisted on the day and asked that letters of thanks be sent to the Chief Constable, Police Commissioner and Carol Price for all their help before and during the event, a letter of thanks to Carmarthen Town Band and Serenar Douch – all members seconded this proposal

Councillor Elwyn Williams extended his and the Council’s thanks to Councillor Sandra Thomas for all her hard work in getting the stone etc. arranged and to Councillor Griffiths for the smooth running of the event

5. Minutes

It was unanimously agreed (minute 1119-5) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Committee held on 24th October 2019

6. The Park / Environment Committee

A meeting to be held on the 18th November 2019 at 6.00pm, members of committee to note

7. Web / Media Committee

A meeting to be held on the 18th November 2019 at 6.00pm, members of committee to note

8. Finance Committee

The Clerk circulated the Finance Report (Appendix 1) and summary of the S106 monies (Appendix 2), following a discussion it was unanimously resolved (minute 1119–8) that the reports as submitted be accepted

9. Christmas Decoration Committee

The Clerk reported that the committee was asking for support from Council members for setting up at Babell Chapel on the 18th November at 10.00am, and on the evening of the ‘switch-on’ on the 20th November at 6.00pm

10. Valero Monies

The Clerk circulated a summary of the current situation with the Valero ‘Monies' (Appendix 3). The Valero Committee to consider this is more detail at their next meeting

11. Council Vacancy

The Clerk reported that the item in the newsletter had not generated any interest to date

13. Managing Green Spaces for Bio-Diversity

The members considered the circulated report, the Clerk explained that there was some confusion between this and Well Being Act. It was unanimously agreed (minute 1119-13) that Cllr Bevan amend the report to concentrate on the Bio-diversity element, this to be circulated to members before being placed on the website, Clerk also to approach Journal to see if they were interested in its publication. The Well Being Report to be kept on file

Riverside Association - No report

One Voice Wales - No meeting of One Voice Wales had taken place

School Governors - It was reported that the School Governors were now up to a full compliment

Cllr Elwyn Williams reported that he had missed the last two full council meetings due to previously arranged appointments / meetings

3 Carmarthenshire County Council: “My understanding of the original brief was to prevent HGV’s turning in the junction to Gwynfan Estate, and to this end this has been achieved. The island has to be set back 2.4m to allow the required visibility at the junction as set out in the Highway Design Standards. I will forward your request onto our Traffic Management Section for them to investigate the feasibility of a ‘No U Turn’ Traffic Order” Noted

5 Carmarthenshire County Council: “The supervisor has organised that the bin on Babell Hill has been replaced today. Regarding the bin on the junction of Blaengwastad Road and Bolahaul Road, this was removed as it was being abused by some residents placing fly tipped items next to it and filling the bin with household waste. This caused extra litter in the area, and additional visits were required to maintain the cleanliness of the area. Prior to it being removed, along with our enforcement team, we monitored the bin and tried to collate evidence to ascertain who was illegally fly tipping items by, and in the bin. Unfortunately, we failed to identify the culprits. It was decided to remove the bin. Since we removed the bin, we have not had any fly tipping incidents and the area has been maintained at the required frequency. Please do not hesitate in contacting me if you wish to discuss the issue further” Noted – Clerk to ask Carmarthenshire County Council about possibility of having a bin placed by the seat at the entrance to Tregynnwr. Inform Carmarthenshire County Council that it is the Mr Whippy van is the culprit placing waste in these community bins

11 Carmarthenshire County Council: Just to confirm that a new DFS (Driver Feedback Sign) has recently been installed at Blaengwastod Road to replace the old one, which was broken beyond repair Noted

18. Councillor's Report.

• Large lorries are parking on the roundabout at the bottom of Babell to use the Burger Van in Charlies Car Park, Clerk to bring this to the attention of Dyfed Powys Police
• Newsletter: It was hoped that all residents are getting copies, no complaints to date. Members reported that all reaction was positive, Cllr Slate was thanked for her hard work, she reported that the co-operation of members was appreciated and that the headmaster had confirmed he will provide an article for the next editions
• Parc y Swn: The Clerk to contact Carmarthenshire County Council with regard to the derelict building at Parc y Swn, Login Road
• A large dead rat is on the path adjacent to 24/25 Haulfryn, Tregynnwr – Clerk to inform Carmarthenshire County Council
• The streetlamps adjacent to 34 & 35/36 are not working, the Councillor who reported the matter stated that there is no number tag on either post – Clerk to inform Carmarthenshire County Council

Appendix 3 - Valero Monies

As members will know following the oil spillage in Nantycaws, Valero the company responsible, donated £40,000 to the Community Council

The Task and Finish Group considered suggested schemes and prioritised them in order of practicability.
