Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Monday 9th December 2019

PRESENT: Councillor Robin Griffiths (Chair), Geraint Bevan, Paul Totterdale, Elwyn Williams, Jennifer Slate, Sandra Thomas and John Porter

APOLOGIES: Councillor Alun West, Alexandra Trowbridge-Mathews, Dafydd Williams, Vivian Davies and Lee Whatley

2. Police Report - PCSO Josie Jones had given her apologies but had sent the following report

20/10/2019 Boy Racers: Matalan Car park Vehicles congregating in the car park concern to the local community Road Policing Unit and attended the location and spoke to the persons at the scene. No offenses, words of advice issued to the motorists at the time
31/10/2019 Suspicious Incident: Maesgwynne, Llangunnor A report of male in the area attending properties selling goods. Officers attended the location and spoke to the male in question. The male was provided with strong words of advice and left the area
12/11/2019 Suspicious incident: Y Talar, Llangunnor A male believed to have an Irish accent attended the location stating he was a window cleaner, causing concern to a local resident Officer attend a short time later and conducted an area search however, no further sightings
13/11/2019 Criminal Damage: Y Talar, Llangunnor Damage to a vehicle parked in Y Talar. Vehicle scratch with an unknown item Officers attended and provided the victim with advice and reassurance however, no suspect to date
26/11/2019 Criminal Damage and theft - Haulfryn, Llangunnor Theft of two bikes from a garage Suspects located near the scene by officers. The local neighbourhood policing team also attended the area and provide local residents with advice and reassurance
27/11/2019 Criminal Damage Haulfryn, Llangunnor Damage to a vehicle parked in Haulfryn Officers attended and provided the victim with advice and reassurance however, no suspect to date

3. Chair's Announcements

The Chair thanked all who had helped to make the evening of the ‘light switch-on’ a success, a particular thanks went to Father Christmas and the elves. He wished to thank y Babell, and it was unanimously agreed (minute 1219–3) that £100 be forwarded to them in appreciation of giving its use over the past few years. He also thanked members who assisted with the ‘clean-up’ after the event. The Chair also asked that letters be sent to Serenar Douch for entertaining those who attended at Y Babell, and also to Ken Johnston for his assistance in putting up the Father Christmas’ and Snow Men adjacent to the tree. He had attended the Christmas Concert at St. Peters Church. He had also attended the Llangunnor Network Community Christmas Party organized by Cllr Whatley, it was an excellent occasion and very well attended

5. Minutes

It was unanimously agreed (minute 1219-5) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Committee held on 14th November 2019

6. The Park / Environment Committee

The following recommendation were considered
a) In relation to trees at the park: The committee recommend to Council that the inspection take place at a cost of £430 + VAT the company be particularly asked to highlight any ‘ash dieback’ problems – it was unanimously agreed (minute 1219–6a) that instruction be given for the inspection to take place.
b) in relation to the plantation: That the committee recommend to Council that the work to tidy up the tree plantation is undertaken (2-3 days work at £500/day) – it was reported that the Council always knew that this work would have to be undertaken and it was unanimously agreed (minute 1219 – 6b) that instruction be given for the work in the plantation to take place

7. Web / Media Committee

The following recommendations were considered
a) The committee recommend to Council that Council take up the offer to update our site at a cost of £2,600 including 2 hours telephone training or consider in-house training at £395 + travelling + overnight stay. The Chair of the committee, Cllr Slate stated that Cllr Dafydd Williams had raised some queries with regard to this recommendation and she proposed that as a result of these observations any decision be deferred for further consideration by the Web Committee and it would then be returned to Council – this was unanimously agreed (minute 1219–7a). Cllr Slate expressed her disappointment that Cllr Williams had approached Vision for information without speaking to her first – Cllr Williams be informed that if he wished to gather information on any subject it would be courteous to inform the Chair of the committee involved, this was obviously applicable to any member who wished to scrutinise any recommendation from a Committee of the Council;
b) that the committee recommend to Council that consideration be given to create a face-book account for the Council to use mainly as a noticeboard / receive posts from residents – following a lengthy discussion it was unanimously agreed (minute 1219–7b) that further consideration be given and that a Social Media Policy be developed by the Web Committee and the matter to be brought back to Council for final approval

8. Finance Committee

Meeting to be arranged before next monthly meeting - date to be confirmed

9. Christmas Decoration Committee

Meeting to be arranged to review ‘light switch-on’ 2019

10. Valero Monies

Clerk reported that he had received a suggestion that a seat / bin be placed on the Llwybrau Llangynnwr trail in Nantycaws – this be referred to the Valero Task & Finish Group

11. Council Vacancy

The Clerk reported that the item in the newsletter had not generated any interest to date

12. Council Annual Dinner

Following a brief discussion it was agreed that the dinner be held at The Falcon Hotel on Thursday 23rd January 2020, further information to follow. Members agreed that Mr & Mrs Aled Davies be invited to attend

• Pensarn Roundabout – complaint received from resident in Pibwrlwyd, Clerk to check previous correspondence
• Speed Limit in Llangunnor Road – Clerk to send reminder to Carmarthenshire Couinty Council
• Ysgol Bro Myrdddin had been placed 5th best in Wales in recent report, it was agreed that a letter of congratulations be sent to the Headmistress
• Members were pleased to report that the Christmas Trees and Father Christmas’ / Snowmen had been well received by residents
• The light 35/36 Haulfryn was still out of order
• Clerk to follow up issue with hedge at entry to Elder Grove
