Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 20th June 2019

PRESENT: Councillor Robin Griffiths (Chair), Lee Whatley, Paul Totterdale, Geraint Bevan and Alexandra Trowbridge-Mathews

2. Police Report - PCSO Josie Jones had given her apologies

3. Chair's Announcements

• Appointed Rev Wyn Maskell as his chaplain for the civic year
• Attended meeting of the Sugarcraft Guild
• Attended the Mayor of Carmarthen Civic Service at Heol Awst
• Attended School Summer Fete along with Cllr Bevan
• Attended Carmarthen Bar Meeting
• Attended the Big Lunch, thanks to Cllr Whatley for all his work
• He would be attending a service at St. Peter’s Church on the 7th July at 2.00pm, followed by unveiling a plaque at Carmarthen Railway Station to commemorate those who had lost their lives in World War 1
• He would like to congratulate Cllr Whatley on receiving a Community Award from the Journal and Cllr Elwyn Williams on his appointment as Vice Chair of the Fire Authority

5. AGM Minutes

It was unanimously (minute 0619-5) and RESOLVED to approve as a correct record the minutes of the AGM meeting held on 9th May 2019

6. Minutes

It was unanimously (minute 0619-6) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Committee held on 16th May 2019

:: Under Standing Order 2d the Chair asked that the press and public be excluded ::

7. Position of Clerk - Report from Chair / Vice / Chair of Planning on meeting with Clerk

i) The Chair went through the discussions with the Clerk and it was unanimously agreed (minute 0619–7i) that
a) the Council take advantage of One Voice Wales consultancy offer to see what the Council needs, particularly in the way of policies and the provision of any missing ones – estimated cost £442.50 (cost to be placed on agenda of July meeting);
b) Council members be asked to contact the Clerk via email unless it is considered urgent, any phone contact to be within the working hours of 10.00am – 4.00pm (texts would be treated as emails);
c) The Inspection Report on the Park be considered by the four members of the Park and Environment Committee (excluding Chair/vice of Council & Clerk) and bring anything of note to the attention of the Council / Clerk

ii)The Clerk left the room for discussions on his pay and conditions. On his return he noted the following for the minutes, it had been unanimously agreed (minute 0619–7ii) that
a) The National Salary award for 2019 be applied to the Clerk’s salary and back dated to April 1st;
b) The Clerk’s hours of employment be increased to 55 hours;
c) That IT Allowance at £40/month, and Office Allowance at £100/month remain the same; d) the extra meeting allowance for 4 hours remain at £50 and over 4 hours remain at £100. The Clerk be asked to list his roles and functions

8. Park / Environment Committee

The Chair (Cllr Whatley) briefly went through the draft minutes of the recent meeting (13/06/19), it was unanimously agreed (minute 0619–8) that:
a) the unveiling of the memorial stone take place on Saturday 9th November 2019 at 2.00pm
b) invitations be sent to the following organisations: Royal British Legion, Army Cadets, RAF Cadets, Carmarthen Band, Dyfed Powys Police / Commissioner, Lord Lieutenant, Chair Carmarthenshire County Council, Llangunnor School, Rev. Wyn Maskell, Police Cadets;
c) refreshments be provided at Police HQ – type and numbers to be assessed/agreed at a later date. The Clerk to check with Carmarthenshire County Council with regard any road closure issues on that afternoon

The recommendation with regard to the consultation on further works in the park and inspection of the paths in Tregynnwr also be approved

9. Web / Media Committee

In the absence of the Chair, Cllr Slate the Clerk briefly went through the draft minutes of the recent meeting (17/06/19). Cllr Whatley stated that he would continue to place minutes / agenda on the website and would arrange to meet Cllr Slate to go through the website with her, he strongly recommended that more than one person take on the role of administrating the website. Newsletter ready for collection from printers 19th July, delivery to take place as soon as possible

10. Finance Committee

The draft minutes of the recent meeting (29/05/19) were circulated and approved

11. Christmas Decoration Committee

Meeting to be arranged in July

13. Defibrillators

Cabinet had now been delivered to Yr Aelwyd

14. Vacancy on the Council

The Clerk reported that he had not received any interest in being co-opted, it was unanimously agreed (minute 0619–14) that the vacancy be re-advertised with a closing date of August 31st 2019 at 6.00pm

15. Consultation Process – Ysgol Llangynnwr

It was agreed that as there appeared to be no issues with parents with regard to the changes that individual councillors who wished to comment do so through the link provided in the email circulated by the Clerk

16. Report from consultant meeting with Chair / Vice and Clerk

The report presented by the Clerk was discussed and similar issues raised at the meeting were also raised by members. It was unanimously agreed minute (0616–16) be accepted. See Appendix 1[1]

17. Reports from Members Representing Council on other Bodies.

Riverside Association - The river festival would take place on July 13th and further meeting of committee was arranged for next week, Cllr Totterdale to enquire whether the Community Council could have a presence at the event

One Voice Wales - No meeting had taken place

School Governors - It was reported that the deputy head master, Mr Aled Owen was retiring and Mrs Angharad Vaughan-Owen was taking up the deputy headmistress at another school. The Clerk was asked to send a letter of thanks to both of them for their service to the school

Carmarthen Bar Committee - The Chair reported that he attended the latest meeting and that finance was an issue, to date only Llangunnor Community Council had contributed, further appeals to be made to community councils adjoining the river, the Town Council and Carmarthenshire County Council

21. Councillor's Report.

• Query with Carmarthenshire County Council why grass on LHS as you enter Nantycaws had not been cut
• Birds mess under Carmarthen Bridge – Clerk to contact Carmarthenshire County Council
• Steps / Handrail down to Station Approach – Clerk to ask Carmarthenshire County Council if they can be inspected and any remedial work carried out
• Noted that bridge in the park had been repaired and overgrowing grass / earth around basketball hoop had been cleared
• Cllr Griffiths asked that the hanging baskets be placed on next agenda of P & E Committee
• Clerk reported that he had received email from Carmarthenshire County Council with regard to. Path at rear of Penymorfa, due to extreme staff shortages finding time to the work was an issue, hopefully done in next 2/4 weeks
• Clerk reported that Carmarthenshire County Council Enforcement Officer had written to owners of rails at Tywi Garage Roundabout to say that all advertisements should be removed within 14 days

Appendix 1

Summary of meeting between Chair / Vice / Clerk and Rob Hunt Managing Consultant, Bristol - Civils and Structures, Atkins Transportation UK

The meeting was called by the independent consultants who were assessing the issues around the exit\entry to Nantycaws Tip and the knock-on impact any changes would have on the surrounding area. It was highlighted that there were two aims:

i) Long term: To design / develop / build a major change in the road layout between the tip entrance and the Nantycaws junction – this was a “long” way off
ii) Short term: This would involve changes at the entrance to the tip to ensure that vehicles leaving the tip could only turn left, these changes would include having an island at the entrance to ensure only right hand exit was possible and also narrowing the gap in the carriageway so that only vehicles coming from Carmarthen could turn into the tip. This would obviously have a knock-on effect on the number of vehicles, both lorries, vans and cars that would need to ‘turn around’ if wishing to travel east. Although there are different ‘gaps’ / junctions that could be used it was agreed that a very high proportion would use the Nantycaws junction. Amongst the suggestions being considered were:

a) forming a roundabout on the junction with the old A48 (the lane that now comes out at the Oil for Wales Garage) so that vehicles could turn around and re-join the dual carriageway, it is likely that there would have to be major works for the roundabout to be big enough for long vehicles to go around;
b) explore whether the old A48 could be used as a way of getting back to the duel carriageway, issues include that it is currently gated and would have to cross private land in the ownership of Oil for Wales, would it need widening?
c) it was agreed that turning around in the village of Nantycaws was not a practical option
