Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', on Thursday 20th September 2007 at 7.00pm

PRESENT: Councillor D Elwyn Williams, (Chairman), Sarah J Howells, Audrey M Jones, Robin O Griffiths, Richard S Thomas, Doreen Valentine, Geraint P Bevan, T Alun West and Selwyn H Thomas

APOLOGIES: Councillor Denzil Williams and Clifford Merlin Jones

44. Standing Orders

RESOLVED: reinstate standing orders following the summer recess

45. Cllr W D V Evans

Clerk reported that due to continuing ill health Cllr Evans had not attended any meeting of Council throughout a period exceeding six consecutive months and in accordance with Local Government Act 1972, section 85, ceases to be a Member of Council. RESOLVED: Clerk to review Cllr Evans's situation and appropriately proceed to fill the vacancy

46. Chairman's Announcements

Cllr Williams referred to the successful carnival held in Llangunnor during the summer and asked Cllr Howells to convey the Council's congratulations to the Carnival Committee. He mentioned discussions he and the Clerk had had with County Council Officers on promoting the proposal for a cycle route from Pont King Morgan to Johnstown with funding subject to a national television vote on December 9th. Chairman announced that the Council Civic Service would be held at 2.00pm on Sunday 7th October 2007 in Capel Philadelphia, Nantycaws
Members were reminded to declare pecuniary interests and record in the attendance register

47. Police Report

Members had consultation with the Police before commencement of the Council meeting and the Chairman reported on information received that 60, Bron y Dre, Tregynnwr, where the Neighbourhood Police Base was proposed, was now subject to letting by the County Council. RESOLVED: Clerk to press again for the Chief Executive of Carmarthenshire County Council to meet with representatives of Llangunnor Community Council - representatives nominated: Chairman, Chair of Planning, Cllr RO Griffiths and Clerk

48. Minutes

RESOLVED to approve the minutes of the following meetings as a correct record:
i) The Planning Committee meeting held on 19th July 2007
ii) The Monthly Council meeting held on 19th July 2007

In considering the minutes the following points were raised:

i) Minute 31i) referring to a previous minute 17i) - Home to Secondary School Transport. Clerk reported on related correspondence received : a) Un Llais Cymru/One Voice Wales advised that the Community Council, as a corporate body, cannot claim a breach of the European Convention on Human Rights and it is a matter for the individuals who are affected, that may have grounds; b) Carmarthenshire County Council confirmed that the walking route from Llangunnor to QE High School, Johnstown would be reappraised; c) letter from parent thanking Council for its support in this matter. RESOLVED: convey the County Council and Un Llais I Gymru/One Voice Wales responses to the parent concerned.
ii) Minute 31ii) - referring to previous minute 17ii) - Clerk reported that the matter had been referred to the County Council Environment Enforcement Department.
iii) Minute 31iii) - referring to previous minute 17iii) regarding mementoes to past chairpersons. Clerk detailed quotations received from suppliers. RESOLVED: defer to the October meeting.
iv) Minute 31iv) - referring to previous minute17v) regarding quotations for the relocation 2 Council noticeboards. Clerk reported on the three quotations received from MAC Welding, E Williams and County Council RESOLVED: Appoint Mr E Williams ::Cllr DE Williams declared an interest with regard to this matter and vacated the room. Chair of Planning presided over this item::
v) Minute 31vi) - referring to a previous minute 22. Clerk reported on the site meeting and recommended that the lighting unit [724/01] be repositioned as agreed on site. Relocation costs will not be charged to the Community Council. RESOLVED: Approved
vi) Minute 41i) - Clerk reported that following the site meeting held to review rejection by the County Council to change the traffic Yield arrangement by the Pobl Bach junction in Penymorfa Lane, County Council Traffic Engineers agreed to re-appraise the arrangement. At the site meeting, removal of the Carmarthen sign at the junction of Penymorfa Lane and Llangunnor Road was agreed on road safety grounds.
vii) Minute 42b) - Response received from the Driving Services Agency. Refer to minute 60b.
viii) Minute 42c) - Consider traffic calming measures in Rhoslas, Tregynnwr at the October meeting

49. Llangunnor Park Association

Cllr RS Thomas reported on the Association AGM and notified Council that legal advice was being obtained on the position of the Trustees in relation to relinquishing the lease. He paid tribute to the hard work and commitment of the Association in achieving a high quality park for the Llangunnor community and thanked the Community Council for its support. RESOLVED: note the report

50. Naming the New Estate to be Developed in Mount Pleasant

Various names were considered. RESOLVED: Recommend to the Developer, Cornhill Estates, that Clos Lewis Morris/Lewis Morris Close would be a suitable name for the new housing estate

51. Policy Statement for Dealing with 'Unacceptable Actions by Individuals'

Clerk presented a draft policy statement setting out procedures on how the Council would deal with unacceptable behaviour such as aggression or abuse, unreasonable demands and unreasonable persistence and explained that it would be a bilingual statement and published in the Community Council website. RESOLVED: approve the policy

52. Standing Orders

Chairman proposed setting up a sub-committee to review the Council's Standing Orders. RESOLVED: Proposal agreed with Chairman, Cllr RS Thomas, Cllr A West and Cllr G Bevan appointed members of the sub-committee

53. Consultation Document on Polling Districts, Polling Places and Polling Stations

RESOLVED: Support the County Council recommendation that the polling stations for both East and West Wards be held in Yr Aelwyd, Tregynnwr

54. County Council Draft Proposals of a Community Review for Carmarthenshire

RESOLVED: recommend increasing the East Ward representation by ONE Councillor which would effectively remove the current elector/councillor imbalance between the east and west wards. This is desirable in the interests of effective and convenient local government

55. Application to Divert Footpath 28/31, Penddaulwyn Fach, Llangunnor

Clerk detailed the application and having walked the route reported that the proposed diversion offers a more commodious path and a far more convenient and enjoyable arrangement for present and future users of the footpath. RESOLVED: No objections ::Cllr DE Williams declared an interest with regard to this matter and vacated the room. Chair of Planning presided over this item::

56. Christmas Tree 2007

RESOLVED: Approve the provision of a community Christmas Tree at the former Tywi Ford roundabout. Lights to be turned on at 6.00pm before the Council meeting on November 15th. Clerk to make the arrangements

57. Reports from Members Representing the Council on other Bodies

i) Local Health Board - Consultation on patient involvement:
Cllr RS Thomas reported on his attendance at a consultative meeting in Llanelli to gain public and patient expectations in respect of the Health Board pre-inspection assessment of its provision. RESOLVED: Chairman thanked Cllr Thomas for the report and approval given to claim travelling expenses.
ii) Un Llais I Gymru/One Voice Wales:
Cllr S Howells reported on the Carmarthenshire Branch meeting.

iii) Llangunnor Carnival:
Cllr S Howells reported that despite the poor weather again this year, it was a highly successful carnival. Members congratulated Cllr Howells on the success and thanked her for re-establishing the Annual Llangunnor Carnival. RESOLVED: Cllr Howells to receive the Community Certificate in recognition of her achievement

60. Any Other Matter: - RESOLVED

a) Refer to County Council:
i) Need to clean bus shelters & remove unauthorised posters.
ii) Infill pot holes in path between Haulfryn and Clos Sticle
iii) Enquire whether the gateway landscaping on roundabout by Parc Pensarn had been finished.
iv) Need to remove kerbside vegetation in Llangunnor Road
v) Enquire when Pont King Morgan will be officially opened.
vi) Invite Mr Youngman, Community Rail Partnership Officer to attend a future Council meeting
vii) Lighting columns in Golwg Tywi, Penymorfa be allocated identification numbers

b) Driving Services Agency:
RESOLVED: Appeal again to the Driving Services Agency to discontinue using the road junction by Brynmeurig Stores for reverse testing as it is near the main thoroughfare to Llangunnor Park and constitutes danger to children accessing the Park. This would also discourage learners from using the junction for practice

c) Llangunnor Tenants and Residents Association Resource Centre:
RESOLVED: Note that the Resource Centre based in Yr Aelwyd, Tregynnwr is operational

d) Daffodil Planting:
Pursuant to Minute 148iv)a) [Council meeting 19 April 2007] regarding planting more daffodils in the community the Clerk reported that bulbs had been ordered. RESOLVED: Cllr RO Griffiths to identify the locations for planting and E Williams, 'handyman' be contracted to plant the bulbs

e) Chairman's Chain of Office:
Obtain additional blank name-links for the chain and engrave the names of Cllr RO Griffiths, Chairman 2006/7 and Cllr DE Williams, Chairman 2007/8

d) Include in October Agenda:
Problems with large vehicles using the narrow road between Star Cottage, Heol Capel Dewi and Ty-llwyd Farm, Login.
Land erosion adjacent to Heol Capel Dewi
