Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', on Thursday 13th December 2007 at 7.00pm
PRESENT: Councillor D Elwyn Williams (Chairman), Clifford Merlin Jones, Sarah J Howells, Robin O Griffiths, Richard S Thomas, Doreen Valentine, Denzil Williams, Audrey M Jones, Selwyn H Thomas, Geraint P Bevan and T Alun West

86. Chairman's AnnouncementsMembers were reminded to declare pecuniary interests and note accordingly in the attendance book. Chairman referred to his attendance at the Advent Service in Llangunnor Church. He also noted his attendance, accompanied by County Cllr Merlin Jones and the Clerk, at the official opening ceremony of Pont King Morgan on 9th December 2007 conducted by Mr Ieuan Wyn Jones, Deputy First Minister, Welsh Assembly Government. Chairman expressed his wish to hold the annual New Year dinner for Members and guests in the restaurant, Coleg Sir Gâr, Pibwrlwyd. Cllr D Williams and the Clerk agreed to make the arrangements
87. MinutesRESOLVED to approve the minutes of the following meetings as a correct record:
i) The Monthly Council meeting held on 15th November 2007
ii) The Planning Committee meeting held on 15th November 2007
i) Minute 77i) relating to the previous Minutes 63i and 47. Neighbourhood Police Base in Yr Aelwyd. Communication received from the County Council that the Tenant Networks and the Tenant Inspectors oppose relocation from Yr Aelwyd. RESOLVED: to request an urgent meeting with the Assistant Chief Executive of the County Council and to include as agenda item in the January Council meeting.
ii) Minute 77iii) West Wales Rail Partnership. RESOLVED: refer the published incidence of insufficient rolling stock available for passengers to the Rail Partnership and request a representative of the Partnership to attend a Council meeting.
iii) Minute 77iv) Golwg Tywi. RESOLVED: request the County Council to adopt the estate road.
iv) Minute 73viii)(meeting 18/10/07). Policing Plan 2008/11 - Priorities. RESOLVED: priorities agreed: increased police visibility and presence within local communities, proactive control of illegal drugs and tackling anti-social behaviour within communities.
v) Minute 66 [meeting 18/10/07]: Street Lighting Site Meeting at Nantycaws. RESOLVED: consider recommendations of the site meeting held at 6.00pm prior to the December Council meeting, at the January 2008 meeting
Cllr RS Thomas reported that a new steel picnic unit had been installed at the Park. He refered to discussions with Mr Ian Jones, County Head of Leisure and Sports regarding the lease and the position of the Trustees and that Mr Jones would be prepared to attend a Council meeting. RESOLVED: i) Cllr Thomas to thank the Park Association for its work. ii) Invite the County Council Head of Leisure and Sport to attend a special Council meeting
89. Consultation on the Carmarthenshire County Council Revenue Budget for 2008-09RESOLVED: Clerk to submit questionnaires completed by individual Members
90. Penymorfa - Y Talar FootpathFollowing consideration of a letter received from the County Rights of Way Officer RESOLVED: i) Not to accept responsibility for the path boundaries. ii) Request the County Council to proceed with the registration of the path on the premise of presumed dedication and record accordingly on the Definitive Map of Public Rights of Way for Carmarthenshire
91. Reports from Members Representing the Council on other Bodiesi) Environmental Project:
Cllr Bevan reported that Trysor Agency has agreed to prepare a community audit designed to inform the Llangunnor environmental and heritage project with costed recommendations. Cllr Bevan recommended that Council makes a provision of £2k in its 2008/9 budget in support of the project.
ii) Riverside Committee:
Riverside Committee representatives are to meet with the County Council and discuss future plans. Cllr D Williams represents Llangunnor Community Council.
iii) Town Forum:
Cllr R O Griffiths reported on his meeting with Mr Snaith, County Special Projects Officer to review the landscaping of the Parc Pensarn roundabout. Mr Snaith agreed the roundabout itself needs further work and will refer the matter to the scheme co-ordinator
12 applications received for grant aid. RESOLVED: £30 each to: Carmarthen Women's Aid; Merlin Youth Theatre; Marie Curie Cancer Care; Macmillan Nursing Care; Bobath Children's Therapy Centre; Bobby Van Scheme
93. Exclusion of the PublicRESOLVED:
Pursuant to Section 100 of the Local Government Act 1972, by reason of the special nature of the following two items of business to be transacted, it is in the public interest that the press and the public be asked to withdraw as publicity would be prejudicial to the public interest:-
a) Correspondence received by Chairman relating to Tywi View Park, Heol Capel Dewi RESOLVED: Acknowledge receipt of correspondence and refer the matter to the County Council
b) National Salary Award and revised Travelling Allowances for Local Council Clerks RESOLVED: Accept the new rates of pay and car allowances for clerks, applicable from 1st April 2007 and approve payment of £107.60 arrears of pay for the period April-November 2007

Request removal of redundant petrol signs on A48 after closure of Nantycaws Post Office and petrol station.
Request the long term temporary flood warning signs on the A48 near Nantycaws junction be replaced with permanent signs

Need to clean the cattle grid and drains on the lane between Maeslan and Heol Capel Dewi via Nant Farm
Request update on the proposal to extend the 40mph speed restriction in Llangunnor Road to a point beyond the Dyfed Powys Police HQ.
Request replacement of reflector posts on the verge in front of Green Cottage, Login.
Request update on the proposed school route assessment between Llangunnor and QE High School, Johnstown
