Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', on Thursday 17th May 2007 at 7.00pm

PRESENT: Councillor D Elwyn Williams (Chairman), Sarah J Howells, Robin O Griffiths, Doreen Valentine, Clifford Merlin Jones, Audrey M Jones, Geraint P Bevan, Denzil Williams, T Alun West, Richard S Thomas and Selwyn H Thomas

APOLOGIES: Councillor Willian Denzil Vivian Evans, Catherine James and Police Inspector Roderick

IN ATTENDANCE: Police Sgt R Anthony, M Vancuka, Carmarthen Journal and 2 Local Residents

1. Chairman's Announcements

Chairman, Cllr Williams welcomed all to the meeting and expressed his faith that Council will have a successful forthcoming year. Cllr Williams reported that he had been a guest at the Carmarthen Town Mayor making ceremony in the Guild Hall on 11th May. Chairman reminded Members to declare pecuniary interests and record in the attendance book

2. Police Report

Police Sergeant Anthony covered various matters relating to Police interventions in the area but reported that in general terms no major issues had occurred. Members questioned the delay in establishing the proposed Neighbourhood Police Base at 60 Bron y Dre. Sgt Anthony tabled a letter from Inspector Roderick, Neighbourhood Policing Inspector, explaining the current position and indicating that the situation regarding funding will become clearer towards mid June. Chairman thanked Sgt Anthony for his report RESOLVED: Include on the Agenda of the June meeting

3. Minutes

RESOLVED to approve the minutes of the following meetings as a correct record:
i) The Monthly Council meeting held on 19th April 2007.
ii) The Planning Committee meeting held on 19th April 2007

In considering the minutes the following points were raised:

Minute 133 - Mr McLernon had indicated that holding meetings in Yr Aelwyd day room was under review. RESOLVED: convey to Mr McLernon that Yr Aelwyd served numerous community groups and when built, an assurance had been given that the day room would be available for holding community functions and group meetings.
Minute 136 - Learner drivers - PC Richardson will report at a future meeting
Minute 139 - Home to School Transport - no further information received.
Minute 148 iv b) request the County Council to ask FOCUS Stores to capture its loose packaging and ensure that it's not scattered into the plantation area in Pensarn Road

4. Street Lighting in Old Llangunnor Road

Cllr Griffiths reported the absence of streetlights between 'Gwyn Jones Car Sales' and 'Beiciau Hobbs' in Old Llangunnor Road. With plans by the County Council to establish a foot/cycle footpath linking Old Llangunnor Road and Pont King Morgan, from a public safety perspective the situation needs to be considered by the Community Council. Further, there were no litterbins along this section. RESOLVED: Refer both matters to the County Council

5. Mementoes - Retiring Council Chairpersons

It is practice by some Community and Town Councils to present 'Past Chairman's Jewel' as mementoes to retiring Chairpersons of Council. RESOLVED: Clerk to explore availability and estimate of costs

6. Nomination for Joint Vice Chair for the Carmarthenshire Partnership

RESOLVED: Council agreed to formally nominate Cllr D Valentine for the Joint Vice Chair of Carmarthenshire Partnership

7. Changes to Collections of Green Waste

The issue of changes to the fortnightly collection of green waste in the Elder Grove and Blaengwastod Road area by the County Council had been satisfactorily resolved. Cllr CM Jones was thanked for dealing with the matter

8. Council Information on Notice boards

RESOLVED: i) Member names and home addresses only to be included on public lists of Council Members and the public advised that communications with the Council should be via the Clerk; ii) Obtain quotations for relocating the notice boards in Nantycaws and Llangunnor Road to positions near the bus shelters

[At 8.15pm Chairman adjourned the meeting for Mr Kim Slowe, representing Cornhill Estates, to address the Planning Committee on the planning application for a new housing estate in Mountpleasant, Llangunnor]

9. Llangunnor Park Association

Cllr R Thomas as Secretary of the Park Association reported that relinquishing the park lease was in abeyance pending completion of the County Council review of open spaces and public parks in Carmarthenshire

10. Penymorfa - Y Talar Footpath

Cllr CM Jones reported that certain restrictions proposed by the solicitors representing the path owner had been referred back as not acceptable to the County Council. Negotiations are on going

11. Reports from Members Representing the Council on other Bodies

a) Eisteddfod yr Urdd 2007:
Cllr Bevan reported that Llangunnor had exceeded its financial appeal target. Members congratulated Cllr Bevan as the Chair of the Appeal Committee on its success. Clerk reported that flags, bunting and the Llangunnor display would be erected during the week commencing 21st May. RESOLVED: 'Handyman' to assist the Clerk with the display.
b) Llangunnor Carnival:
Cllr Howells confirmed that the Carnival would be held this year
