Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', on Thursday 15th November 2007 at 7.00pm

PRESENT: Councillor D Elwyn Williams (Chairman)[Chairman's announcements only], Clifford Merlin Jones (Vice Chairman) [Chaired the meeting], Sarah J Howells, Robin O Griffiths, Richard S Thomas, Catherine James, Doreen Valentine, Denzil Williams, Audrey M Jones, Selwyn H Thomas, Geraint P Bevan and T Alun West

APOLOGIES: Chairman left the meeting after the Chairman's Announcements

75. Chairman's Announcements

Chairman welcomed Cllrs D Valentine, CM Jones and C James to the meeting following their hospital treatments. He thanked Members for attending the Remembrance Services held in Ysgol Llangynnwr and Llangunnor Church. He also informed Members that due to a family bereavement he would not be chairing the meeting and invited the Vice Chairman, Cllr CM Jones to take the Chair

Cllr CM Jones expressed the Council's sadness at the news of the passing away of the Chairman's mother, Mrs Grace Williams, Penlan Cystanog whom had been a long serving member of Council and former Chairwoman. Council stood for a minute's silence in respect of Mrs Williams's contribution to the Llangunnor Community. Chairman asked Cllr Elwyn Williams to convey the Council's condolences to members of the family. Cllr Williams thanked all for their act of respect and the kind expressions of sympathy he had received

76. Police Report

Members had consultation with the Police before commencement of the Council meeting. PC Richardson had informed that vehicle speed monitoring had taken place in the community and of action taken to combat littering in the bus park in Station Road and the retail parks in Pensarn

77. Minutes

RESOLVED to approve the minutes of the following meetings as a correct record:
i) The Planning Committee meeting held on 18th October 2007
ii) The Monthly Council meeting held on 18th October 2007

In considering the minutes the following points were raised:

i) Minute 63i) relating to the previous Minute 47. Following discussion relating to the press article stating that the Tenants and Residents Association would oppose relocation from Yr Aelwyd, Council RESOLVED: to convene a joint meeting with the Chief Executive of Carmarthenshire County Council and the Head of Housing and the local Police Inspector to discuss the whole issue of establishing a Police base in the community.
ii) Minute 63iv). Clerk reported that the County Council Engineer was agreeable to relocating the bilingual gateway signs but would need to consult with the local County Councillor, Cllr CM Jones, on the proposed locations. Cllr CM Jones expressed support for the identified locations: Carmarthen Sign on the B4300 at the junction with Penymorfa Lane be relocated to the Station Road junction on Carmarthen Bridge, new Llangunnor signs to be placed by the pedestrian access to Currys/PCWorld near Tywi Service Petrol Station and at the B4300 junction with Login Road.
iii) Minute 60vi) Clerk informed that Mr Youngman had left the employment of the County Council and that the West Wales Rail Partnership was now under the direct control of the County Transport Manager.
iv) Minute 60vii) Clerk to establish what action is necessary for the Golwg Tywi street lights to be adopted.
v) Minute 67 Police had advised that the matter had been referred to Police Inspector Roderick who will report action to the Community Council
vi) Minute 71i) AGM papers had been received from Un Llais I Gymru/One Voice Wales and copies available from the Clerk.
vii) Minute 73vi) Confirmation received from the Driving Services Agency that the road junction by Brynmeurig Stores would not in future be used for the reversing exercise, as part of the driving test.
viii) Minute 73vii) Council noted correspondence received from the Managing Director of CWM, Landfill Site Operator and the Public Protection Officer and that a meeting had been arranged between the residents and the Site Operator to clarify the difficulties relating to odours emanating from the landfill site

78. Councillor Vacancy

Clerk reported though the Electoral Registration Officer had not received a request from ten electors for an election to fill the vacancy, Council need not exercise its right to co-opt a replacement Member as the period to the next local council elections is less than six months. RESOLVED: not to fill the vacancy and Clerk accordingly to notify the 3 interested nominations for co-option

79. Llangunnor Park Association

Cllr RS Thomas reported on the high quality of the grass mowing and the recent hedge cutting of the Park by the County Council during the 2007 season. The matter of the lease and the position of the Trustees remained unclear. RESOLVED: i) Thank the County Council Ground Maintenance Team for their work and ii) invite the County Council Head of Parks and Leisure to attend the Special meeting referred in minute 77i and clarify matters relating to the future of the park

80. Sub-committee Report: Welsh Assembly Government Consultation Document - A Shared Community - Relationships Building and Charters for Unitary Authorities and Community and Town Councils

The Clerk reported the sub-committee recommendation that Council should welcome this important report and commend the recognition given to the significant role of community councils but question the availability of resources to support the proposals if taking on statutory duties. Supporting the aim of establishing and publishing a charter setting out how both the Community and the County Councils work together within the framework of their respective responsibilities as elected bodies, was further recommended by the Sub-committee. RESOLVED: Endorse the Sub-committee views and convey to the Welsh Assembly Government. The Chairman thanked the Sub-committee Members and Clerk for the report

81. Dates of Council Meetings 2008

RESOLVED: Confirmation of the provisional dates listed by the Clerk - meetings be held every third Thursday of each month except in August [no meeting] and December [2nd Thursday]. Venue: Yr Aelwyd, Tregynnwr. Commence: 7.00pm

82. Reports from Members Representing the Council on other Bodies

i) Environmental Project:
Cllr Bevan reported that a joint meeting was planned with Trysor Agency and the County Council Head of Countryside and Recreation at Ysgol Llangynnwr on 29th November to identify the scope of the project
ii) Carnival Committee:
Cllr Howells reported that a bingo event is to be held at Yr Aelwyd on December 14.
iii) Police Community Liaison Committee:
Cllr D Williams would be unable to attend the meeting scheduled for 26 November 2007 at Llanelli. RESOLVED: Cllr C James to deputise

85. Any Other Matter: - RESOLVED

a) Christmas Tree
Members agreed that the Christmas tree lights switch-on event held at 6.00pm that evening was a success and RESOLVED: i) thank Mr Elfi Evans, Bwlch Newydd, Nantycaws for supplying the tree and the Chairman to appropriately donate to Mr Evans's named charity - the Glangwili Hospital Oncology Unit; ii) record thanks to the Clerk and the handyman for their work in fetching and erecting the tree and the Clerk for arranging the switch-on event and iii) thank the school for organising the carol singing and the Chair of the School Council for switching on the Christmas tree lights

b) Refer to County Council:
Need to clean mud and debris on the road between Fferm Tyllwyd and Heol Capel Dewi via Maeslan.
Appeal to the Director of Technical Services for better coordination between verge mowing and litter picking following the situation of litter exposed and scattered between Login and Nantycaws recently
Request removal of the concrete steps located between No's 55 and 56 Bron y Dre for anti-social behaviour reasons
Vehicles parking under Carmarthen Bridge restricting thoroughfare with potential implications for emergency service vehicles seeking access to premisis
Gullies and drains blocked in Llangunnor Road and Old Llangunnor Road
