January 2007

Minutes of Monthly Meeting of Llangunnor Community Council held in Llangunnor School, on Thursday 18th January 2007 at 7.00pm

PRESENT: Councillor Robin O Griffiths (Chairman), Mair Lloyd, Sarah J Howells, D Elwyn Williams, Clifford Merlin Jones, Audrey M Jones, Catherine James, Geraint P Bevan, Denzil Williams, T Alun West and Doreen Valentine

APOLOGIES: Councillor Willian Denzil Vivian Evans

IN ATTENDANCE: Police Sergeant R Anthony, 4 local Residents for Planning Application W/15059

100. Chairman's Announcements

Members were advised to declare pecuniary interests and register accordingly in the attendance book. The Chairman wished everybody a Happy New Year and referred to a letter received from Cllr JDJ Morgan announcing his retirement after 50 years serving on Llangunnor Council, with effect from 31 December 2006

RESOLVED: Clerk to
i) Thank Mr Morgan for his long and dedicated service to the Llangunnor community and convey the Council's best wishes in the future
ii) Proceed with filling the vacancy

101. Police Report

Reference was made to a letter received from a resident in Emlyn Terrace [copied to the Police] complaining of noise disturbance caused by car racers late at night in Store parking grounds in Stephen's Way, Pensarn. Police Sgt Anthony outlined joint action taken to eradicate the problem following dialogue with Store Managers. A vandalised car abandoned under Carmarthen Bridge was referred to the police. Sgt Anthony stated that vehicle speed monitoring (MINT) was being undertaken on Llangunnor roads

102. Minutes

RESOLVED to approve the minutes of the following meetings as a correct record:
i) The Monthly Council meeting held on 14th December 2006.
ii) The Planning Committee meeting held on 14th December 2006

[Chairman adjourned the agenda at this point and the Planning Committee was convened to consider the planning application - W/15059]

In considering the minutes the following points were raised:

a. Minute 87) Members indicated their intended attendance at the annual New Year dinner on 1st February and Chairman confirmed that Canon Aled Griffiths and Mrs Griffiths would attend as guests.
b. Minute 88b) Noted installation of three modern bus shelters by County Council as replacements for existing shelters at: Nantycaws Square, bottom of Nantycaws hill and Login. RESOLVED: Cllr CM Jones to appeal to the County Council for a shelter in Pensarn.
c. Minute 88d) Clerk updated members on the action agreed with the Transport Operations Manager. A further meeting in February to review signage for Penymorfa Lane and to consider the absence of an audible alarm at the new pedestrian crossing in Coracle Way.
d. Minute 88f) Clerk to request response from the Post Office Ltd following rumoured relocation of King Street Post Office.
e. Minute 88j) Problems encountered by customers using the TESCO Bus because of refused permission to collect passengers from the Blue Street bus station and with negotiating the high steps when entering the bus were voiced by Cllr Valentine. RESOLVED: Clerk initially refer the matter to the County Transport Officer and subject to the response, raise the concerns with TESCO Management.
f. Minute 92) Response received from the County Transport Officer detailing the school route measurements undertaken in line with the Safe Routes to School national criteria. RESOLVED: Query the environmental issues relating to the 'school run', the vacant seats on school buses and request the time scale of the proposed review of routes from Llangunnor to Ysgol Bro Myrddin.
g. Minute 93) Site meeting involving the County Lighting Officer, Area Highways Maintenance Officer, Clerk and Cllr D Williams reached agreement for the columns to be installed on the eastern side of Heol Capel Dewi

103. Review of the Clerk's Remuneration and Conditions of Employment

Chairman notified Members that the Sub Committee had completed the review and had produced a report containing proposals for Council to consider. The report was distributed and the Chairman recommended that Members needed time to examine the proposals. RESOLVED: Convene a special meeting in Llangunnor School at 7.00pm on Thursday 25th January 2007 to consider the report

104. Budget 2007-8

In view of potential financial implications for the budget, flowing from the Sub-Committee report [minute 103 refers] Council RESOLVED: refer the 2007-8 budget and the determination of the precept requirement to the Special meeting

105. Llangunnor Park Association

Councillor D Williams reported that the Park Association believed its original brief had been delivered and would welcome dialogue with Council on the future development and management of the Park. RESOLVED: Note the Association view and Cllr Williams to further report on the matter at a future meeting

Clerk reported a further rise of 24% in the 2007-8 annual insurance premium for Llangunnor Community Park following a substantial increase previously in 2006-7. RESOLVED: Cllr DE Williams to explore the circumstances and report to the Special meeting [minute 103 refers]

106. Penymorfa - Y Talar Footpath

At present, nothing to report

107. Reports from Members Representing the Council on other Bodies

a) Riverside Development Group:
Cllr D Williams reported that a group meeting is scheduled for 22nd January and he will report at the February meeting.
b) Eisteddfod yr Urdd 2007:
Chairman reported on the Eisteddfod marketing meeting he had attended and that the amount of bunting and flags are to be determined for ordering. He will report at the February meeting.
c) Carnival Committee:
Noted a bingo evening to be held in Yr Aelwyd on 31st January and a car boot sale at Llangunnor School on 7th April
