Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 18th May 2017.

PRESENT: Councillor Lee Whatley (Chair), Elwyn Williams, Geraint Bevan, Robin Griffiths, Paul Totterdale, Alun West, Michael Maynard and Dafydd Williams

APOLOGIES: Councillor Sandra Thomas, Adrienne Mackintosh and Alexandra Trowbridge-Mathews

1. Declaration of Interest

None

2. Chair's Announcements

The Chair welcomed all returning Councillors and offered a warm welcome to Councillor Maynard. He noted that all had signed the declaration of office and have been given copies of the standing orders and code of conduct. He also asked that Councillors don't use mobile phones during meetings, He explained that at times we all need to keep phones out for emergencies but it was important that everyone was paying attention to what was being discussed. During the past month he had:
• a) attended the Aelwyd 40th Anniversary Celebrations on the 12th May,
• b) on the 13th May he had attended the YFC Rally which was excellent showcase for the young people of Carmarthenshire
• c) later that day he had attended the Aelwyd Choir afternoon, again a very entertaining event
At this point he asked Cllr Maynard if he wished to say a few words, Cllr Maynard responded by saying he had lived in Nantycaws for 14 years having being 'born and bred' in Carmarthen. He had served for 32 years in Dyfed Powys Police and during this time had been the police representative on the neighbourhood watch scheme. Since retiring he had worked for a charity helping young offenders and now was self-employed delivering vocational skills for disengaged individuals

4. Minutes

It was moved by Cllr Dafydd Williams and seconded by Cllr Bevan (minute 0517-4) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on 20th April 2017.

5. Matters Arising

Matters raised / resolved outside meetings

a) Heol Login - Safe Route to Schools - Carmarthenshire County Council awaiting response from BT for moving of post before commencement date can be given. Grant has to be spent by March 31st 2018
b) Bus Stop/Phone Box - Loss adjustors have attended and fabricator measured up required repairs. Cllr Maynard asked that Carmarthenshire County Council carry out this work as soon as is possible because the shelter is used every day by school children of the area. Also, could litter bin be replaced asap
c) Traffic at School - letter has been circulated to all parents
d) Park Gate - Received following from Carmarthenshire County Council "Can you send an order to star Forge to the remedial works on the gate please." 25/04/17
e) Press Release - Community Council/Valero - Cllr Maynard wished it minuted that he was unhappy with this decision, in his opinion Valero, being a multi-national company, had got off very lightly and that it was an insult to the residents of Nantycaws
f) Independent Remuneration Panel for Wales - The Council unanimously endorsed the recommendation made at the April meeting (minute 0517-5(f))
g) Standing Orders/Code of Conduct 2017/18 - The Council unanimously resolved to adopt the two documents as circulated with AGM paperwork and agreed in the signed declarations (minute 0517-5(g))

9. Accounts 16 / 17

the Clerk reported that he had presented a letter to the Chair from the internal auditor confirming that 'the prescribed tests in relation to the Council's internal control systems have been completely satisfied'. It was unanimously resolved that the Clerk now forward the Accounts to the External Auditor (minute 0517-8)

10. Code of Conduct Training

To note that Carmarthenshire County Council are arranging Code of Conduct Training - on the 29th June or 6th July, and it encourages all councillors to attend, Cllr Maynard informed the meeting that unfortunately he was away for those dates. Clerk to be informed if anyone wishes to attend

11. Christmas Decorations in Pensarn

The Clerk reported that members of this sub-committee had been chosen in February, council endorsed decision (Cllrs Bevan, Griffiths, Dafydd Williams + Chair / Vice) - minute 0517-11), it was suggested that meeting be arranged in ATS car park

Riverside Association - No report

One Voice Wales - No report

School Governors - Cllr Griffiths stated that consideration was being given to staff parking within school grounds to alleviate parking in Penymorfa Lane - yet to be considered by full meeting of Governors

It was Resolved (minute 0517-13) proposed Cllr Totterdale and seconded Cllr Elwyn Williams (unanimous) that the accounts submitted be approved.

• Speeding traffic through Nantycaws - Unanimously agreed that Clerk write to Police Commissioner expressing Council's concern
• Clerk reported that he had received no information from Trunk Road Agency on their awaited report

The next meeting will be held on Thursday 22nd June 2017 at 6.30pm at Yr Aelwyd.
