Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 19th January 2017.
PRESENT: Councillor David Watson (Chair), Geraint Bevan, Paul Totterdale, Robin Griffiths, Adrienne Mackintosh, Alun West, Elwyn Williams, Sandra Thomas, Alexandra Trowbridge-Mathews and Lee Whatley
APOLOGIES: Councillor Glenda Lloyd, Margaret Wilkins and Dafydd Williams
1. Chair's AnnouncementsThe Chair had not attended any functions over the past month but wished to inform Council that he would be away from 1st February until 21st March and that his role would be taken over by the vice-chair during this time

Public QuestionsThe Chair welcomed, local resident, Mr Paul Hinson to the meeting. Mr Hinson wished to thank the Council for the work they had carried out in improving the paths in Penymorfa. He asked whether the Council would consider putting an LED light on the post adjacent to the sub-station and whether some gravel could be placed on the other path.
3. Nantycaws Oil SpillThe Clerk reported that he had received a response from Valero (22/12/16) to the issues raised at the December meeting, this had been circulated to members and placed in noticeboard in Nantycaws and on the website. He had also received a letter from Valero (16/01/17) which again had been circulated to members and placed in noticeboard in Nantycaws and on the website. The Clerk reported that he had received no communication from Natural Resources Wales since the meeting or from any of the residents of Nantycaws. Council to ask Natural Resources Wales to inform the Council when tests were to be carried out and a copy of the results forwarded to them. He also reported that he had received notification of a meeting of the Nantycaws Kerosene Spill - Recovery Group (10/02/17), as neither the Chair or the Vice could attend it was unanimously agreed (minute 0117-3) that Cllr Sandra Thomas represent the Council.
Disappointment was expressed by members that the Community Council had not been involved from the outset of this incident and hope that this is not repeated should there be any such incident in the future.
5. Minutes.It was moved by Cllr Totterdale and seconded by Cllr Elwyn William (minute 0117-5) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on 8th December 2016.
6. Matters Arising .Matters raised / resolved outside meetings
• Paths in Penymorfa - Work on paths completed, awaiting handrails for steps, suggestion that wild flower seeds be mixed with grass seeds for replanting verges although this may interfere with regular maintenance. Agreed that Clerk ask Carmarthenshire County Council to plant wild flowers in verges
• Condition of road surface outside Carmarthen Railway Station - No further update
• Yellow Lines in Haulfryn / Old Llangunnor Road - Issues passed on to Carmarthenshire County Council
• Heol Login - Met Carmarthenshire County Council on site, hoping to get back to us by the February meeting
• McMillan Cancer Support - Following checking it appears this charity is based in Cardiff, does Council still wish to support? It was unanimously agreed (minute 0117-6) that £50 be given to this charity
• Parking PC World entrance - Reported to Carmarthenshire County Council
• Lights on Carmarthen Bridge - Currently underground fault to be looked at by Carmarthenshire County Council
• Grit Bins now in position - Residents wish to thank the Council for its assistance in this matter
• Concrete seat in Pensarn - Cllr Elwyn Williams to assist Clerk in getting this matter sorted
• Penymorfa Lane - Could Clerk check on the cleaning of Penymorfa Lane
Clerk informed meeting that the sub-committee had met to consider Llwybrau Llangynnwr, the sub-committee had decided that this was too important an issue to rush. They had decided to re-route the Pensarn Trail and were waiting to meet Trysor; the interpretation boards would not be signed off until mock ups were provided; Cllr Griffiths stated that he had a photograph of the old mine and would check with its owner whether the Council could use it
8. Web Sub CommitteeMeeting had taken place on Tuesday evening, further progress being made. Sub-committee hoped that members would provide information on events and anything else that was relevant to the Clerk. The Clerk circulated a photograph disclaimer document which would be discussed at the next meeting
9. Finance Sub CommitteeA report from the Finance Sub-Committee was circulated (annex 1), the Clerk went through it and answered questions,
(i) it was unanimously agreed that a precept of £30,000 be requested for the year 2017/18 (minute 0117-9(i)),
(ii) it was unanimously agreed Mr Lyn Llewelyn be appointed as Internal Auditor for the 16/17 Accounts (minute 0117-9(ii)),
(iii) Independent Re-numeration Panel for Wales - The Clerk and vice-chair to attend a 'round table discussion' with the Panel and a report be brought to the April meeting,
(iv) Community Asset Transfer Llangunnor Park - As this was such an important issue it was unanimously agreed Council await the advice of One Voice Wales and further discussion take place at the next meeting (minute 0117-9(iv))
Due to lack of interest the Annual Dinner be cancelled
11. Reports from Members Representing Council on other Bodies.Riverside Association - Chair reported that the River Association was involved in consultation in relation to a proposed development on the Quayside
