Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 16th February 2017.

PRESENT: Councillor Lee Whatley (Chair), Geraint Bevan, Robin Griffiths, Paul Totterdale, Alun West, Elwyn Williams, Sandra Thomas, Glenda Lloyd, Dafydd Williams and Alexandra Trowbridge-Mathews (from item 11)

APOLOGIES: Councillor David Watson, Margaret Wilkins and Adrienne Mackintosh

::In the absence of Cllr Watson the Chair was taken by Cllr Whatley::

3. Chair's Announcements

• Chair reminded Councillors of the St David's Day parade to be held in Carmarthen on 25th February (all welcome)
• He also informed them of a Quiz and Cawl evening at Babell Chapel on February 27th (details on website)

3. Public Questions

None

4. Minutes.

It was moved by Cllr Totterdale and seconded by Cllr Griffiths (minute 0217-4) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on 19th January 2017.

5. Matters Arising

Matters raised / resolved outside meetings

i) Heol Login - (Update) Scheme estimate £37.5K, Carmarthenshire County Council applying for Safe Route to School Grant (hopefully know by (April / May), Community Council made offer of matching funding of 20% following consultation by email. It was unanimously agreed (minute 0217-5(i)) that the actions of the Clerk be approved.
ii) McMillan Cancer Support - Following checking, the charity was supported in April 16. It was unanimously agreed (minute 0217-5(ii)) that minute 0117-6 be rescinded and that any donation consideration be next made at the April monthly meeting.
iii) Photograph disclaimer - It was unanimously agreed (minute 0217-5(iii)) that the disclaimer be introduced for all photographs used by the Community Council
iv) Overflowing bins/fly tipping - Resolved by Carmarthenshire County Council
iv) Cleaning footpaths in Llangunnor - Clerk to check with Carmarthenshire County Council
v) Penymorfa Lane Cleaning - It was reported that there had been an improvement but the Clerk check with Carmarthenshire County Council
vi) Fencing in Penymorfa Lane - Carmarthenshire County Council had met with Cllr Elwyn Williams and that remedial work would be arranged
vii) Nantycaws - The Clerk circulated a letter received from Valero in respect of the proposed acoustic fence, its contents were noted

6. The Park/Environment Sub-Committee

Discussed under item 9

7. Web Sub-Committee

No meeting had taken place

8. Finance Sub-Committee

To consider the following recommendation from the sub-committee "That the Community Council accept the offer of £40K from Valero (without prejudice) and that Council make no decision on how this money is spent until a) all individual claims by residents are resolved b) full consultation takes place with the residents of Nantycaws".

Following a discussion on the matter an amendment was moved that Llangunnor be added at the end of the motion, the amendment was unanimously agreed and the substantive motion

was unanimously approved (minute 0217-8).

9. Asset Transfer

Following the last meeting the Clerk was instructed to await the advice of One Voice Wales before taking this forward, they had provided a name of a solicitor from their supplier's directory. As a decision on transfer had to be made by 31st March the Clerk had instructed Aquity Legal Ltd., 3 Assembly Square, Britannia Quay, Cardiff Bay, Cardiff, CF10 4PL to act on behalf of the Council, the action of the Clerk was unanimously approved (minute 0217-9). The Clerk also reported that he was meeting the Grounds Maintenance Manager at the Park on the 17th Feb to discuss all issues, report to be brought to next meeting.

10. Christmas Decoration in Pensarn

Following a short discussion it was unanimously agreed (minute 0217-10) that a working group be set up to consider this matter and bring a report to a future meeting of the Council. The following would sit on the group Cllrs Thomas, Griffiths, Bevan, Dafydd Williams and the Chair / Vice

11. Reports from Members Representing Council on other Bodies.

Riverside Association - The Clerk ask that Cllr A Trowbridge-Mathews be added to the circulation list for the Riverside Association

One Voice Wales - Cllr Whatley gave a report on the latest meeting of One Voice Wales (appendix 2)

School Governors - No Report

Other - Cllr Thomas reported that she and Cllr Elwyn Williams had attended a meeting of the Nantycaws Recovery Co-ordination Group, she went through her report (appendix 1)

Other - The Clerk and Cllr Whatley had attended an Independent Remuneration Panel for Wales workshop, a report will be presented to the April meeting of the Council

Training - None

12. Approve the Schedule of Accounts

It was Resolved (minute 0217-12) proposed Cllr Lloyd and seconded Cllr Elwyn Williams (unanimous) that the accounts submitted be approved.

14. Consider email received from Dyfed Powys Police

a) In accordance with Standing Order 64 it was considered that this item should be treated as confidential and it was unanimously agreed (minute 0217-14a) that the press and public be excluded

"That in view of the [special] [confidential] nature of the business about to be transacted, it is advisable in the public interest that the press and public be temporarily excluded and they are instructed to withdraw"

b) An email received was considered, discussed and deferred to the next meeting
