Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 14th December 2017.

PRESENT: Councillor Lee Whatley (Chair), Geraint Bevan, Robin Griffiths, Paul Totterdale, Alun West, Elwyn Williams, Jennifer Slate, Alexandra Trowbridge-Mathews, Dafydd Williams and Adrienne Mackintosh (arrived from item 4)

1. Chairman's Announcements

Since the last meeting the chair had attended the Carmarthen Town light switch on, due to a prior engagement he had been unable to attend the Llangunnor tree light switch on, he had heard that the event went well and feedback on the tree and lights was good. He commented that he had seen the tree and it was very well presented and he wished to thank all those involved with decorating the tree and ensuring the switch on went smoothly.

He thanked the Chair of Planning Councillor Griffiths for representing him at the event and also at the charity choir event held the next day raising funds for Tenovus as the vice chair was unable to attend. Last Thursday he had been invited to the Carols around the Christmas Tree and Christmas fair at Llangunnor school, it was very well supported but he did hope that in future the school as well as other local organisations would inform the council of any events so they could be promoted on the noticeboards and website. He welcomed Councillor Jennifer Slate to her first meeting and explained that should she have any questions to feel free to ask. He then invited her to say a few words to introduce herself to members

3. Minutes

It was moved by Cllr Totterdale and seconded by Cllr Trowbridge-Mathews (minute 1217-3) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on 16th November 2017.

4. Matters Arising .

Matters raised / resolved outside meetings

a) Vans in Old Llangunnor Road - Site meeting has taken place and parking restrictions have been discussed and informally agreed with property owners, formal consultation will take place in due course
b) Derelict Building in Old Llangunnor Road - Building Control Section has served 'dangerous structure' notice on Network Rail. If they ignore the matter then under sections 77 and 78 of the Building Act we can make safe by default and charge the costs accordingly. This will be referred to the Building Control Manager
c) Hywel dda Engagement - Major Trauma Consultation - consultation completed
d) Lights in Llangunnor Road from new Police Station to entrance of HQ - Carmarthenshire County Council Unfortunately the PL department have no plans to install any Highway lighting on this section of road.I have been in contact with our transport section and highlighted your request to them so that they can look into the feasibility in any future schemes they may have in this area
e) Tesco Bags (De-fibrillates) - We are delighted to let you know that your application to the Tesco Bags of Help Grant Scheme has been successful and your project will be put forward to a customer vote in Tesco stores during January and February 2018
f) Park Report - hopefully inspection takes place week commencing 11th and report submitted before xmas, Parks Sub-Committee to consider in New Year
g) Path from Crancs to Range - Carmarthenshire County Council to carry out routine maintenance, this has now been completed
h) Lights on Tywi Bridge - problem has finally been located it is on the bridge and will take a lane closure to remedy the issues. A lane can only be blocked off on a Sunday so during December it was not practical; they are hoping to get it sorted early in the new year

7. Finance Sub-Committee

meeting arranged for 8th January, this is required as the Precept has to be set in January. It is likely that business planning for the next three years will take place in February to allow members / community to feed in any suggestions

9. Consider Vacant Seat on Council

An email from Charlotte Smith was considered by the Council, following a discussion it was unanimously resolved (minute 1217-9) that Charlotte Smith of 35 Haulfryn be co-opted onto the Council, clerk to inform her and invite her to the January meeting

10. Consider Recent Press Reports in Connection with Police Helicopter

Cllr Bevan expressed his concerns in respect of recent press reports, where cases were highlighted of problems with the helicopter reaching areas in the west of Wales. Other members spoke in support of his concerns and it was unanimously resolved (minute 1217-10) that the Council write to the MP highlighting these issues

12. Annual Dinner

The Chair expressed his wish that the dinner take place this year, following a discussion it was agreed (minute 1217-12) a) that the clerk check to see if Wednesday 24th January was available with the Ivy Bush b) that all Council members (+1) be invited c) that the following Ex Councillors (+1) be invited Glenda Lloyd, David Watson, Margaret Wilkins and Michael Maynard, d) Mrs Mair Lloyd the oldest surviving ex-councillor (+1) e) Mr Aled Davies (headmaster) (+1), f) Mrs Eileen Jones (+1)

13. Reports from Members Representing Council on other Bodies.

Community and Town Council Review - Cllr Bevan had attended on behalf of the Council and reported that the meeting was very well attended. The review had been undertaken by a panel made up of four political parties with the final report being published next November, however 1 Voice Wales would be producing their response at the end of January. Cllr Bevan reported that the differences between council's was vast e.g. one had a precept in the region of £1million whilst smaller rural ones were in the £100's/£1000's. He had however found the meeting very beneficial as discussing issues with other council members was quite an eye-opener for him - matters included a) improving communication b) having a clear vision of what the community needed c) it was also apparent that if Community Council did nothing then things may be forced on them. Following a discussion it was agreed that the production of a newsletter be placed on the agenda of the next meeting

One Voice Wales - None

School Governors - Cllr Griffiths reported that the Estyn report on the school was now available, copy on Estyn website (www.estyn.gov.wales) and link on Council website

Training -

Other - Cllr Griffiths and Elwyn Williams had attended a meeting with interested parties of the A48 Junction Study Phase 2: Nantycaws Group - it was the first meeting and its main purpose was to gain information and to understand what the issues were - both Councillors were very encouraged with outcomes, in particular the issues at the entrance to the tip - temporary measures will be put in place to stop lorries turning out of tip towards Swansea; also lighting to be provided at turn off to Nantycaws. Clearly this will take time and a budget, however first indications were positive

It was Resolved (minute 1217-14) proposed Cllr Elwyn Williams and seconded Cllr Griffiths (unanimous) that the accounts submitted be approved.

• Concern was expressed by Cllr Bevan that he noticed a person sleeping rough, members mentioned organisations that could help, clerk to circulate to members
