Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 20th April 2017.

PRESENT: Councillor David Watson (Chair),Alun West, Elwyn Williams, Sandra Thomas, Glenda Lloyd, Lee Whatley, Adrienne Mackintosh and Dafydd Williams

APOLOGIES: Councillor Geraint Bevan, Robin Griffiths, Alexandra Trowbridge-Mathews, Paul Totterdale and Margaret Wilkins

1. Declaration of Interest

None

2. Chair's Announcements

• The Chair reported that he had re-opened the Kwik-fit centre in Pensarn, he was particularly impressed with their award winning apprenticeship scheme
• The Chair announced that he had not put his name forward for the forthcoming community council elections, he thanked both the members and the Clerk for their support over past few years and wished the council well in the future

3. Public Questions

Mr S Bright addressed the meeting highlighting issues he had at the entrance of the park, he lived in adjoining property and was having problems from children playing football in the entrance. The Chair thanked him for his attendance and informed him that the issue was on the agenda for discussion and that the Clerk would respond to him after the meeting

4. Minutes

It was moved by Cllr Whatley and seconded by Cllr Elwyn Williams (minute 0417-4) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on 16th March 2017.

5. Matters Arising

Matters raised / resolved outside meetings

i) Connecting the two retail sections of Pensarn (Matalan/Dunelm) - Following a short discussion it was unanimously agreed (minute 0417-5(i)) that the Council contribute (£5K) towards the design feasibility for this scheme
ii) Heol Login - Safe Route to Schools - Confirmation received from Carmarthenshire County Council that this scheme is part of the works to be supported. From Carmarthenshire County Council - "Following the site visit and subsequent discussions with our senior engineer we believe the works will cost £37,325 + 10% for design fees. In total = £41,057.50. As agreed in your previous email (sent 26/01/17) the community council agreed to pay 20% of the costs, however we are happy to round this down to £8,000". The Council was pleased to hear this news and unanimously agreed ( minute 0417 - 5(ii)) that the Clerk confirm to Carmarthenshire County Council that it would provide £8K towards this scheme.
iii) Road leading to the tip - Improvements will hopefully be carried out in May 2017
ix) Bus Stop/Phone Box - Nantycaws - An accident had damaged the phone box and bus stop, Cllr Whatley informed the meeting that the phonebox had now been removed
v) Report on A48 - Response from Welsh Government "The traffic study on the A48 Crosshands to Carmarthen is nearing completion and we hope shortly to be in a position to review its findings and consider whether any further investigation is required. I will keep your Council informed of the outcome of this study" - This was noted
vi) Acquity Legal Services - Carmarthenshire County Council were attending to the removal of the existing lease from the Land Registry's records for the Property but this is now complete, couple of issues had been highlighted which were discussed it was unanimously approved (minute 0417-5(vi)) that the Clerk instruct that this now be taken to completion
vii) Path in Penymorfa - The handrail on the recently installed concrete steps is programmed to happen this Saturday the 22/4/17

6. The Park/Environment Sub-Committee and Web Sub-Committee

No meeting had taken place, new committees will be elected at the Annual General Meeting and meetings will be organised soon after

7. Finance Sub-Committee

The Clerk reported that Finance Sub-Committee had considered the accounts for 2017/17 and were recommending that they be accepted and submitted to the internal auditor - This was unanimously agreed (minute 0417-7). Copies of the income/expenditure spreadsheet together with an explanation of any variances would be placed on the website

8. Independent Remuneration Panel for Wales

The Clerk had previously circulated details of the proposals from the Panel. Following a short discussion it was unanimously (minute 0417-8) agreed that the Community Council adopt remuneration as laid out in document in appendix 1. New Council to re-affirm

9. Email from owner of property next to Park entrance

It was unanimously (minute 0417-9) agreed that the new Park and Environment Sub-Committee arrange to meet Mr Bright on site

10. Email from Aled Davies (School Headmaster)

It was unanimously (minute 0417-10) agreed that the school be allowed to carry out changes to the room provided by the Community Council

11. Consider Requests for Financial Support

It was unanimously agreed (minute 0417-11) to support the following

12. Arrangements for Annual General Meeting

Clerk reported that arrangements were in hand and that the Sugarcraft Guild had agreed to provide refreshments. As this would be an AGM following an election the meeting would be initially chaired by the Clerk until a new Chair is elected. Clerk asked that all members let him know whether they would be attending

13. Reports from Members Representing Council on other Bodies

Riverside Association - No Report

One Voice Wales - Councillor Lloyd and Whatley attended the area committee meeting held in Carmarthen, the turn out seemed to be better than previous meetings no doubt down to the fact that Dafydd Llewelyn the Police and Crime Commissioner for Dyfed Powys was present and gave an overview of the work he has been doing since elected to the position last May. He went on to explain that the big issue he had was with the report from HMIC which stated that Dyfed Powys Police needed improvement, he hopes that within five years Dyfed Powys Police will be an outstanding force. He did talk about CCTV and I know we as a council have discussed that at meetings. He is not looking to invest in the old CCTV system but in new technology and will be starting in the bigger towns like Carmarthen first. This did take up a lot of the meeting but Councils are reminded to attend the annual conference in September, the OVW awards have been postponed and will take place during the larger council conference in July

It was Resolved (minute 0417-14) proposed Cllr Lloyd and seconded Cllr Elwyn Williams (unanimous) that the accounts submitted be approved.

16. Any Other Business.

• Cllr Mackintosh reported that there were some complaints about parked cars when parents drop children off at the school - Clerk to ask headmaster to send reminder around to parents in respect of this issue

Cllr Whatley proposed a vote of thanks to Councillors Glenda Lloyd, David Watson who both joined the Council in December 2010 and Councillor Margaret Wilkins who joined in May 2015 who would not be standing for the next Community Council - The Council echoed these sentiments and wished all three the best for the future

17. Date of Next Meeting

The next meeting will be held on Thursday 18th May at 6.30pm at Yr Aelwyd 2017. The Annual General Meeting will be held on 11th May at 7.00pm
