September 2015

Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 17th September 2015.

PRESENT:Councillor Glenda Lloyd (Chair), Robin Griffiths, Geraint Bevan, Lee Whatley, Paul Totterdale, David Watson, Alun West, Elwyn Williams, Margaret Wilkins, Alexandra Trowbridge-Mathews, Dafydd Williams, Sandra Thomas and Selwyn Thomas

APOLOGIES: None

In Attendance: PC Craig Williams and PCSO Jade Jones, 1 member of the public

Police Report

They brought the Council up to date on August crime figures which were unexpectedly high, discussion took place in respect of recent burglaries and they agreed to provide material to put on web/facebook to help residents with issues.
Jade then proceeded to explain some of the matters contained in the Community Speed Watch scheme (copies had been electronically circulated to members). She will provide update on progress at our next meeting.
Cllr Griffiths asked that they also look into the do's and don't's in respect of private CCTV.

2. Standing Orders

It was moved by Cllr Elwyn Williams and seconded by Cllr Totterdale and unanimously approved (Minute 0915-2) that Standing Orders be reinstated.

3. Declaration of Interest

4. Minutes

It was moved by Cllr Watson and seconded by Cllr Wilkins (minute 0915-4) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on 16th July 2015.

5. Matters Arising

Matters raised/Resolved outside meetings

1. Noticeboards - In position and in use.
2. Photocopier - Three estimates received. The Clerk presented the different alternatives to the Council (these will be kept on file). Following some questions it was unanimously approved (Minute 0915/5.2) subject to Clerk making some searches online that Samsung Mono Laser Printer from Bowen & Weaving be purchased.
3. Hedges overgrowing onto pavement/road - Resolved.
4. Traffic Surveys - Carmarthenshire County Council "I would confirm that the above was discussed in the last SMG (Speed Management Group) meeting. It was decided that area would be offered Community Speedwatch as a new initiative for the Carmarthen area. I have copied Sgt Dominic Jones who will be co-ordinating the initiative and I am sure he will able to add some further detail to this e-mail". Covered above by PCSO Jade Jones.
5. Parking on humps outside school - The Council's Civil Enforcement Officers cannot take enforcement action unless there are double yellow lines over the humps. Please advise if you wish would wish up to introduce such restrictions on the humps? It was agreed to make further enquiries with Carmarthenshire County Council.
6. Planet Zero - a) I confirm that we have agreed terms to sell the former printworks.b) Idole School is now surplus, but we are preparing a planning application for residential development of the site. Any use by Planet Zero could also require planning permission, unless it was considered to be a library use, which is in the same Use Class as a school. Hywel - please contact Clive to discuss whether there is scope for Idole School to be used on a temporary basis, pending sale, to save us rates and other the holding costs. Cllr Sandra Thomas reported that Planet Zero were very interested in the school - Clerk to pass contact details on.
7. Disabled Parking Sign - I have spoken to tenant today he is removing the notice I have explained to him that there is no designated parking on the estate. There appears to be issues with different people parking in the area from different estates making it difficult for him to park his vehicle. I am going to look into the possibility of white lines in the parking area as this may improve the situation of other people parking their vehicles because sometimes the way they park makes it awkward for other vehicles to park in the area. Still in position, Clerk to send reminder.
8. Sticle Path - Couple of emails/phonecalls regarding condition of path, passed on to Carmarthenshire County Council. Also met Wyn there on Monday problem with overflowing manhole and debris on path - Reported to Welsh Water and Carmarthenshire County Council. Overgrown hedgerow and overhanging trees also highlighted. Clerk also to highlight to Carmarthenshire County Council that Japanese Knotweed and Himalayan Balsam are prevalent in this area.
9. Site meeting between John McAvoy and Dafydd Williams Cllr Griffiths reported that he had received further information on Cllr Dafydd Williams site visit with John McvAvoy and in fact more things were discussed than initially reported. Cllr Williams was reminded that these visits could not take place without going through the Clerk and needed to be agreed at Council before such meetings took place.

6. The Park

Update on Park:

• New play items now installed, seats/picnic tables being galvanized, Clerk to meet with installer next week or two.
• Concern about number of older children using basket swing, Clerk to check liability.
• Clerk to chase up provision of bins.
• Instruction on how to use outdoor gym equipment has been peeled off, check with supplier if there is method of putting these instructions on something more permanent.
• Clerk/Chair to arrange Park Sub-Committee.

7. Web Sub-Committee Update

Clerk/Chair to arrange Web and Social media Sub-Committee meeting.

8. Finance Sub-Committee Update

Clerk/Chair to arrange Finance Sub-Committee meeting.

9. Public Speaking at Meetings - Motion by Cllr Whatley
"Llangunnor Community Council being the tier of Government closest to the people and wanting to engage with and hear the views of the local community will provide the public with the opportunity to speak freely (within the time limit) regarding issues and concerns relating to Llangunnor within a designated section of the monthly council meeting. This would be in addition to the discretion given by the Chairperson to adjourn the meeting to allow members of the public to address the meeting in relation to business on the agenda".

The motion was seconded by Cllr Griffiths. Following some discussion where the main thrust of the motion was supported an amendment was put by Cllr Bevan and seconded by Cllr Selwyn Thomas that a small sub-committee of the Chair/Vice chair/Chair of planning meet to discuss the finer details and bring a report back to the next Council meeting, the amendment was unanimously approved (Minute 0915-9)

10. Archives - Motion by Cllr Whatley
"Llangunnor Community Council urges Carmarthenshire County Council to safeguard the County archives by keeping important records available for the public within a suitable building within Carmarthenshire".

The motion was seconded by Cllr Elwyn Williams and unanimously approved (Minute 0915-10)

11. Path from Talar to Penymorfa

Following quite a lengthy discussion it was agreed that the Clerk write to Carmarthenshire County Council to check if there would be any liability on them if they proceeded to cut back the overgrown hedgerows.

12. Daffodil Planting

The Clerk reported that he had reached agreement with the manager of Charlies to provide daffodils in the verge in Pensarn, he had also speken to the school headmaster and they had provisionally planned to do the planting at 10.00am on the 22nd September. The Chair would be able to attend.

13. Arrangements of Xmas Tree and switching on of lights

It was unanimously agreed that (Minute 0915-13) that the switching on of lights take place on Friday 20th November. Park Sub to discuss finer details.

14. Reports from Members Representing Council on other Bodies.

• River Festival: Cllr Watson confirmed that River Festival had been a success. He was now Chair of the Festival Committee. Plans for 40th anniversary being discussed. Further updates to follow.
• School Governors: Cllr Elwyn Williams reported that there was an issue with school half term in 2016, Carmarthenshire had agreed a particular week but had been overruled by Welsh Assembly Government.
• Planning Workshop: Cllr Trowbridge-Mathews had attended a Planning Workshop where surprisingly there no officers from Carmarthenshire County Council. The main thrust of the meeting was to improve communication between Planning Dept/Councillors/Community. Issues raised to be discussed with Chair of Planning.
• Community Council Forum: Cllr Watson had attended Community Council Forum - Minutes had been circulated by Clerk.

4 Dyfed Powys Police - I've had a look at the crime figures for the Llangunnor ward for July 2015. There has been a total of one crime recorded for the ward in this month which relates to Harassment Cllr Sandra Thomas highlighted that there had been a robbery in ALDI, why was this not included.

6 Letter from the Minister for Public Services Noted and circulated
7 Letter from BDO confirming satisfactory audit completed Noted - Council to decide which information they wish to have placed on website. Notices that accounts available for inspection have been up for prescribed time. Summary page to placed on webpage

17. Any Other Business

• Ask Carmarthenshire County Council if salt bin can be put at entrance to Haulfryn
• Could issue of Probation Office be put on agenda of next meeting.
• Grass Cutting - Verges left particularly untidy, inform Carmarthenshire County Council.
• Bin bags being left in small stream between park and Maes Lewis Morris, could Carmarthenshire County Council put up notice for no dumping.
• Issue just off Blaengwastod Road - Pathway between 16 and 17 Glanffynnon, Cllr Whatley to provide details and Clerk to pass onto Carmarthenshire County Council.

18. Date of Next Meeting

The next meeting will be held on Thursday 15th October 2015 at 6.30pm at Yr Aelwyd.
