Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 10th December 2015.

PRESENT:Councillor Glenda Lloyd (Chair), Robin Griffiths, Geraint Bevan, Lee Whatley, Paul Totterdale, Alun West, Elwyn Williams, Sandra Thomas, Selwyn Thomas and Dafydd Williams.

APOLOGIES: Councillor David Watson, Alexandra Trowbridge-Mathews and Margaret Wilkins.

1. Chair's Announcements

a) She had attended another excellent school concert.
b) She was slightly disappointed at the turnout at the Babell after the 'lights switch on' but she did accept that it was an awful night and many of the children and teachers were cold and wet and that going home was the best for them. She wished to record her thanks to the Clerk, Mr Emrys Williams and Mr Wyn Davies for their efforts in getting a tree put up in what was very stormy weather.

It was moved by Cllr Elwyn Williams and seconded by Cllr West (minute 1215-4) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on 19th November 2015.

5. Matters Arising

Matters raised/Resolved outside meetings

1. Private CCTV - I have been informed by PC Rob Chapman "I am an officer on fully restricted duties. I broke my back some years ago and suffer from chronic pain but continue to work. I'm up early due to poor sleep (due to back pain) and as I cover Powys also I have to leave early to allow journeys up have meetings and return. I therefore work 7am - 3pm Mon - Fri. When I was simply a divisional crime prevention officer, I covered meetings and calls by changing shifts when necessary, this is not now possible." I asked him whether there was another officer available to attend our meeting and the reply was "No one unfortunately. The days of there being 3 Community Safety Officers in Carmarthenshire are long gone. I cover the whole County and all of Powys on my own. The same is duplicated by my colleague in Pemb's who also covers Ceredigion. Cut backs have meant not replacing officers retiring etc. My workload has increased dramatically with meetings and talks etc. to cover my work on cctv and Secured By Design throughout the two counties. As stated, I'm more than willing to meet Cllrs at their chosen location in the daytime, to discuss cctv and any other issues they may have." Clerk to contact PC Chapman to arrange meeting with Cllrs Lloyd, Griffiths and Sandra Thomas.
2. Tree planting Llangunnor Road - Carmarthenshire County Council have agreed location, Farmyard Nurseries are ready to go, weather only current problem.
3. Speed Humps Condition - Carmarthenshire County Council to inspect and get back to me. "Just to confirm that I've had another look at the speed humps and as I thought the only damage I could see were the gouge marks on the top surface which I realise doesn't look ideal but the marks certainly don't affect the intended use of the speed humps at all. Nonetheless and as a minimum measure, we've managed to fill in the wider / deeper gouge marks on some of the humps last week."
4. Residents Parking Haulfryn - Carmarthenshire County Council: "I would advise you that previously the Authority has introduced Phase 2 Residents Parking within the towns of Carmarthen, Llanelli, Llandovery, Llandeilo and Ammanford. Unfortunately, at this present time there are no future proposals to introduce Residents Parking schemes throughout the county. I therefore regret that I am unable to offer any further assistance on the matter of Residents Parking. However should you have any further queries regarding the progress of the Waiting Restrictions"
5. The Park - Initially just for the record, thankfully the shelter was demolished without encountering any major problems, however regrettably I must admit and point out that we have damaged the tarmac footpath/ surface in some areas leading to the shelter itself. Unfortunately purely due to the wet weather, we had to use the JCB excavator to travel back and fore from the shelter to the entranceway considerably more than we had anticipated and in doing so the weight of the machine has unfortunately damaged the surface / edges in one or two areas. As we are obviously aware of the damage, please rest assured that we will return to the park and carry out all necessary remedial works on the footpath as soon as the weather gets drier which hopefully will be within a couple of week's time. With regards to your concern of the JCB wheel marks, again we had already planned to come back to the site to arrange for the wheel tracks to be compacted and tidied up as soon as the weather gets better.
6. Road sweeping / gullies Carmarthenshire County Council "Just as a reminder, the mechanical sweeping of the roads and footpaths within the 'urban' areas of the County are carried out by our colleagues in the Environmental Cleansing Section. Nevertheless we have taken the opportunity to discuss your concern with the officers from the section who have advised that the footpaths in question will be either swept today or certainly within the next couple of days. I would like to confirm that the cyclic gang for the area have been made aware of your concerns and will arrange for the gullies to be inspected and cleaned out, as required."
7. Vehicles using Tip - Response from Edwina Hart AM "Have written to CWM to request that all drivers of large goods vehicles are reminded of their responsibilities, as detailed in the Highway Code"

6. The Park

The Clerk reported that a meeting would be arranged for January 11th 2016 @ 6.00pm
He also reported that seats / picnic tables were in position. Existing table removed from near 'hut' to be placed on hardstanding near entrance. 4 further tables be ordered for bottom end of park (as agreed previously), fabricator asked whether the part that cantilevers for wheelchair access could be lengthened. Clerk to contact Carmarthenshire County Council and order 4 new bins for park. (Unanimously agreed minute 1215-6). The Clerk also asked to write to Carmarthenshire County Council in respect of railings place on hardstanding - young children able to get under them, also access to park particularly muddy due to very wet weather.

7. Web Sub-Committee Update

The Clerk reported that a meeting would be arranged for provisional meeting January 14th 2016 @ 5.30pm

8. Finance Sub-Committee Update

The Clerk reported that a meeting would be arranged for January 11th 2016 @ 6.45pm members reminded that if they had any projects they wished the sub-committee to consider then they should send details to the Clerk.

The Chair had recieved a letter from the Thomas & Elizabeth Mayhook Charity - set up to look after church grounds at St David's Church, asking for a donation. (Cllr's Totterdale and Sandra Thomas declared an interest and took no part in the discussion). Members were concerned that a dispute remained between Church in Wales and developer and suggested that no donation be made at this time.

10. Reports from Members Representing Council on other Bodies

School Governers - Cllr Elwyn Williams reported that Mrs Catrin Thomas and Caron Thomas had been appointed to replace Mrs Beryl Richards.

11. Annual Dinner

Clerk had circulated details received from Ivy Bush and approx. 12 were interested in attending, it was agreed to send an invitation to Mrs Beryl Richards and Mr Wyn Davies to attend as guests (with partners). Full details to be finalised at next meeting.
