November 2015

Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 19th November 2015.

PRESENT:Councillor Glenda Lloyd (Chair), Robin Griffiths, Geraint Bevan, Lee Whatley, Paul Totterdale, David Watson, Alun West, Elwyn Williams, Alexandra Trowbridge-Mathews, Sandra Thomas, Selwyn Thomas, Margaret Wilkins.

APOLOGIES: Cllr Dafydd Williams.

In Attendance: 1 member of the public

1. Chair's Announcements

a) She had received an invitation to St Cynnwr W.I. centenary celebrations.
b) She had attended Remembrance Services at Llangunnor Church and at the School
c) She and the vice-chair had attended the Carmarthen 'turning on of lights' as guests of the Town Council
d) she had delivered sweets, mince pies etc. to Babell ready for 'switching on of lights',

2. Declaration of Interest

Cllrs Lloyd, Sandra Thomas and Wilkins declared an interest in item 10. Cllr Trowbridge Mathews declared an interest in item 2 of Planning Agenda.

3. Public Questions

A question was raised in respect of the influence the Community Council has over school business, The Chair responded by stating that the Council had one nominated Councillor on the School Governors.

4. Minutes.

It was moved by Cllr West and seconded by Cllr Totterdale (minute 1115-4) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on 15th October 2015.

5. Matters Arising

Matters raised / resolved outside meetings

Sticle Path - Query raised by Cllr Sandra Thomas in relation to wet leaves etc. on path, Carmarthenshire County Council - "We are very short staffed at the moment as the Rangers who maintain the foot paths are all tied up doing grant aided project works to open up and improve a number of paths in the County. The work has a deadline on it for completion so it may not be possible to react to your request as soon as we would like to but it has been logged now and a job sheet issued and we will get someone down to the path as soon as possible".
Private CCTV - Response from PC Rob Chapman "Would be happy to give your members information on cctv. However due to my role and the area I cover Carmarthenshire & Powys my hours of work are 7am - 3pm Mon - Fri. I will miss your meeting times, although I am more than happy to meet with members of a sub group during my hours of work in order they can be informed and take the info back to your main meeting. If this is acceptable please feel free to forward some dates as my diary fills up very quickly. The meeting was disappointed that the officer could not attend a Council meeting and it was unanimously agreed that the Clerk write to the Commissioner expressing their displeasure.
Queries raised with PCSO Jade Jones - Update given at meeting.
Probation Office - Response from Dyfed Powys Police "The former Probation building at Police HQ is unused so we're considering how to use it in the future. We're keeping our options open but it's not being considered as a police station for Carmarthen's local beat bobbies. The estate wide works in the coming period will determine its use and timelines.
Reflective Bollard by Church - Query raised by Cllr Whatley, Carmarthenshire County Council - Reported that had now been done
Children on bikes - "Carmarthenshire County Council's Road Safety Unit were successful in bidding for National Standards Cycle Training funding for the 2015/16 financial year. I've been in contact with Aled Davies, the Head at Llangunnor School, and arrangements have be made for his school to receive this training. This is targeted at Year 6 pupils (10-11 year olds), as it involves practical on-road cycle training, within risk assessed areas in the school vicinity. We have also started Kerbcraft training at the school for Year 1 pupils (5-6 year olds) - which is a 12 week practical child pedestrian training course. As for literature, I shall look to see what we have available, and make sure it's given to the school pupils. Just a thought, would it also be possible for your NPT, especially the PCSOs on patrol, to have a word with any children seen riding their bikes irresponsibly in the area - so that there is a multi-agency approach to try and solve the issue and that the correct children are spoken too?"
Vehicles leaving Nantycaws Tip - Awaiting response from S.W Trunk Agency - Clerk to follow up.
Leaves in Penymorfa Lane - Request from Cllr Bevan - Passed to Carmarthenshire County Council.
Tree planting Llangunnor Road - Carmarthenshire County Council have agreed location, Farmyard Nurseries are ready to go - Clerk to follow up.
Speed Humps Condition - Carmarthenshire County Council to inspect and get back to me.
Paths in/around Penymorfa - Just to bring you up to date concerning the path from the Talar to Penymorfa (also the two paths from Awel Tywi and Bryn Tywi down to Llangunnor Road). As a result of a notice in last week's Journal we went to the Mynydd Mawr Country Park where the County Council have their Right of Way office on Tuesday and they were able to show us a signed agreement between the developer of this site and the council dated June 2015 showing that these paths have now been formalised. Clerk to send reminder and mention pavements on Babell Hill.

6. The Park

Recommendations from Park/Environment Sub-Committee. Clerk reported that:

Hut had been demolished, Cllrs reported that Carmarthenshire County Council had done an excellent job, concern was expressed regarding deep tyre marks, Clerk to contact Carmarthenshire County Council.
He had met on site and agreed position of 6 seats. He had discussed position of picnic tables with contractor and asked meeting for advice. It was unanimously agreed that (minute 1115-6) that
(i) the 3 tables that were ready be placed on the hardstanding at the top of the park and (ii) a further 4 tables be ordered and they be placed near the basketball hoop (Clerk/Vice Chair to meet to agree position) and that a tarmaced hard standing be constructed, Gwendraeth Valley had done an excellent job on initial phase and they be asked to do this extra piece as well.

7. Web Sub-Committee Update.

No meeting had taken place - Cllr Whatley reported that he had removed one inappropriate comment on facebook.

8. Finance Sub-Committee Update

No meeting had taken place. Clerk would be arranging meeting for January to agree budget and set precept for 16/17

9. Arrangements for 'turning lights' on Xmas Tree.

Clerk reported that due to inclement weather getting a tree put up had proved problematic. He wished it be recorded his thanks to Mr Emrys Williams (handyman), and Mr Wyn Davies for all the help they had given. Preparations were now in hand, if weather was particularly poor on the evening Clerk to inform Cllr Griffiths so that it can be placed on Social Media.

10. Investigation of Llangunnor School Nursery Closure - Motion by Cllr R Griffiths

Cllrs Lloyd, Sandra Thomas and Wilkins declared an interest and took no part in the debate. Cllr Watson took the Chair for this item.

"Llangunnor Community Council ask Mr Mark James, Chief Executive of Carmarthenshire County Council to investigate the previous administration of Llangunnor school as to the closure of the English nursery section of the school, can he confirm that all the statuary groups had been consulted before the closure of the unit."

The motion was seconded by Cllr. Trowbridge- Mathews. Following the case for and against the motion being made, the motion was not supported, For 4 Against 5 (minute 1115-10).

11. Composition of sub-committees

Cllr Griffiths suggested that each sub-committee be made up of 4 members + Chair/Vice. The Clerk pointed out that this was not a motion about individual Councillors but rather the composition of the sub-committees and this was a matter for the AGM. It was agreed that in the interim, that should a Councillor not currently on any sub-committee, but who had a particular interest/expertise in the subjects covered by the 3 sub-committee indicate this interest to the Clerk and each sub-committee consider co-opting this member.

12. Reports from Members Representing Council on other Bodies

River Festival - Cllr Watson reported that the River Festival was now considering a treasure hunt for children to help educate them as river users.
School Governers - Cllr Elwyn Williams reported that Mrs Beryl Richards was retiring in January and that interviews for her replacement had taken place. No notifications had yet been sent out so it would be inappropriate to reveal the successful candidates.

13. Annual Dinner

It was agreed that the Clerk contact the Ivy Bush Hotel to see whether Friday 22nd was available for the Annual Dinner. Members to give an indication of numbers, and who they would like to consider as guests for the evening.

(Minute 1015-7 states that 11 monthly meetings + AGM included in salary, all extra meetings to be paid at £48 up to 4 hours and £96 up to 8 hours). Extra Meetings Payment 12 x £48 = £576 - this equates to £460.86 after tax.

16. Any Other Business

Clerk to contact Carmarthenshire County Council about rubbish in collection area for Haulfryn.
Could Haulfryn have 'residents only' car parking, Clerk to make enquiries.
Clerk to follow up counter information for Blaengwastod Road.
Clerk to make enquiries, and report back to meeting in respect of wild flower planting.
Clerk to ask Carmarthenshire County Council to check drains in Llangunnor, many getting blocked due to wet weather.

17. Date of Next Meeting

The next meeting will be held on Thursday 10th December 2015. The Clerk informed the Council that, with their permission, could the January meeting be brought forward by one week to January 14th 2016.
