Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 14th May 2015.

PRESENT: Councillor Glenda Lloyd (Chair), Robin Griffiths, Paul Totterdale, Alun West, Elwyn Williams, Geraint Bevan, Lee Whatley, David Watson, Selwyn Thomas, Margaret Wilkins, Alexandria Trowbridge-Mathews

APOLOGIES: Councillor Sandra Thomas, Dafydd Williams

3. Minutes

It was moved by Councillor Totterdale and seconded by Councillor Watson (minute 0515-4) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on 16th April 2015

4. Matters Raised/Resolved outside meetings

i. Police Helicopter - Response from national police air service - noted with disappointment.
ii. Tywi Risk assessment - Response Carmarthenshire County Council - "Regarding the Community Councils request for risks assessments, There are two Rights of Way that either meet the river or run alongside it in the Llangunnor Community Council area. These are footpaths number 28/17 & 28/1.
The one with the greatest potential danger will be 28/1 as this runs alongside the river for approximately one and a half kilometres and sections of it undoubtedly flood on occasion.
I have copied in our Access Manager as his team deals with all legal issues and as this has the potential to pose a risk to the public he will arrange a response to the Community Council regarding a risk assessment for each path". Update at next meeting.
iii. Police HQ Entrance/General Parking at HQ - Awaiting response, Clerk to follow up.
iv. Charges at Nantycaws - Response from Carmarthenshire County Council - "This is completely not true for a domestic household using the recycling centre".
v. Noticeboards - Planning application being considered.
vi. Verge Grass Cutting - Awaiting response.
vii. Litter Collection - We are able to provide litter pickers, gloves and bags and arrange a collection of the bags of rubbish and recycling picked up by the litter pick group. The equipment would need to be collected from our offices in Pibwrlwyd, Carmarthen in the week before your planned litter pick and returned to us within 14 days after the clean up. If you would like to go ahead with a litter pick please could you complete the attached entry form and risk assessment form and return them back to us by email. I have attached a guide on organising a litter pick for extra information.
It was unanimously agreed that a litter pick be organised for Saturday June 13th from 10.00-12.00, Cllr Lee Whatley to assist Clerk in getting paper work together and publicising the event.
viii. Cllr Griffiths seeked advice in respect of Item 3 of April 2015 minutes, Clerk explained that the Standing Orders prevented a motion being put again for a period of 6 months, clearly it was perfectly appropriate to put a new motion, if there was any confusion Clerk would seek the advice of Carmarthenshire County Council's monitoring officer.

5. The Park

The Clerk reported that:
i) The contractor had been appointed to carry out the work to the path, work to be done in the first week in June.
ii) Estimates had been requested for benches and picnic tables.
iii) Clerk awaiting figures for 'kiddies area' and main swings. Park Sub-Committee to be called in next few weeks to finalise details.
Cllr Watson to inform Lovell's that wall could not be placed in position in the first week in June.

Clerk to write to Carmarthenshire County Council to inform them that the grass cutting at the park was poor with some patches missed.

6. Web Sub-Committee

Councillor Bevan mentioned that on May 1st, new regulations and statutory guidance came into force as a result of the Local Democracy Act 2013. It means town and community councils are obligated to publish things such as members' interest, meeting minutes and other assorted information on a "regularly updated" website.

7. Consider Applications for Financial Support

It was unanimously Resolved (minute 0515-7) that the following be supported:

8. Accounts 2014/2015

Clerk reported that the Internal Auditor had approved the 14 / 15 accounts and that they were now ready to be forwarded to the BDO. He raised a couple of issues
i) Cheque stubs to be initialed by signatories
ii) Clerk should bring a quarterly report on the budget to the Finance Sub-Committee and this be reported to Council
iii) Balances in accounts are too high.

It was unanimously resolved (minute 0515-8) that the accounts be accepted and that the Chair sign them and they be forwarded to the BDO for final auditing.

9. Welcome Pack

It was agreed that the information about the Chair be updated, any other information that may need changing be brought to the attention of the Clerk

10. receive reports from Members representing Council on other Bodies

• Cllr Elwyn Williams reported that there would be a change in the running of Carmarthenshire County Council, as from their AGM it would be coalition of Plaid Cymru and the Independants.

• Cllr Elwyn Williams also reported that the school Governors had been informed that there would be an English (12) and Welsh (58) stream in years 1 & 2.

• Cllr Watson reported that the River Festival Committee had decided to hold the Festival on Saturday 29th August.

It was agreed that all members that represented the council on any 'body' should provide a report at each meeting, if only to state that there had been no meeting.

It was Resolved (minute 0515-15) proposed Cllr Bevan and seconded Cllr Totterdale that the following be approved (unanimous):

• Chair had a couple of questions in respect of Big Lunch - Resolved by Cllr Whatley.

• Bus still has issues with turning into Trgeynnwr because of parked cars - Clerk to contact Carmarthenshire County Council.
• Rubbish in Park - clerk to make enquiries with Carmarthenshire County Council.
• Sticle Path needs cutting - Clerk to contact Carmarthenshire County Council.
• Fly tipping in Roman Road - Clerk to contact Carmarthenshire County Council.
• Bronydre sign damaged - Clerk to contact Carmarthenshire County Council.

14. Date of Next Meeting

The next meeting will be held on Thursday 18th June 2015 at 6.30pm at Yr Aelwyd.
