Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 16th July 2015.

PRESENT: Councillor Glenda Lloyd (Chair), Robin Griffiths, Geraint Bevan, Lee Whatley, Paul Totterdale, David Watson, Alun West, Elwyn Williams, Margaret Wilkins, Alexandra Trowbridge-Mathews, Dafydd Williams and Sandra Thomas

APOLOGIES: Councillor Selwyn Thomas

1. Chair's Announcements

The Chair had attended the following:
• School Sports Day which proved very successful
• Attended year 6 school leavers service with Mrs Zena Jenkins at the school to celebrate her British Empire Medal (BEM)

The Chair also wanted it recorded that she had received letters of thanks for recent donations from:
i) Mrs Eileen Jones
ii) Llangunnor Church Flower Account
iii) St Cynnwr W.I.
Finally a letter received from Mayor of Carmarthen following her attendance at the 'mayor making'.

3. Minutes

It was moved by Cllr West and seconded by Cllr Totterdale (Minute 0715-3) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on 18th June 2015.

4. Matters raised / resolved outside meetings

1. Police HQ Entrance / General Parking at HQ / Training of Officers on use of speed-gun - "We don't plan to offer parking next to the Probation building in the foreseeable future. The rationale for this is that, although no decision has yet been made, our ongoing estate review may result in the structure being repopulated. It would then make sense for staff working there to be allocated the parking spaces. We are monitoring the situation and since the erection of restricted parking signs along the highway there has not been an issue with vehicles parking.
ii) "Regarding Community Speedwatch, the police force is trialling this in Ceredigion. Once they're happy with the operation of the pilot scheme they plan to roll the initiative out around Dyfed-Powys. With that in mind, the Commissioner will - this summer - ask the public whether they'd be willing to volunteer in a Community Speedwatch local to them. All community councils will be sent the questionnaire carrying that question.
iii) "The matters you raise in relation to lighting at the entrance would be best handled by the Highways Department of Carmarthenshire County Council; they are the responsible authority for issues of this nature". Query gone to Carmarthenshire County Council. Have now spoken to Carmarthenshire County Council - Light would have to be paid for by Community Council (in the region of £2,000) depending on availability of electric. Clerk to ask if this should be responsibility of Carmarthenshire County Council.
2. Sticle Path - Anti-slip surface has been done. Clerk to thank Carmarthenshire County Council, but ask can it be brushed, also could it be further treated with weedkiller.
3. Welcome pack - New edition on website.
4. Bus service to Llangunnor - "The only restriction is on a Saturday, when we have a different bus relieving the town service driver for 2 hours, this operates from 11:00 until 13:00, and although it is fully DDA compliant and wheelchair accessible, I understand that this gentleman's wheelchair is a large electric wheelchair and is too big for the bus. He is able to use any of the other services ie: 10:25, 13:25, 14:25, 15:25, 16:25, 17:25 and 18:25."
5. Noticeboards - Delivered yesterday, meeting James Boucher on Monday for installation.

5. The Park

Update on Park:
a) Path completed, joining into Lovell site to be done next week,
b) Wall in position
c) Rotator - Contractor currently on leave, should be done on his return
d) Swing to be installed week of the 3rd August
e) Seats / picnic tables ready within the month,
f) The solar battery in roof space is to be removed tomorrow,
g) Will get a report on hut condition next week,
h) Clerk to chase up Carmarthenshire County Council with regard to placing more rubbish bins in the park.

Clerk to ask Carmarthenshire County Council to remove old chain from gate as it was causing a danger to traffic.

6. Web Sub-Committee .

Sub-committee had met again, further tiding up of webpage agreed.

7. Finance Sub-Committee

The following was agreed (minute 0715-7)

• Financial Report July 2015 was considered and unanimously agreed (see appendix 1).
• If members had any suggestions for any projects then these will be considered at next Finance Sub-Committee meeting (October).
• Clerk Salary and Extra-meeting allowance considered at next meeting
• Clerk's Office and IT Allowance to be increased by £5/month.
Council also asked that the Clerk bring a report to the next meeting about replacing existing photocopier.

8. Reports from Members Representing Council on other Bodies

• One Voice Wales - Chair and Cllr Dafydd Williams had attended meeting of One Voice Wales, nothing much to report.
• River Festival - Cllr Watson confirmed that plans for the River Festival (Saturday 29th August from 4.00pm - 9.30pm) were moving forward. Cllr. Trowbridge-Mathews had designed a new logo for the Association. Festival working with Trust and Carmarthenshire County Council to create a leaflet for all school children to promote the safe use of the river.
• School Governers - Cllr Elwyn Williams reported that he had not been able to attend meeting of school governers due to a clash of meetings.
• Training - Cllr Bevan had recently attended Code of Conduct training and he highlighted some matters that Cllrs should consider. Clerk to circulate copy of presentation.

It was Resolved (Minute 0715-9) proposed Cllr Totterdale and seconded Cllr Trowbridge-Mathews (unanimous):

Item 5

It was proposed by Cllr Griffiths and seconded by Cllr Totterdale that this, and previous letter of complaint, be not kept on file as it could not be dealt with by the Community Council (advice from Carmarthenshire County Council), but that only letter advising complainants to the Ombudsman was more appropriate be kept - Minute 0715-10(5) Carried For 5, Against 0, Abstentions 7

11. Standing Orders - Suspension

It was proposed by Cllr Elwyn Williams and seconded by Cllr Bevan and unanimously approved that (Minute 0715-11) standing orders be suspended until September meeting to allow Chair/Clerk to deal with any urgent business.

12. Any Other Business

• Issues with hedges overgrowing onto pavement/road, Llangunnor Road/Capel Dewi Road/Blaengwastod Road. Clerk to contact Carmarthenshire County Council.
• Clerk to ask for results of traffic surveys carried out in/around park.
• Meeting between Cllr Dafydd Williams and John McAvoy. Cllr Williams apologised to the members in respect to his comments in the previous meeting regarding his meeting with John McVoy. He stated that in his opinion he was not there representing the Council. The Chair stated that she had spoken to Cllr Williams stating that whatever the reason for the meeting it would be perceived that he was representing the Council, she reminded Cllr Williams of his responsibilities and that this issue had been raised previously and could not happen again.
• Issues with motorist parking on speed humps in Penymorfa Lane. Clerk to write to Carmarthenshire County Council/Police.
• Healthy Planet now known as Planet Zero still having issues with finding a base. Clerk to check with Carmarthenshire County Council in respect of Old Milk Factory and Idole School.
• Bronydre sign still not repaired/renewed - Clerk to follow up with Carmarthenshire County Council.
• Garden at 17 Rhoslas overgrown - Clerk to check with Carmarthenshire County Council if this can dealt with. Also ask if Carmarthenshire County Council could provide a plan showing which houses are in their ownership.

The next meeting will be held on Thursday 17th September 2015 at 6.30pm at Yr Aelwyd.
