Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 20th March 2014.

PRESENT: Councillor Selwyn Thomas (Chair), Elwyn Williams, David J Watson, Robin O Griffiths, Paul Totterdale, Alun West, Dafydd Williams, Geraint Bevan, Sandra Thomas and Lee Whatley.

APOLOGIES: Councillors Sarah Howells, Glenda Lloyd and Merlin Jones.

1.Chair's Announcements

• The Chair reported that he had noticed that the barrier had now been placed where Sticle Path crossed Penymorfa Lane.

2.Minutes

RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on February 20th 2014 (minute 0314-2): Proposed by Cllr D Williams and seconded by Cllr D Watson.

3. Matters Arising:

Matters raised/resolved outside meetings: February 2014/March 2014

a) Park Entrance - New gate now in position (£395.00 + VAT). Clerk to ask that some further works be done to secure gate. Carmarthenshire County Council - "Have arranged for the fabricator who provided and installed the gate to weld a washer onto the hinges as soon as possible"
b) Issue with paths - Carmarthenshire County Council have carried out work.
c) The fence opposite 23 Haulfryn is in poor condition - Awaiting action from Carmarthenshire County Council, Clerk to chase up.
d) Parents parking on speed humps causing issues outside school - Clerk to follow up, email sent to school, mention to Community Police. Clerk to remind school of issue.
e) Clarification sought in respect of refuse bag collection in Haulfryn - Carmarthenshire County Council to be asked to inform residents who put out rubbish in a "communal" area.
f) Healthy Planet, Pensarn - Carmarthenshire County Council "Thank you for your enquiry regarding Healthy Planet. We have been in contact with the organisation however do not currently have any available property that would suit their requirement. One building that they had shown an interest in was the former print unit in Pensarn however we are currently in the process of moving the Talking Books for the Blind to alternative premises in order for us to place the building upon the market. Due to the level of interest we envisage this to be sold quickly so by the time Healthy Planet obtain correct planning consent it would be time for them to vacate. We are holding Healthy Planet's details on file in case any suitable property becomes available".
g) Lighting Post outside 17/21 Haulfryn not working - Also email from Cllr Howells regarding lighting generally in the area - issues have been resolved.
h) Faulty Light - Raised by Cllr Bevan - On hill up to Penymorfa Lane by Plas Pen y Morfa No 72463 (part night light) - Resolved
i) Carmarthenshire Asset Transfer Cllr Watson/Clerk concentrating on park grant bid, report will be brought to future meeting. Note Carmarthenshire County Council now reviewing policy. Report to be brought at a later date.
j) Conserving and maintaining Welsh war memorial heritage conference 27th March 2014 Cllr Lloyd and Cllr Whatley will attend.
k) Brithdir Met with Nigel Francis Carmarthenshire County Council, Cllr Sandra Thomas and Treasurer of Resident Committee. Currently light at the end of the cul de sac goes off, agreed to have it kept on all night to see if this resolves issues. Issue to be reviewed in 6 months or so.
l) Welsh Memorial in Flanders Campaign It was unanimously resolved (minute 0314-3l): Proposed by Cllr Bevan and seconded by Cllr Griffiths that the Council donate £100 towards this campaign. Please make all donations to: Lloyds/TSB account Welsh Memorial in Flanders Campaign, Sort Code 30-93-53 Account 37974560.
m) The Clerk reported that he and Cllr Griffiths had met Ian Thomas Carmarthenshire County Council opposite PO depot in Pensarn, the issues were not in his service area. Further meeting to be arranged with John McAvoy when he returns from sick

4. Council Website

a) The sub-committee suggested the following protocol:

1. The Clerk will have sole control of the web page (content as web editor).
2. All amendments to the website will be made through the Clerk.
3. All information that is added to the site whether it be minutes of meetings, latest news or upcoming events etc must be approved by the Clerk.

It was suggested that point 1 be amended and 'content as web editor' be dropped - it was unanimously resolved (minute 0314-4a): Proposed by Cllr E Williams seconded by Cllr Bevan that this protocol be adopted.

b) Clarification was sought on what should be included under news/events.

Following a discussion it was resolved (minute 0314-4b) For 5, Against 3, Abstentions 1, that news items/events where applicable to residents of Llangunnor be included on the web page.

c) Clarification was sought on what should be included in the gallery

It was explained by the sub-committee that there had been issues with photographs on the web page, it had been decided in future that a photo library be kept and all photographs added would include the permission to use them.

Following a discussion it was resolved (minute 0314-4c) For 5, Against 3, Abstentions 1, that a photo gallery be created and that photographs from neighbouring communities be considered for inclusion if of interest to the residents of Llangunnor.

5. To Receive a Report from the Parks Sub-Committee

The Clerk and Cllr Watson proceeded to bring the members up to date with the Park Project (a report was circulated for information). It was unanimously resolved (minute 0314-5) that the Clerk and Cllr Watson continue with the grant application.

The Chair wished that his thanks to the Clerk, and particularly to Cllr Watson be recorded in the minutes - the members unanimously supported this view.

6. Reports from Members Representing the Council on other Bodies

a) Cllr Watson confirmed that the River Festival would be held on 20th July, events were planned for the Llangunnor side.

7. Approve Schedule of Accounts Feb/Mar 2014

It was RESOLVED (minute 0314-7) proposed Cllr P Totterdale seconded Cllr R Griffiths that the following schedule of accounts be approved (unanimous):

8. Correspondence

It was RESOLVED (minute 0314-8) that the following correspondence be noted/action taken.

9. 2014 Annual General Meeting

It was unanimously approved (minute 0314-9) that the 2014 AGM be held on Thursday 8th May at 6.30pm. It was further agreed that:

• The Clerk draws up a list of invitees for agreement by the next meeting
• Refreshments be provided but that it be only tea/coffee - Welsh cakes/bara brith - Clerk to make enquiries with Carmarthenshire County Council.

10. Any Other Business

a) Cllr West noted that Cllr Whatley had cleared a large amount of litter from the entrance to Spic and Span.
b) Still issues with parking on the road outside Police HQ whilst Probation Service car park empty - Clerk to contact Commissioner.
c) Cllr Griffiths asked if further representations could be made to Carmarthenshire County Council in respect of timetable at bus stop opposite Police HQ. (Cllr E Williams to make enquiries).
d) Roads at Elder Grove - Clerk to contact Carmarthenshire County Council in respect of potholes (particularly at entrance) and moss on pavements in Elder Grove.
e) Issue with parking at Spic and Span and other areas - to be put on agenda of next meeting. Clerk to get a map of Llangunnor so that areas of concern can be highlighted.
f) Cllr Whatley informed the Council that there would be a litter pick in the area on 23rd April.
g) Areas of potential daffodil planting be identified for a future meeting (July)
h) Carmarthenshire County Council had recently been cutting verges but not collecting the litter, this was causing problems in many areas.
i) A contribution be made from the Chair's fund for the retiring headmaster (Mr Lynn Davies)
j) The issue of speeding traffic in Blaengwastod Road be brought to the attention of Carmarthenshire County Council and the Police.

11. Date of Next Meeting

The next meeting will be held on Thursday 17th April 2014 at 6:30pm
