Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 12th June 2014.

PRESENT: Councillor Paul Totterdale (Chair), David J Watson, Robin O Griffiths, Alun West, Sandra Thomas, Lee Whatley, Geraint Bevan, Glenda Lloyd, Dafydd Williams, Elwyn Williams joined the meeting from Item 5.

APOLOGIES: Councillors Merlin Jones, Sarah Howells, Selwyn Thomas

1. Chair's Announcements

a) The Chair announced that he had been invited to the School Sports and a Strawberry Tea at the Church, unfortunately he was unable to make either, the vice-chair would stand in.
b) Cllr Bevan had attended a concert held at the School organised by Philadelphia Chapel and it had been very successful and entertaining.

2. Minutes

RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on May 15th 2014 (minute 0614-2) Proposed by Cllr R Griffiths and seconded by Cllr G Lloyd.

3. AGM Minutes

Resolved to approve as a correct record the minutes of the Council AGM held on May 8th 2014 (minute 0614-3) Proposed by Cllr D Watson and seconded by Cllr A West.

4. Matters Arising:

Matters raised/resolved outside meetings: May 2014/June 2014

a) Cllr Griffiths asked if further representations could be made to Carmarthenshire County Council in respect of timetable at bus stop opposite HQ. - Clerk still awaiting information.
b) Bus Shelter Penymorfa - Cllrs had met in Penymorfa Lane, Clerk to get further information regarding total costs of placing shelter. Carmarthenshire County Council "Standard fully enclosed shelter = £4255, Standard cantilever shelter = £3600. Please note: this is only an initial indicator of cost; the overall costs can substantially increase due to associated civil engineering works (such as site preparation, concrete base, raised kerbing, road markings etc) dependent on the siting/location specifics of such installations.
c) Yellow Lines in Llangunnor - John McAvoy has noted our requests and will proceed with 'orders'.
d) Opposite PO depot - Request sent to Post Office to move post box to avoid people doing u-turns.
e) Black bollards adj. to park - Carmarthenshire County Council have repaired bollards.
f) Bollards in road at Tywi Garage - Carmarthenshire County Council have removed bollards.
g) Grass cutting in Park - Carried out 23/05/14.
h) School Governor - Clerk still awaiting response to School Governor query.
i) Query regard to Carmarthenshire County Council workmen in Elder Grove - Carmarthenshire County Council considering improvements to pavements, however we have not been issued with any coded works budget as yet for this year therefore I have not been able to finalise a specific programme to date. Clerk to write to Carmarthenshire County Council emphasising that it is the initial 56m either side at the entrance that are most in need of improvement.
j) Query regarding trees cut in Pibwrlwyd - Western Power had inadvertently cut down the trees, suggested that the Clerk/Cllr Bevan meet with Western Power to discuss the matter.
k) Damage to hut in Park - Handyman had made hut safe, suggested that the hut be considered when park Sub-Committee meet to discuss Grant Application outcome (should know next week).
l) Sticle Path - Cllr Sandra Thomas had met Carmarthenshire County Council on Sticle path, it looked as if work to put non-slip surface in place was in hand.

5. Welcome Pack

The Clerk informed the Council that the new edition was now ready and he thanked Cllr Whatley for his assistance. Cllr Sandra Thomas asked if it was possible to add that any new resident should approach the Education Dept. rather than the school for places for their children - Clerk/Cllr Whatley to have a look.

6. Council Website

Cllr Bevan reported back from the sub-committee and stated that they were recommending the following
a) The Council register llangunnorcc as its facebook address and
b) The the facebook page be only used for advertising events and for inclusion of any news events - these to be approved by the Clerk in the first instance.
The page will be set up in such a way that no comments can be added to the page.

It was Resolved (0614-6) that both recommendations be supported For 9, Against 0, Abstention 1.

7. To Consider the following from Cllr R Griffiths
How is the current Structure Plan working for Llangunnor?

Following a discussion it was agreed that for this to be properly debated that a definitive motion be brought to a meeting.

8. Reports from Members Representing Council on other Bodies

a) Cllr Watson reported that arrangements for the river festival were going well - July 20th 2014.
b) Cllr Bevan reported that the appeal committee set up (Carmarthen/Llangunnor) to raise funds for the National Eisteddfod in Llanelli had raised £36K, which was well over its target. He wished it be recorded that Llangunnor School had itself raised £1200 which was one the highest by any junior school in the County; he also wished to thank all the other organisations in Llangunnor who had contributed towards the fund.
c) Cllr Elwyn Williams reported that there was an issue with the paying for swimming lessons for school children, PTA will contact Council.

9. Approve Schedule of Accounts May/June 2014

It was RESOLVED (minute 0614-9) proposed Cllr Dafydd Williams and seconded Cllr G Lloyd that the following schedule of accounts be approved (unanimous):

3 On behalf of the elders and the members at Babell Chapel Pensarn I would like to invite the Chairman of the Community Council and yourself to our Coffee Morning at the Myrddin Day Centre on July 19th 2014 to start at 10am.
We are in the process of raising money for changes within the church building in what is hoped will be a project to move the church further into this new century and which will benefit the community in general. We hope that he will be able to join us and thank you in advance for considering our invitation.
Chair noted the invitation.
4 Police & Crime Commissioner - The people of Dyfed-Powys should have a direct say in how local justice is delivered. Here's your big chance! 10 Carmarthenshire County Council - Regeneration Carmarthen - Consultation will take place from 1st July - 6th July 10-4. More details in local press. Noted
11 Closure of Fire Control Room. Clerk to write to Fire Authority/PCC asking for consideration if amalgamating Police/Fire Control rooms

11. Any Other Business

a) Clerk to contact Carmarthenshire County Council regarding dog fouling signs on Sticle Path.
b) Clerk to contact Carmarthenshire County Council regarding pigeons fouling bridges in Llangunnor.
c) Could tree/daffodil planting be placed on agenda of next meeting.
d) There are two individuals that have powered disabled scooters in Tregynnwr, they both regularly travel to town. One tends to use Sticle path, the other goes to down Babell Hill on the road, apparently he argues that the pavement is too rough and not wide enough - Councillors were very concerned about his safety. Could Carmarthenshire County Council please have a look. Also only room for one of these on the bus, could this also be reviewed.
e) Check with Jade Jones is issues regarding 'room at Aelwyd' had been resolved.
f) It was reported that cars are still parking outside park, apparently football team from town train on the Park and cause chaos. Report to police.
