Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 11th December 2014.

PRESENT: Cllr Glenda Lloyd (Chair), Elwyn Williams, Robin O Griffiths, Geraint Bevan, Lee Whatley, Paul Totterdale, Dafydd Williams, David Watson, Selwyn Thomas, Alun West, Sandra Thomas and Sarah Howells.

APOLOGIES: Councillor Merlin Jones

1. Chair's Announcements

The Chair reported that she had not attended any events during the past month. She apologised for not being able to attend the Table Top Fair or the School Concert, members confirmed that both had been a success

2. Minutes

It was moved by Cllr Dafydd Williams and seconded by Cllr Watson (minute 1214-2) and RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub-Committee held on 20th November 2014 (as amended).

The Chair has asked that minute 1114-9 be amended to add after "Cllr Griffiths also left." the following "On their departure the Chair stated that both members had taken part in the discussion and that she was satisfied that all members who wished to contribute had been given the opportunity, there was agreement from the remaining members". It was also noted that Cllr Griffiths and Whatley were not in attendance in the Planning meeting.

3. Matters Arising:

Matters raised/resolved outside meetings: November/December 2014

a) Carmarthenshire County Council building (opposite ATS) - Awaiting update.
b) Parking Bays (Bron y Dre) - No response to date.
c) Railing at Sticle Path, Penymorfa - In position.
d) Tree planting in Pensarn - From Carmarthenshire County Council "I can't allow a tree in this location as it is full of apparatus (water, gas and electricity), better look for another location." Clerk to explore whether tree could be planted at site of old bus stop on Capel Dewi Road.
e) Yellow lines - Carmarthenshire County Council "The Traffic section will include the proposed orders for Haulfryn and Llangunnor Road in the next schedule of orders to be introduced in the consolidation order for Carmarthen Town. The consolidation order is amended once each year to maximise the number of orders that can be introduced each year. I advise that the Traffic section will pay approx. £1,500 in press publication costs (it is a statutory requirement to publish draft orders and the making of orders in the local press) for each order. This means that the Traffic section would pay £1,500 approx to make one order or to make 20+ orders. It is for this reason that the consolidation is amended once each year to take account of new orders and to minimise press publication costs. The above mentioned consolidation order is due to be amended in Spring/Summer 2015."
f) Banner - Following question from Cllr Griffiths, enquiry send to Carmarthenshire County Council Planning Section - "In relation to the banners these would require consent as well however if they are for a temporary period and no consent was in place we would need to consider whether it was expedient to take any action." This was noted, some concern about suitable location in Nantycaws.
g) Church request for support with issues at graveyard - No response received to date.
h) Woodland Trust - Closing date is January 7th January 2015, advice mentions community consultation which obviously we will not get done in time. However information supplied does suggest "you can apply in future years". Suggest that if the Council wishes to apply that this be done next year, it appears that you can apply for 30 trees up to 420. i) Bus Stop opp. Police Station - It appears that Carmarthenshire County Council get a 'block grant' from Sustainable Travel Centres and can use it as they see fit.
j) Noticeboards - Have made some enquiries regarding cost, also spoken with Abergwili Community Council. Response from Carmarthenshire County Council "If the notice boards are like for like replacement in terms of location, materials and size then advertisement consent would not be needed. If there are changes then consent would be needed". Agreed that Clerk would continue with enquiries and report back to next meeting. Suggested that consideration be given to providing a new noticeboard for the residents of Penymorfa.
k) Cranc Cycleshop - Carmarthenshire County Council "I can't make them put up a fence or anything to separate Cranc Cyclesport's land from the highway land. If cars are parking forward of the white line then this is something which probably happens intermittently and I would not be able to police it. As far as the grass being replaced with tarmac is concerned, this was nothing to do with planning and Highways had no objection from a maintenance point of view as the work was done without cost to them".

4. The Park

The Clerk/Cllr Watson reported that the equipment for the park could now be ordered, it was Resolved (minute 1214-4) that the deposit of £3145.86 now be forwarded to Fresh-Air Fitness. Play wall - hopefully to be done in the New Year/Spring.

5. Traffic Issues - Pensarn, Penymorfa Lane, Roman Road

The Clerk reported that the information was not to hand and suggested that this be moved to the January agenda

9. Correspondence

It was RESOLVED (minute 1214-9) that the following correspondence be noted/action taken.

3 Carmarthenshire County Council - The Lovell's development at Brynhyfryd shows a connection footpath alongside plot 15 for access to the playing fields. I have included this path on the S38 adoption agreement (land within their title) othewise it will not be maintained. Has there been any discussion in respect of the ditch which is within the playing field? Whose responsibility would it be to culvert the ditch? A commuted sum of £48,000 has also been paid.
The path will be fully surfaced to the Lovell boundary in the next few days. Access beyond this and over Carmarthenshire County Council land into the playing field will be difficult without further works. Bearing in mind that a S106 contribution was made for LEAP's (Local Environment Agency Plans) it is now the LA's responsibility to improve the link into the playing field? The best solution may be to thread a small wooden footbridge through as there are a couple of trees to avoid.
Clerk to write to Carmarthenshire County Council confirming that this is satisfactory. Also seeking confirmation than any monies remaining from the S106 will be made available for community projects.

10. Any Other Business

i) Clerk to make enquiries with Carmarthenshire County Council regarding BMW parked by bus stop in Llangunnor Road.
ii) Paths at back of 46 Bron Y Dre and the path at the bottom of Haulfryn above Clos Sticle in dire need of maintenance.
iii) 'Ambulance' collecting money in Stephens Way, Clerk to make enquiries.
iv) Loose manhole cover

11. Date of Next Meeting

The next meeting will be held on Thursday 15th January at 6.30pm at Yr Aelwyd.
