January 2014

Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 19th January 2014.

PRESENT:Councillor Selwyn Thomas (Chair), Elwyn Williams, David J Watson, Lee Whatley, Robin O Griffiths, Paul Totterdale, Dafydd Williams, Glenda Lloyd, Merlin Jones, Alun West, Geraint Bevan and Sandra Thomas.

APOLOGIES: Councillor Sarah Howells.

1. Chair's Announcements

No Announcements.

2. Penymorfa Lane

At this point The Chair asked the meeting whether the business could be suspended so that residents from Penymorfa Lane could address the meeting, this was unanimously approved.

The residents summarised the situation following a bank/wall giving way before Christmas, it appeared that the main issue was over the ownership of this wall and who was responsible for the clearing up.

The residents had two main issues:
a) Carmarthenshire County Council were of the opinion that the wall was private and was not therefore their responsibility, the residents were disappointed that Carmarthenshire County Council were not being particularly helpful and that they were left to 'get on with it', there was also being passed round different sections and not getting any constructive advice.
b) Comments/pictures on facebook had caused some upset.

A discussion took place where it was stated that the Community Council could not have done much to assist, the Chair however did agree that had he, and other members of the Council, known of the residents predicament then help, particularly with the clean-up could have been arranged, this was something that could certainly be considered in the future.

The issue in this case was that Carmarthenshire County Council had put up road closed signs and that other residents were under the impression that Carmarthenshire County Council were dealing with the situation. The Chair also confirmed that the Council did not have a facebook page and therefore had no control over this, although they would endeavor to assist.

It was also unanimously agreed that the Council would write to Carmarthenshire County Council/MP/AM highlighting the issues raised.

3. Minutes

RESOLVED to approve as a correct record the minutes of the monthly Council meeting and Planning Sub Committee held on December 12th 2013 (minute 0114-3) Proposed by Cllr D Watson and seconded by Cllr L Whatley.

4. Matters Arising

Matters raised/resolved outside meetings: December 2013/January 2014

a) Park Entrance - Awaiting confirmation from Carmarthenshire County Council that this had now been designed/costed, it was unanimously agreed that if the cost was confirmed as £750 that the Community Council meet the cost.
b) Issue with paths:
i) Bottom of Haulfryn/Sticle (lot of moss) and overgrown
ii) Front of 14-17 Bronydre again moss
iii) Penymorfa/Y Talar moss and overgrown.
iv) Sign at top of Sticle required stating 'steep path' (work carried out) - Update at next meeting.
c) Some confusion regarding who can use the 'family room' in Yr Aelwyd - Under review.
d) Old Llangunnor Road - Clerk to check whether yellow lines are enforceable. Carmarthenshire County Council: The double yellow lines ARE enforceable on the public highway. The markings have no effect on private land (unadopted highway).
e) The speed sign between Church Lane and Brynglas not working - Resolved
f) Daffodils - To be resolved next few weeks.
g) Sticle Path - Met with Eirian James Carmarthenshire County Council, he will have work costed and see if 'grants' can meet 50% of costs. Further update by next meeting
h) Carmarthenshire Environment Partnership - Summary of meeting received from Chair Hywel Manly.
g) Bus Stop outside Police HQ has no sign or timetable in place - Carmarthenshire County Council as no bus stop, difficult to put up timetable.
h) Long vehicles leaving the tip obstructing 'fast lane' when crossing dual carriageway - Clerk to follow up - Response received Trunk Road Agency.
i) Clerk to make enquiries about the type of seat replaced to swing in park - Update at meeting.
j) The fence opposite 23 Haulfryn is in poor condition - Update at meeting.
k) Landslip Penymorfa Lane - See above.

5. Council Website

Clerk confirmed that site was now up and running, there was a need to get the Welsh version resolved. It was agreed that the Clerk bring a report to the next meeting with options.

Cllr Whatley reported that he had completed an on-line enquiry form and had the Clerk received this, he had not - Enquiries to be made with Vision ICT.

Cllr Bevan suggested that as the website was in its infancy that it might be worth setting up a small sub-committee to oversee its development, this was agreed and that Cllrs Bevan, Dafydd Williams, Watson and Howells form the sub-committee.

6. To Receive a Report from the Parks Sub-Committee.

Cllr Watson reported that a consultation event would be organised - It was agreed that this would be held on Wednesday 19th of February from 14.00 - 19.00 in Yr Aelwyd.Members to make themselves available to assist with the event.

The Chair expressed his sincere thanks to Cllr Watson for all his efforts in getting things ready for the consultation; this was unanimously supported by the rest of the members.

7. Consider employing someone to assist with the search for grants

Following a discussion it was RESOLVED (minute 0114-7) that the Project Officer from Kidwelly Town Council be asked to assist in putting together grant bids for the Park Improvements (Clerk to check that this is permissible).

Cllr Griffiths asked for a recorded vote.

Abstention Cllr Watson, Whatley, Sandra Thomas.

Clerk to check with One Voice Wales what procedure should be followed.

8. Consider the street lighting within the Community

Cllr Bevan highlighted that following recent improvements (Nantycaws & Penymorfa Lane) that there was some duplication of lights. Clerk to bring this to attention of Carmarthenshire County Council. Cllr Sandra Thomas to canvas opinion in Brithdir whether they wanted another light.

9. Consider the arrangements for Remembrance Sunday

Cllr Griffiths thought that it would nice to involve the Chair of the School Council in the Service e.g. putting a wreath up. This was unanimously supported, Clerk to make arrangements.

10. Carmarthenshire County Council Budgets

Clerk/Cllr Griffiths to agree a motion for discussion at next meeting.

11. Consider what questions to ask the Police Commissioner - Attending February meeting.

It was agreed that the following be sent to the Commissioner:
• The closing of the custody unit in Carmarthen means that at busy times two or more officers are away from the town centre for many hours. Is this the best use of resources?
• After 12 months in post has there been any significant savings? This includes staffing within your office, any plans for a deputy commissioner etc.
• There is a concern that officers patches are being increased, this clearly means that the service to individual communities is diminished - is this something that is temporary or is it a permanent change? What are the plans for the employment of PCSO's? How does this affect response times?
• What are your plans for the involvement of the community of Llangunnor. There is an office at Yr Aelwyd which is very seldom used, are there any plans to hold 'surgeries'?
• How will you measure the success of the Commissioner role at the end of this current term?

12. To Receive the Finance Committee Report for 2014-15 Budget

The Clerk reported that the Finance Committee had considered the 14/15 budget and were recommending that the precept for 14/15 remain at £36,000. It was RESOLVED (minute 0114-12) proposed Cllr M Jones seconded Cllr G Lloyd that the precept for 14/15 should not be increased and remain at £36,000.

13. Risk Assessment

The Finance Committee had considered all risks, Clerk to make enquiries with regard to the any implications from the new Website.

14. Council Annual Dinner

Will be held at Merlin's training restaurant (Pibwrlwyd) on February 13th at 7.00pm. Members to let Clerk know by 1st February if they would be attending the dinner.

15. Reports from Members Representing Council on other Bodies

a) Cllr Watson reported that the River Festival would be held on the 20th July 2014.
b) Cllr Elwyn Williams reported that the advertisement for the new head of the school will be going out on Monday. It was unanimously agreed that a letter of thanks be sent to Mr Lyn Davies for his long years of service as headmaster.

12. Any Other Business

a) Following an issue with bus servicing Elder Grove, Clerk to contact Morris Travel to state that no councilor from this Council had been in touch and that service is very much appreciated by the residents.
b) Could Carmarthenshire County Council have a look at three trees on Sticle Path, down by the underpass.
c) Could Carmarthenshire County Council have a look at the blocked drains Capel Dewi Road/Pant Farm and road leading up to church. Also leaves at entrance to old Spic and Span.
d) Could Carmarthenshire County Council consider erecting directional signs at Railway Station.
e) Could Charlies please consider providing a path by the bridge at the bottom of Babell Hill for shoppers, particularly the disabled, to gain access to Pensarn Retail Area.
f) Could Carmarthenshire County Council check the salt/grit bins in the area / Brithdir to be requested.

13. Date of Next Meeting

The next meeting will be held on Thursday 20th February 2014.
