Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 17th November 2011

PRESENT: Councillor A West (Chair) DE Williams, S Howells, DJ Watson, DI Davies, RO Griffiths, LK Carmody, GP Bevan, EA Jones, G Lloyd, P Totterdale

APOLOGIES: Councillors S Thomas and CM Jones

1. Chairman's Announcements

The Chair reported that the Christmas Tree lights had been turned on earlier that evening. He thanked the Clerk and Mr Wyn Davies for their assistance in organising the evening which had been very successful.
The Chair, Clerk and others had attended the Remembrance Sunday Service in Llangunnor Church on the 13th November.

2. Minutes

RESOLVED to approve as a correct record the minutes of the monthly Council meeting held on 20th October 2011 - (minute 1111 - 2): Proposed by Cllr Griffiths seconded by Cllr Howells.

In considering the minutes the following points were raised:


i) concrete bus shelter by Maes y Lan Cottages, Heol Capel Dewi - Awaiting Asbestos report and estimate.
ii) Carbon-Zero Llangunnor - Eurgain Powell of Carmarthenshire County Council very impressed pleased with what the council had produced, she will now organize a press release and photograph opportunity with School / Chair..
iv) The Queen's Diamond Jubilee - Clerk reported that he had received estimates for commerative mugs for the Jubilee, it was RESOLVED (Minute 1111 - 2(iv)) that Clerk liaise with the school to purchase mugs. That a notice be placed in the local paper notifying that mugs would be available for primary school children within the community boundary that did not attend Ysgol Llangynnwr.
v) Christmas Tree - As reported lights turned on earlier, Clerk will provide details of costs to a later meeting. Clerk reported that it had been resolved at previous meeting to donate £100 to the charity of Mr Evans' choice for providing the tree.
vi) Sports Person Awards - Clerk confirmed that nominations had been submitted to Carmarthenshire County Council for sportsperson awards.
vii) Roadworks Capel Dewi Road - Response from Carmarthenshire County Council "the scheme has been included as part of the Council's capital works programme, and appropriate funding to undertake the work has been provisionally allocated for financial year 2012/13, however this funding will be subject to a final review by the County Council in February 2012".
viii) Traffic Prioritising Cwmffrwd Bridge - Carmarthenshire County Council response "the task to install signs and markings to denote a priority give way system on Bolahaul Road, on the Community Council ward boundary, is underway. We have committed the budget to pay for the signs and markings"
ix) Traffic / livestock movement adj Old Smithy - Carmarthenshire County Council response "The provision of prescribed hazardous cattle crossing signage with flashing amber lamps is dependant principally on an assessment of whether the location where the farmer regularly moves cattle across the road is unsafe due to the speed and/or volume of traffic. The verge width available to accommodate the sign units and the availability of a electricity supply are secondary considerations. I am aware that there is no budget available in the current financial year to deliver this system of signs and amber lights. We will in the first instance need to investigate the request on site to assess the feasibility of erecting such signs".
x) No cold calling Penymorfa Lane - Carmarthenshire County Council response "I have contacted Mike Richardson, we will ballot Pen y Morfa Lane on Thurs 24th November".
xi) Salt bins - Carmarthenshire County Council response "I can confirm that the majority of the salt bins were replenished at the end of cold period at the beginning of the year. Regardless however and as usual practice, the cyclic gang will be checking all the bins in the area and will re-plenish any low grit levels certainly before the on-set of the cold wintery weather in a few weeks time."

4. To consider the introduction of a "Welcoming Pack"

Cllr Bevan informed the meeting that the group had met and had agreed an initial format / content for the Pack. A further meeting to be held and hopefully a draft of the publication can be brought to a future meeting.

5. Letter / Response from Chief Executive Carmarthenshire County Council regarding:

i) Llangunnor Park: Carmarthenshire County Council Director of Technical Services and Legal Services to meet to discuss the options available for Dog Orders in the park. Update at next meeting.
ii) Traffic Calming: Clerk circulated proposals from Carmarthenshire County Council Technical Services that had been prepared for consultation, date of consultation to be confirmed. Disappointment was expressed that there did not appear to be much in the way of traffic calming, including speed restrictions included in the proposals. Clearly something was better than nothing but these proposals did not appear to go far enough. Clerk to circulate date of consultation to members once it comes to hand.
John McAvoy had circulated a plan before the meeting showing proposals for waiting restrictions in Pensarn, they appear to go from edge of former Focus compound, passed Denzil Evans and around to entry into Currys. Clerk to check whether there will be consultation on these proposals.

6. Consider letter from Richard Thomas (Secretary Llangunnor Park Committee)

A letter dated 23rd October from Mr Thomas was circulated to the meeting, following some consideration it was RESOLVED (Minute 1111 - 6) that
i) That the £4,144 balance in the Park Committee account be used in "the development and improvement of Llangunnor Playing Field and Park";
ii) The Council would match fund this for spending on the park, it also fully supported, in principal, the proposal to use this for match funding in any grant applications, this would however ultimately depend on the availability of future funds;
iii) Mr Thomas be asked to hold onto the plaque until the improvements to the park entranced were completed.

7. Reports from Members representing Council on other Bodies

a) Cllr Watson reported that he had just returned from a meeting of Carmarthenshire Tourism Cluster Project - currently considering schemes across the County, one in particular of interest to Llangunnor viz: the development of the land around the Tywi within the Llangunnor area. Further updates to follow.

8 Nov 11 Resident Towy View Pk. - Street lighting/footpath/ speed restrictions Following consideration it was RESOLVED (minute 1111 9(8)) for Clerk to respond supporting matters raised but pointing out that there was insufficient budget available to help with suggested improvements to the lighting. It would continue to petition Carmarthenshire County Council about the speed restrictions and pavement
9 11/11/11 Policing and Crime Act 2009 - Sexual Entertainment Venues Noted. Details available on line for individual members, any comments would be passed on to Carmarthenshire County Council.
10 11/11/11 Email from Mid and West Wales Fire serviced - Annual Action Plan now available Large document any member wishing to see it to contact Clerk
11 15/11/11 One Voice Wales Clerk to provide brief report for next meeting.

10. To consider any other urgent matters:

i) Olympic Torch - Enquiries to made of route of torch and how this could be celebrated within the Community, to be discussed in January meeting.
ii) Bus Transport - It was reported that children within Llangunnor that were not receiving transport to school were offering to pay on buses that were apparently not full but Carmarthenshire County Council had refused the request. Clerk to make some enquiries.
iii) Disabled Parking - Enquiries had been received regarding parking on some streets, no disabled parking provided, it was noted that this was a matter for Carmarthenshire County Council.

11. Date of Next Meeting

It was noted that the next meeting will be held in three weeks' time on the 8th of December 2011 at 6:30pm
