Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 15th September 2011

PRESENT: Councillors A West (Chair), SH Thomas, DE Williams, S Howells, DJ Watson, DI Davies, RO Griffiths, EA Jones, LK Carmody, GP Bevan and CM Jones

APOLOGIES: Councillors Glenda Lloyd and Paul Totterdale

1. Chairman's Announcements

No announcements

Standing Orders were re-introduced, Proposed by Cllr Williams and seconded by Cllr Jones.

2. Minutes

RESOLVED to approve as a correct record the minutes of the monthly Council meeting held on 17th July 2011 (minute 0911-1): Proposed by Cllr Thomas and seconded by Cllr Griffiths.

In considering the minutes the following points were raised:

i) Bus Shelter by Maes y Lan, Cottages - Clerk reported on an email received from Carmarthenshire County Council, members expressed disappointment that Carmarthenshire County Council would not take responsibility for its demolition. RESOLVED Clerk make enquiries regarding cost of demolition.
ii) Daffodil Planting - RESOLVED Cllr E A Jones and Clerk to arrange for purchase of daffodils, suggested that a mixed bag be purchased as these would bloom at different times. Enquiries to be made with Llangunnor School if they would like the children to do the planting: Babell Hill suggested as appropriate site.
iii) Traffic Calming - Following John McAvoy's attendance the Clerk had made enquiries regarding putting in a bid to WAG for financial assistance with traffic calming. He had now received a response and unfortunately as the area, Llangunnor School, had already received support through the Safe Route to School Funding it was unable to submit any further applications under the Safe routes in Communities scheme. Clerk added that he had received notification of consultation with regard "raised plateaus" to be installed Rhiw Babell and Brynhyfryd.
iv) Planted Trees in Nantycaws - Clerk reported that the handyman was currently unable to carry out the work around the trees, it was RESOLVED that the Clerk contact Sylvan to see how much it would cost and whether they were available to carry out the work.
v) Carmarthenshire County Council Housing Services - Clerk circulated an email in response to matters raised with the Housing Section
vi) Telephone Kiosk Nantycaws - Cllr Jones enquired whether there had been a response, unfortunately not, Clerk to follow up.

3. Grant Schemes supporting Landscape and Heritage in Carmarthenshire (Minute 0911-2)

Clerk circulated a document received from Carmarthenshire County Council detailing grants that were currently available under the above scheme. It was RESOLVED that Cllr Watson would look into what was available and report back to next meeting.

4. Carbon-Zero Llangunnor Pamphlets (Minute 0911-3)

Following a discussion on this matter it was RESOLVED that:
• The two interpretation boards be erected at the school and near the plantation in the park.
• Members would distribute the pamphlets in their locality, pamphlets currently with Wyn Davies.
• Pamphlets be distributed as per attached (see end of minutes[1]).

5. Review of Polling Districts and Places (Minute 0911-4)

Clerk circulated a document received from Carmarthenshire County Council regarding the above, and a review that was being made of "polling places". It was RESOLVED that the polling places within the community were satisfactory, no comment needed.

6. Talking Health (Minute 0911-5)

Clerk circulated a document received from the Health Board, the Clerk had registered himself as a "consultee" on behalf of the Council, further information as it became available.

7. One Voice Wales Courses (Minute 0911-6)

Clerk circulated information received from One Voice Wales, highlighting that as a small community council a small bursary was available. It was RESOLVED that any members that were interested contact the Clerk. Interest shown by Cllr Merlin Jones and Cllr David Watson - Clerk to arrange.

8. MEMBERS ATTENDING OTHER GROUP MEETINGS

Riverside Association: Only meeting was to review recent river Festival. River Festival Committee: Cllr Totterdale not present.

9. Monthly Accounts

RESOLVED: approve the monthly income and expenditure schedule presented by the Clerk (minute 0911-7):

It was also RESOLVED that: the gratuity in lieu of pension be paid to the retiring Clerk, and that a similar scheme be started for current Clerk.

10. Correspondence

It was Resolved (minute 0911-8) that the following correspondence be noted / action taken.

11. Any Other Matter (minute 0911-9):

(i) Bus Stop in Nantycaws - Cllr Jones seeked clarification on who was responsible for cleaning bus stop. Check with Carmarthenshire County Council.
(ii) Members asked that Carmarthenshire County Council tidy up in and around Council offices in Pensarn.
(iii) Bring to John McAvoy's attention the increased roadside parking that is taking place in Pensarn.
(iii) Welcome Pack - To be put on agenda of next meeting.
(iv) It was brought to the meeting's attention that the previous clerk's brother had sadly passed away. Clerk to extend Chair's and all members deepest sympathies to Wyn Davies.
(v) "Old" tree in Llangunnor Road - Clerk to make enquiries with Carmarthenshire County Council about its removal.
(vi) Public Footpath starting to get overgrown with brambles - Clerk to take up with Carmarthenshire County Council.
(vii) Next meeting of PACT meeting Yr Aelwyd, 30th September @ 7.00 pm

12. Date of Next Meeting

It was noted that the next meeting will be held on Thursday 20th October 2011.
