Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 16th June 2011
PRESENT: Councillor A West (Chair) , SH Thomas DE Williams, S Howells, PE Totterdale, CM Jones, DJ Watson, GP Bevan, DI Davies and RO Griffiths
APOLOGIES: Councillors EA Jones, G Lloyd and LK Carmody
1. Chair's AnnouncementsChairman had no announcements to make.
2. MinutesRESOLVED to approve as a correct record the minutes of (minute 0611 -1): i) The Monthly Council meeting held on 19th May 2011 ii) The Planning Committee meeting held on 19th May 2011. Proposed by Cllr Griffiths and seconded by Cllr Williams.
In considering the minutes the following points were raised:
i) Minute 135iv): Carbon Zero Project - Work has now been carried out. Further visit to be made to see if any further strimming required. [Cllr DE Williams declared his interest in this matter and withdrew from the meeting]ii) Minute 135iii) Old Photographs of Pensarn Creamery - It was confirmed that the photographs were now held at Carmarthen Museum, access would be available for copies etc for school in particular.
iii) Llangunnor Park - It was proposed by Cllr Jones and seconded by Cllr Watson that the work of repairs to the shed by carried out as soon as possible. Clerk to check that this would not affect any compensation that could come through the courts.
iv) Traffic calming measures - John McAvoy (Carmarthenshire County Council) would be attending the next meeting. 3. To consider Carmarthenshire County Council request for views on its Private Sector Housing Renewal Policy
RESOLVED: that the new Clerk together with Chair of the Council and the Chair of the Planning Committee prepare the response to Carmarthenshire County Council (minute 0611-2)

4 Council's Insurance PolicyRESOLVED: proposed by Cllr Thomas and seconded by Cllr Davies the Council renew its insurance in line with the five year proposal in Zurich Municipal letter dated 6th June 2011. (minute 0611-3)
5 Concrete bus shelter by Maes y Lan CottagesClerk to make enquiries with Carmarthenshire County Council in respect of the demolition of the shelter, agenda item for next meeting.
6. Matters Referred from Previous Meeting
i) Community award for retiring Clerk - it was RESOLVED that a community award be presented to Mr Davies at the civic service which was proposed to be held on July 10th. (minute 0611-4)
ii) Daffodils - It was RESOLVED that the Clerk make enquiries about purchasing daffodils for planting in the autumn on Babell Hill, report back to next meeting. (minute 0611-5)
iii) Additional streetlight in Penlan Road, Nantycaws - Cost to be sought, report back to next meeting.
The Clerk presented a short report on the new arrangements, it was RESOLVED that (minute 0611-6):
i) The Council sign up to Carmarthenshire County Council's email system (Zimbra)
ii) The new Clerk to provide an estimate of the cost of his internet provision for the Council use.
iii) The Direct Debit to plusnet be stopped.
Riverside Association: Cllr Watson confirmed he had attended the recent meeting and had been appointed as the publicity officer. He informed the meeting that money was available for improvements to the slipway etc. Members voiced concern over the condition of the river side seats on the Llangunnor bank, Cllr Watson would bring this to the attention of the Association. He would be attending the Admiral of the Port meeting this week.
River Festival Committee: Cllr Totterdale reported that the committee were considering who should be attending meetings, to be resolved at the end of the month.
Llangunnor School Govereners: Cllr Williams reported that although the report of the recent school inspection had not been received early indications were that it had gone well. The headmaster wished to thank the Council and the Clerk for their support.

(i) Telephone Kiosk Nantycaws - No response to date, Clerk to follow up.
(ii) Plot of land bottom of Penymorfa - Becoming overgrown, contact Carmarthenshire County Council for cutting.
(iii) Temporary "risk of flooding" sign - Enquiries to be made whether temporary sign can be removed and if needed replaced by a permanent sign.
(iv) Council to consider preparing a "welcome" pack for all new residents coming into the area - defer to next meeting
(v) Water filtration signs - Enquiries to be made if these can now be removed.
(vi) A thank you card was read received from ex-Cllr Doreen Valentine expressing her appreciation of everything that fellow Cllrs and the Clerk had done for her during her time on Llangunnor Community Council.
It was noted that the next meeting will be held on Thursday 21st July.
