Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 17th March 2011

PRESENT: Councillor S Howells (Chair), A West, DE Williams, PE Totterdale, DJ Watson, G Lloyd, LK Carmody, GP Bevan, RO Griffiths and SH Thomas

124. Police Report

Anti social behaviour - Following complaints, patrols carried out in Penymorfa area and Brynmeurig and appropriate action taken.
Traffic calming around the school - There has been a positive response to the voluntary one way traffic system, however parents have asked to try the system travelling from the other direction before making any final decision.
Speeding - Further checks undertaken with the speed gun, two vehicles stopped for excess speed and tickets issued to the drivers approaching the Park along Blaengwastod Road - further checks are being planned.

125. Minutes

RESOLVED to approve as a correct record the minutes of:
i) The Monthly Council meeting held on 17th February 2011
ii) The Planning Committee meeting held on 17th February 2011.

In considering the minutes the following points were raised:

i) Minute 114i): For Sale cars parked on pavement in Pensarn: Joint site meeting was held on 22nd February attended by Community Council representatives, County Council enforcement officers and the car sales proprietors. Clerk reported that the enforcement officers had explained the issues to the proprietors with assurances received that the for sale cars and portable self standing A-frame advertisements would not obstruct the pavement in future. RESOLVED: Receive the report and Members to continue to monitor the situation.
ii) Minute 114ii): Cost of Portable Public Address system: Clerk to report at a future meeting
iii) Minute 114iii): Public Lighting Plan: Clerk reported on information received from the County Lighting Officer - i) extending lighting to Tywi Lodge, Heol Capel Dewi would cost approximately £30k ii) County Lighting Officer still awaiting authorisation from the County Housing Officer to place lighting on footpath in Bron y Dre; iii) Community Council to propose lamps for suitability to be part-night controlled. RESOLVED: Clerk to draw up a list of candidate lamps for part-night switching and contact the Housing Department to establish the situation regarding the proposed Bron y Dre footpath lamp.
iv) Minute 118: Old Photographs of Pensarn Creamery: Clerk to follow up request to purchase the photos.

126. Ysgol Llangynnwr Parent Teachers Association Request for Financial Contribution Towards Providing Commemorative Mugs for Pupils and Teachers in Celebration of the School's 50th Birthday

Ysgol Llangynnwr will be celebrating its 50th birthday on 13th April 2011 and the Headteacher has cordially invited Members and Clerk to attend an open afternoon at the school on the 13th April. Members commented on the tremendous contribution the school has made to the community and the high quality of education achieved throughout the 50 years.

Members considered the Parents Teachers Association request for a financial contribution. Cllr DE Williams proposed that Council contributes two thirds of the cost of providing the commemorative mugs. The proposal was seconded by Cllr P Totterdale.
RESOLVED: Contribute two thirds of the cost, subject to a £430 maximum limit.

Council further resolved to convey to the Head its gratitude for the success achieved by the school and its contribution to the community during the fifty years and congratulate the Governing Body and all the staff on ensuring a high quality educational experience for the children over the years.

[Cllr G. Lloyd as Chair of Ysgol Llangynnwr Governing Body declared an interest in this agenda item and withdrew from the meeting]

127. Councillor Nominations For The National Training Programme

All members had received a copy of the National Training Programme for Community Councils
RESOLVED: Nominate Cllr D Watson for the 'Community Engagement' module held at Princess Gwenllian Centre, Kidwelly on 19th July 2011.

128. Zero Carbon Community Project RESOLVED

Councillor Bevan outlined the success of the Community Carbon Zero Project and explained that all 2000 trees had been planted and the information panels and leaflets were near completion. A particularly successful afternoon had been held in Ysgol Llangynnwr with each pupil responsible for planting a tree. He thanked Council Members for their vision in backing the project and the working group for their active role in its delivery. Submission would be made to the County Council for payment of the 'Tidy Towns' grant approved for the project.

Chairwoman Sarah Howells highlighted how the project had involved numerous groups in the community and emphasised the significance of the Council setting an example of tackling global warming and harmful carbon emissions at a local level.
Members voiced their pleasure at the successful conclusion of the project and thanked Cllr Bevan and the Clerk for overseeing the project and for their active involvement in its delivery.

129. Llangunnor Park RESOLVED

Cllr Griffiths drew attention to the poor surface of the Park entrance following the removal of the earth mound by Western Power. Council proposed the following action:
i) Thank Western Power for removing the mound;
ii) Request the Parks Department to carry out improvements to the entrance;
iii) Remind the County Head of Parks and Leisure of the joint partnership arrangement to oversee the Park and its development and that Council should be directly involved in planning improvements at Llangunnor Park.

130. Arrangements For Appointment Of Clerk

The Chair reported that 38 applications for the post had been received and a committee should be established to provide a short list of suitable candidates for interview by Council on 21st April.
RESOLVED: The following Members were appointed on the short listing committee Council Chair, Council Vice Chair, Council Chair of Planning, Cllrs DE Williams and RO Griffiths. It was further resolved that the committee should determine the arrangements for the interviews.

131. Reports from Members representing Council on other Bodies

Riverside Association: Cllr Griffiths reported that the meetings had become very low key and the developments being planned were all for the town side of the river. Hopefully at some point in the future attention would be given to improvements on the Llangunnor side.
County Property Consultation: Cllr West reported on his attendance at a consultation event in St Peter's Hall, Carmarthen on the use of County Council properties.

134. Any Other Matter: RESOLVED

(i) Refer to County Council:
• Request to grit the pathway passing under the A48 between Emlyn Terrace and Morrisons Store
• The poor surface of Brynmeurig Road
• Need for better control of the traffic in and out of Stephen's Way, Pensarn.
• Request improvements at the front of the bus shelter by Yr Aelwyd, Tregynnwr to allow easy direct access for those with mobility problems or pushchairs.
• Request County Council to check that the skips in Brynmeuring are properly equipped with road safety hazard lighting.
ii) Item for Council meeting agenda: Council to consider County Council housing allocation arrangements - proposed by Cllr RO Griffiths.

RESOLVED: Council agreed to include on the May agenda.
