Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 8th December 2011

PRESENT: Councillor A West (Chair), DE Williams, S Howells, DJ Watson, RO Griffiths, GP Bevan, P Totterdale. S Thomas, CM Jones.

APOLOGIES: Councillors EA Jones, G Lloyd, LK Carmody and DI Davies.

1. Chairman's Announcements

The Chair reported:
• He had attended Carmarthen Town Council Xmas light switch-on.
• School Concert - He wished to record his thanks to both teachers and the children for an excellent performance.
• He had been present at a photo-call at the school to promote the carbon-zero project.
• He wished to congratulate Cllr Elwyn Williams on being elected Chair of Llangunnor School Governors, and Cllr Sarah Howells for being elected as a governor.
• PC Mike Richardson had notified the council that he was moving to cover the Llangennech area. Chair wanted it recorded that the council wished to thank Mike for his work. Arrangements to be made to present him with a certificate.

2. Minutes

RESOLVED to approve as a correct record the minutes of the monthly Council meeting held on 17th November 2011 (minute 1211-2): Proposed by Cllr M Jones seconded by Cllr S Howells

In considering the minutes the following points were raised:

i) Concrete bus shelter by Maes y Lan Cottages, Heol Capel Dewi - Clerk reported he had received the specialist report and that CCC had provided him with a list of approved contractors they used for these types of jobs. RESOLVED (minute 1211-2(i)): Clerk to seek three estimates from the most local contractors on this list.
ii) Carbon-Zero Llangunnor - As reported by Chair promotional photograph had now been taken.
iii) The Queen's Diamond Jubilee - Clerk to provide update at next meeting.
iv) Traffic / livestock movement adj Old Smithy - John McAvoy (CCC) awaiting "a survey to provide an assessment for Llangunnor Community Council" - Report to next meeting.
v) No cold calling Penymorfa Lane - CCC response "ballot had been successfully carried out, signs will go up and packages delivered in January".
vi) Llanguunor Park - No update.
vii) Traffic issues - Consultation day had progressed well, very well attended. CCC now developing response and preparing programme.
viii) No parking Pensarn - Confirmed by CCC that formal consultation with Llangunnor Community Council, followed by publishing proposals in local press and place site notices.
vix) Letter from Llangunnor Community Park Committee - It was noted that £1500 loan had been repaid. It was also noted that £4144 was available for match funding for future park schemes. It was RESOLVED (minute 2 (vix)) Clerk to inform CCC that some funding would be available for match funding for any improvements to Park.
x) One Voice Wales - Clerk reported advice from Public Ombudsman for Wales on Allegations of breaches of the code of conduct - The current rule in Standing Orders should be amended to

"Any breach or an alleged breach of the code of conduct by a Councillor must be referred to the Public Ombudsman for Wales who will provide advice and guidance as to how the matter should be dealt with"
RESOLVED (minute 2 (x)): that standing orders be amended accordingly.
xi) Carmarthen Joint Community Consultative Meeting - This had been attended by Cllrs West, Lloyd and Carmody.
xii) Letter circulated in relation to School Bus Transport - Spare places had been allocated on a first come first served basis.

4. To consider the introduction of a "Welcoming Pack"

Cllr Bevan informed the meeting that the group (himself/Cllr Watson/Lloyd/Totterdale) had met a couple of further times, they circulated a draft version of pamphlet. They took on board suggestions made by members and would return with updated version to January or February meeting.

6. Reports from Members representing Council on other Bodies.

a) Cllr Watson reported that he had attended a further meeting of the Carmarthenshire Tourism Cluster Project - he had been elected on Communication and Finance Committee, considering ways of promoting Carmarthen and Carmarthenshire.

b) Cllr Watson had also attended Riverside Association, issue with Pont Lesvenen. Clerk reported that joint email had gone from Carmarthen Town Council and Llangunnor regarding cleaning and replacing defective lights.

8. Correspondence

It was Resolved (Minute 1211 - 8) that the following correspondence be noted / action taken.

2 Dec 2 BDO - Confirming acceptance of Audited Accounts for year ending 31st March 2011 It was Resolved (minute 1211-8.2) that the annual return had been approved and therefore be accepted by the council.
3 Dec 7 Rural Community Inclusion project - CCC Clerk circulated information received in respect of this project. Resolved - Clerk invite Peter Beynon to next meeting of Council.

9. To consider any other urgent matters: Minute 1211 - 9

i) Nantycaws Tip - Reported that "smell" from tip had been particularly strong recently, Clerk to write to CCC to see if there had been any issues.
ii) Lead Mines - Clerk to write to CCC to find out latest position.
iii) Park - Members still getting complaints about dog excrement in the park, Clerk to write to Council to find out latest position.
iv) PC Mike Richardson - It had been noted earlier that Mike was moving to a different part of the county. Clerk to write to Dyfed Powys Police requesting a replacement.
v) Speed Limits in Llangunnor - It was highlighted that the speed limits within Llangunnor were still higher than many neighbouring villages, it was Resolved (minute 1211 - 9(v) that: the Clerk write to CCC highlighting these issues and asking that some action take place.
vi) Dropping off for school buses - This be placed on agenda for next meeting.
vii) Christmas Dinner - Clerk make enquiries with Spilman Street Guest House for Xmas Dinner, members to confirm at next meeting whether they would be attending.

10. Finance Sub-Committee

To note that there will be a meeting of the Finance Sub-Committee on 16th January at 7.00pm in the Aelwyd.

To note that the next meeting will be held on Thursday 19th January 2012 at 6.30pm
