January 2011

Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 20th January 2011.

PRESENT: Councillor S Howells (Chair), A West, DE Williams, DI Davies, PE Totterdale, EA Jones, G Lloyd, D Watson, LK Carmody, GP Bevan and RO Griffiths.

APOLOGIES: Cllrs CM Jones and SH Thomas.

IN ATTENDANCE: PC M Richardson

101. Police Report

PC Richardson presented a verbal report on policing the local community. He reported on communications with County Highway Managers that the speed limit in Llangunnor Road is still under consideration and awaiting confirmation and approval given for a pedestrian crossing and a reduced speed limit in Nantycaws. He was hoping to arrange a joint meeting of Community Council representatives with County Enforcement Officers and the proprietors of the car sales establishments in Pensarn regarding the matter of parking on the pavements.
RESOLVED: Chair, Cllr West and Cllr Griffiths to attend the Pensarn meeting.

102. Chair's Announcements

Cllr Howells welcomed the two new Councillors, Mrs Glenda Lloyd and Mr David Watson and wished them well as representatives of the West and East wards respectively and both signed the 'Declaration of Acceptance of Office'.

Cllr Howells referred to the death Mr David Morgan, a former long standing Member of Llangunnor Community Council and called for Council to observe a minute's silence in respect of his contributions to the community of Llangunnor.

Cllr Elwyn Williams presented a tribute to David Morgan or 'Dai Mogs' as he will always be affectionately known in Llangunnor, stating that he will be remembered and respected for his high degree of commitment to the community having served as a Council Member of Llangunnor Community Council over 50 years and as Chairman on numerous occasions. His considerable contributions were much appreciated and indeed the community will continue to hold him in very high regard.

Members thanked Cllr Williams for a fine and worthy tribute.

103. Minutes

RESOLVED to approve as a correct record the minutes of:
i) The Monthly Council meeting held on 9th December 2010
ii) The Planning Committee meeting held on 9th December 2010.

In considering the minutes the following points were raised:

i) Minute 86): Portable public address system: Clerk to obtain costs
ii) Minute 86) Rosemary Wood has been nominated for the County Council Disabled Sports Person Award. Cllr Howells will be attending the award ceremony.
iii) Minute 87) Rhoslas nameplate street sign: A site meeting with the County Council Signage Officer was attended by Cllr West and the Clerk and the Officer agreed to review the current signs.
iv) Minute 94) Deportation Appeal - Ahner Rana: Clerk reported that the Immigrations Officer at the Home Office had confirmed receipt of the Council's appeal. Cllr Bevan informed Members that the matter was now subject to a legal appeal.
v) Minute 100i) Additional Grit Bin: Subject to removal of County Council constraints for preserving grit stocks County Council would consider placing a bin at the Haulfryn junction, Tregynnwr.
vi) Minute 100i) Flooding to the rear of Brynglas Crescent: County Council was not of the view that the flooding was caused by the additional developments at the Dyfed-Powys police HQ. RESOLVED: Request County Council to investigate this matter with the Environmental Agency.
vii) Minute 100i) Fly tipping Penymorfa Lane: County Council propose to install a fence behind the glass bottle recycling bin.
viii) Minute 100ii) Annual Member's dinner: Ex-Councillor Doreen Valentine unable to attend the Annual dinner - Defer presentation of Certificate to the Council AGM in May.

104. Budget 2011-12

Cllr D E Williams, Chairman of the Finance Committee advised Council that detailed consideration had been given by the Committee to the current financial position, the forecasted out-turn as at 31 March 2011 and to a draft budget presented by the Clerk based on the projected expenditure for 2011-12. Committee also reviewed the Council's Risk Assessment Schedule and in particular the fidelity guarantee cover as advised by the External Auditor.

The guidance received from the External Auditor on the revised process for the future submission, certification and approval of the Annual Return as required by the Accounts and Audit (Wales) (Amendment) Regulations 2010 were noted.

Following deliberations on the essential elements of the budget and paying due regard to the financial pressures on households resulting from the current situation facing the UK economy, Committee recommends:
• Approval of the budget proposals as detailed by the Clerk
• Set a precept of £34,500 for the fiscal year 2011-12, corresponding to £34.41 for band D properties;
• The fidelity guarantee cover of £50k is sufficient for the current year;
• As the Clerk had intimated that he would be leaving his post during the 2011-12 financial year, Committee recommends including a contingency in the budget to cover a hand-over period.

RESOLVED:
i) Members felt that the prevailing financial climate called for restraint and emergencies could be funded from the Council reserves and voted unanimously to accept the committee recommendations and agreed the precept requirement of £34500 for 2011/12.
ii) Cllr Williams was thanked for his report and the Clerk was thanked for presenting the detailed financial analysis to the meeting in a clear and meaningful way.
iii) Consideration be given at the February meeting to appointing a replacement Clerk and Responsible Finance Officer.

105. Precept 2011-12

Members witnessed the Chairman and the Clerk signing the 'Precept requirement form' for £34,500.

106. Public Lighting Plan - RESOLVED

With due consideration to the prevailing economic climate coupled with the global challenge to reduce carbon emissions it was agreed that the emphasis should be on increasing the number of part-night lamps. Clerk informed that he was awaiting further advice from the County Lighting Officer before identifying candidate lamps to be fitted with part-night switches.

Action identified:
i) Obtain a cost for extending lighting along Heol Capel Dewi from Bryntywi Mansion to Glantywi Lodge.
ii) Consideration of new lighting between Capel Philadelphia and the vestry in abeyance pending Highway Authority proposals for a pedestrian crossing and speed restrictions in Nantycaws.
iii) Remove from the plan the need for lighting on the footpath by 26 Rhoslas, Tregynnwr
iv) Query progress in getting a light installed on the footpath to the rear of 40 Bron y Dre, Tregynnwr with the County Housing Officer.

107. Zero Carbon Project - RESOLVED

Cllr Bevan outlined plans for the Carbon Zero Open Day at Ysgol Llangynnwr on Saturday 29th January and the tree planting in the Park on Saturday 5th February and in Ysgol Llangynnwr early in March.

He also reported that already trees had been planted along the former A48 at Nantycaws and alongside the road towards Pibwrlwyd. In total 2000 trees would be planted.

Responding to Member concerns over possible vandalism to the trees in the Park and the school Cllr Bevan confirmed that the tree plantations in the Park and at the school would be bounded by fencing and the trees individually staked. He was thanked for the report.

108. Llangunnor Park - RESOLVED

Clerk reported that the earth mound at the Park entrance had been removed by Western Power.

Discussion with the County Park Maintenance Officer revealed that funds should become available under 'Section 106' agreements reached on the Brynheulog residential development, that would enable improvements to be carried out at the Park including the entrance.

109. Reports from Members Representing the Council on other Bodies

Riverside Association - Cllr Griffiths reported on complaints to be conveyed to the County Council on the need to clean Pont King Morgan. Resolved to support the complaint.

112. Any Other Matter: RESOLVED

(i) Refer to County Council:
• Request the litter bin in Nantycaws be fixed to the pavement to deter its illicit removal.
• Request installation of road safety barriers on the Capel Dewi side of the temporary traffic lights on Heol Capel Dewi.
• Request County Director of Regeneration to respond to the request for the title ownership of properties in Pensarn as promised following a site meeting in April 2009.
• Complain that the current content of grit bins freeze solid and rendered impossible to extract when required.
• Tree overhanging pavement at the Gerynant/Llangunnor Road junction.
• Poor condition of the Roman Road street nameplates.
• Request County Council to replace the food waste bins adjacent to properties after emptying and not left obstructing pavements or mixed with bins of other properties.
• Request Highways Department to remove the loose chippings spread on pavements during the frosty weather.

ii)Agenda items for the February Council meeting resolved:
a) Motion: Cllr Griffiths presented the following motion for consideration by Council:

'That Llangunnor Community Council has a discussion on the appointment procedure of the election of councillors in the future, for the Llangunnor Community Council area.'
Members supported its inclusion on the agenda of the February Council meeting.
b) Allocation of grants: Cllr Griffiths requested that Council gives consideration to reviewing its procedures for exercising its power to allocate grants to deserving organisations.
