Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', on Thursday 16th March 2006 at 7.15pm

PRESENT: Councillor John David James Morgan (Chairman), D Elwyn Williams, Audrey M Jones, Mair Lloyd, Clifford Merlin Jones, Denzil Williams, Robin O Griffiths, Sarah J Howells, Doreen Valentine and Geraint P Bevan

APOLOGIES: Councillor Catherine James, Willian Denzil Vivian Evans, Police Inspector Parmenter, Police Sgt Maynard and PC Jo Davies

118. Chairman's Announcements

The Chairman welcomed all to the meeting and reminded Members to declare any pecuniary interests and record accordingly in the attendance register. He referred with sadness to the sudden death of former Council Member, Mr Howard Davies. He had attended the funeral and had conveyed condolences to the family on behalf of the Council. He informed Members that he and the Clerk had attended a special meeting convened by the County Council concerning naming the new Tywi Foot/cycle Bridge. Subsequent to the meeting the County Council had announced that the bridge would be named - Pont King Morgan Bridge. Also at the invitation of the County Council, and accompanied by County Cllr C M Jones and the Vice Chairman, Cllr RO Griffiths, he had walked over the bridge. It will be open to the general public in April and to be officially opened in a ceremony in June. He also wished to convey get-well wishes to Cllr WDV Evans and to Mrs Williams [mother of Cllr DE Williams] who were in hospital. Chairman asked Cllr M Lloyd to express the Council's congratulations and best wishes to her son Robert Lloyd on his appointment as Editor of the Carmarthen Journal. Chairman made a statement that the Police had fully investigated the 'mud throwing' incident and had identified the individuals concerned but they were not in a position to prosecute

119. Police Report

In a written report received from Inspector Parmenter it was noted that the concerns raised in the public meeting held on 14th March were being addressed. Council was also informed that Neighbourhood Police Officer, PC Jo Davies, would be temporarily replaced until she recommenced Neighbourhood Police duties following maternity leave

120. Minutes

RESOLVED to approve the minutes:
i) The Monthly Council meeting held on 16th February 2006 subject to an amendment to minute 116i) - Section 107 being changed to Section 137.
ii) The Planning Committee meeting held on 16th February 2006

In considering the minutes the following points were raised:

a. Minute 107a) Lighting Improvements: Capel Dewi Road - awaiting quotation
b. Minute 107b) Noted that the County Council vehicles do not now park in Blaengwastod Road - Cllr RO Griffiths thanked Cllr CM Jones for assisting with this matter.
c. Minute107c) Bus Shelter near Yr Aelwyd: Report to County Council that the replaced panel is still loose.
d. Minute 107h) Penymorfa footpaths: RESOLVED to note that the Definitive Maps of registered local footpaths received from the County Council do not include the footpaths in question - they are classed as 'housing' footpaths and fall outside the remit of the Authority.
e. Minute 108: RESOLVED to convene the next joint public and police meeting in June.
f. Minute 109 Llangunnor Park 2006/7 Insurance Premium: RESOLVED confirm Chairman's payment authorisation and thanks to Cllr DE Williams for establishing the reasons for the increase.
g. Minute 116 ii) Registered Footpaths: RESOLVED to note that the County Council will be prepared to pay costs for essential emergency repair work and minor maintenance work such as trashing and ditching etc. Clerk to seek approval for each job from the County Council Rights of Way Officer.
h. Minute 117 ii): RESOLVED note that County Council [Street Scene] would adopt the mowing of the grassed island in Bryn Tywi.
i. Minute 117 iv): RESOLVED refer the invitation to County Cllr Wyn Evans, who now has the County Council Economic Development portfolio

121. Co-Option of New Member - West Ward

Clerk reported that no request had been made to the Local Returning Officer for an election to fill the vacant seat and that subsequently Mr Alun West, 4 Haulfryn, Tregynnwr, had expressed in writing his interest in being co-opted as a Member to represent the West Ward. RESOLVED: proceed with the co-option process and invite Mr West to attend the April meeting

122. Footpath and Bridleway Maintenance Programme - 2006/7

RESOLVED: request 'walking man' signs on registered footpaths, referenced 28/1, 28/2, 28/5, 28/16 and 28/35. Due to regular flooding, request that both the 'Sticle' and the 'wetlands' footpaths in Pensarn are raised above flood levels

123. Llangunnor Park Association

Cllr D Williams reported that due to the death of Mr H R Davies, Chairman of the Park Association, the scheduled March meeting had been cancelled. He conveyed the Association's thanks to Council for the payment of the annual insurance premium. He also appealed for Members to canvass for additional interested individuals from the community to join the Association as membership was dwindling

124. Outdoor Seating

RESOLVED: 5 potential locations for outdoor seating were identified - Login Road; Nantycaws Square; near bus shelter in Heol Capel Dewi; by 'Tywi Ford' roundabout and in Llangunnor Road. Clerk to liaise with County Council Street Scene to agree exact positions

125. Glanffynnon/Elder Grove Boundary

Cllr M Lloyd reported that by default a 'right of way' was being established between Elder Grove and Glanffynnon. RESOLVED: request the County Council to replace the boundary fence with the reinstatement of the original boundary hedge

126. Network Rail and Carmarthen Station

Cllr Griffiths reported on consultations with Network Rail, the South West Wales Community Rail Partnership and the Carmarthen Station Manager. A new shelter for passengers has been provided on Platform 2 and some of the vegetation within the curtilage of the station had been removed. An area adjacent to Old Llangunnor Road, in the ownership of Network Rail, needed clearing and additionally was seen to have the potential to be developed as a car park. RESOLVED: refer the car park proposal to Network Rail, Carmarthen Station Manager and the County Council

127. Reports from Members Representing the Council on other Bodies

i) Taf/Myrddin Network:
Cllrs D Valentine and CM Jones who had attended, reported on proceedings. Cllr R Griffiths expressed disappointment that the Parks issue raised by Llangunnor Council had only obtained a written response from Council Managers. Cllr Griffiths believed that the appropriate Managers should attend the meeting in person to hear the views of the Network representatives. RESOLVED: Refer the matter to the Network Officer

ii) Eisteddfod yr Urdd 2007 - Appeal Committee:
Cllr Bevan reported that the St David's Concert cancelled due to inclement weather conditions would now be held at 7.30pm on 4th May 2006 in Llangunnor Church. Cllr Bevan also provided Members with details of the Eisteddfod 'Welcoming' events that will be held at various venues across Carmarthenshire in early April 2006. Council Chairman announced that he would be donating £100 to the Appeal Committee. [Cllr G Bevan declared his interest, as he was Chairman of the Appeal Committee]. Cllr Griffiths indicated that Ysgol Llangynnwr School would seek Council support to purchase essential material for use in the eisteddfod competitions

iii) Ysgol Llangynnwr Governors:
Cllr DE Williams reported on the recent Governors meeting

iv) Carmarthen Forum:
Cllr Griffiths felt that the Forum is becoming low key and he expressed concern regarding the future of the roundabout landscaping project. RESOLVED: consult the County Council on progress with the landscaping project

- Noted traffic speed investigations planned for Login Road. RESOLVED: copy correspondence to Mr Webley, Login Road resident
iii Requests for financial aid: Financial appeals from WRVS and the Carmarthen and District Hospice Appeal - invitation to attend concert in the Lyric Theatre - referred to April 2006 meeting
iv Community Rail Partnership: Apology received for the omission of Llangunnor Council from the Partnership launch event
v Local Health Board: Noted invitation to attend a 'World cafè' event at Ammanford
vi Cllr D Valentine, Chair of Llangynnwr/Tregynnwr Residents and Tenants Association: Seeking Council support for a Community Hall for the Llangunnor Parish. RESOLVED: Provide letter to the Association declaring full Council support for a Community Hall
vii Carmarthenshire Tourist Association: Updating Council on the request to place IT facilities for public website access in schools
viii Zurich Municipal: Confirmation that material damage to the Christmas tree was not inclusive in the insurance policy. RESOLVED: Insure for third party liability only
ix Capel Dewi Community Association: Thank you letter for donation
x Play equipment promotional leaflets: Forwarded to the Park Association

130. Any Other Matter: - RESOLVED

i) Council AGM 2006: The Council AGM to be held in the Day Room, 'Yr Aelwyd', Tregynnwr at 6.45pm on 11 May 2006.
ii) Refer the following to the County Council: Need to repair the fence adjacent to the former 'Terry Griffiths Snooker Hall' in Pensarn and to clear the area of litter and other rubbish; replant the trees felled on the splay verge at the entrance to Penymorfa and to provide a fence at the inner boundary of the splay; to supply a salt bin at the top of Penymorfa; to remove the earth mounds deposited on the verge near Glannant cottages Nantycaws; provide a roadside safety barrier on the river side of Heol Capel Dewi between Tywi Lodge and Riverside and as a temporary measure provide additional verge marker reflector posts
