Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', on Thursday 20th April 2006 at 7.15pm

PRESENT: Councillor John David James Morgan (Chairman), Clifford Merlin Jones, Denzil Williams, Sarah J Howells, Doreen Valentine, Geraint P Bevan and T Alun West

APOLOGIES: Councillor D Elwyn Williams, Audrey M Jones, Mair Lloyd, Catherine James, Robin O Griffiths, Willian Denzil Vivian Evans and Police Inspector Parmenter

IN ATTENDANCE: Police Sergeant Maynard and Ian Lewis, Carmarthen Journal

131. Co-option of New Member

The Chairman welcomed Mr Alun West, 4 Haulfryn, Tregynnwr to the meeting and invited him to address the Council. Members voted unanimously to co-opt Mr West as a Member to represent the West Ward on Llangunnor Council. Mr West signed the 'Declaration of Acceptance of Office' and was handed supporting material on the role of the Community Councillor

132. Chairman's Announcements

The Chairman reminded Members to declare any pecuniary interests and record accordingly in the attendance register. The Council's get-well wishes had been conveyed to Cllr WDV Evans. He had attended two Council sub meetings, namely the Objective 1 project and the visit to Nantycaws Waste Management Site. He had attended the Llangunnor School annual swimming gala and had the pleasure of presenting the trophies

133. Police Report

Sgt Maynard confirmed that approval had been obtained to establish the community police base at 60 Bron y Dre, Tregynnwr and refurbishing will commence shortly. He also informed members that PC J Lewis has been appointed as the Community Police Officer until PC Jo Davies returns after maternity leave. He referred to various actions taken and the subsequent arrests of individuals for damage and anti-social behaviour in the area. Members said complaints had been received regarding the dangerous practise of playing golf in the Park despite a sign erected prohibiting it. Also the 'Handyman' had raised awareness to the vast amount of broken alcohol bottles and cans deposited on the playing field. Sgt Maynard will request the Community Police Team to include the Park in their patrols. The Chairman thanked Sgt Maynard for the report

134. Minutes

RESOLVED to approve the minutes:
i) The Monthly Council meeting held on 16th March 2006.
ii) The Planning Committee meeting held on 16th March 2006

In considering the minutes the following points were raised:

a. Minute 120a) Lighting Improvements: Capel Dewi Road - received quotation for £13650 to install 7 light columns on Capel Dewi Road from Church Lane junction to Bryntowy Mansion. Following detailed discussion on the need for lights to be installed as far as Glantowy Lodge RESOLVED: Cllr CM Jones to explore loan facilities available to the Council to meet the cost of installing lights as far as Glantowy Lodge, to County Council adoptable standards.
b. Minute 120i) Awaiting response from County Cllr Wyn Evans, who now has the County Council Economic Development portfolio.
c. Minute 124. County Council prepared to supply 3 seats and a possibility of another 2 later. RESOLVED: Clerk and Vice Chairman to liase with Highways and agree positions at the identified locations.
d. Minute 129ii). Members welcomed rejection of the proposals to reduce the level of day-care services at the Myrddin Centre.
e. Minute 130ii). Clerk reported on the County Council responses. Concerning the splay area at Penymorfa junction with Penymorfa Lane. The County Council cannot trace the person responsible for felling the trees and will not provide a fence to denote the rear boundary. RESOLVED: Clerk to ask County Council if they would agree to the Community Council erecting a fence

135. Llangunnor Park Association

Cllr D Williams reported that the footpath would be tarred in April and funding to improve the entrance should be available in May. The litter and broken glass was an on-going disappointment and the provision of bins is being considered. Hopefully the SPBO Police patrolling the Park will have an impact on the situation. The possibility of developing a Community Hall on the Park was raised but Cllr Williams said the terms of the lease precluded permanent buildings on the field. He will obtain copy of the lease document for the next meeting

136. Distribution of Grants

10 applications received for grant aid. RESOLVED the following allocation:
£50 each to: Wales Air Ambulance Cymru and The United Counties Show;
£25 each to: Kidney Research Unit Wales, Carmarthen Women's Aid and CRUSE Carmarthenshire;
£15 to Carmarthen and District Hospice

137. Council Wards

RESOLVED: Chairman deferred this item to the May meeting and requested the Clerk to obtain information on the criteria for determining the number of Wards in Community Council areas

138. Renewal of Contracts

i) Playing Field Grass Cutting:
Only one tender received. RESOLVED to award the contract for the 2006 season to the County Council at the quotation price of £965. Request Council to cut the grass right up to the hedges

ii) Provision of Internal Audit for year 2005/6:
The Clerk reported that the 2004/5 Auditor would be prepared to audit at the same fee - £150. RESOLVED: refer to the AGM

iii) External Audit:
The External Auditor for 2005/6 BDO Stoy Hayward has advised Council that the audit fee will remain at the same level as for 2004/5.RESOLVED: refer to AGM

139. Objective 1 Project

Cllr Bevan reported on the project sub-group meeting with Mr A Nicholas from the County Council Objective 1 Bureau. Advised to apply for grant in May to the Heritage Lottery Fund. Declaration of support required from Council and other community groups to accompany the application. RESOLVED: Council to provide a statement of support for the project

140. Reports from Members Representing the Council on other Bodies

Eisteddfod yr Urdd 2007 - Appeal Committee:
Cllr Bevan reminded Members that the St David's Concert cancelled due to inclement weather conditions would now be held at 7.30pm on 4th May 2006 in Llangunnor Church

xi A&E Garden Maintenance: Local company offering ground maintenance services - Note for Playing field grass cutting tender 2007
xii Footpath between Penymorfa and Y Talar: Letter from a Penymorfa resident inquiring whether the public footpath was under the management of the Community Council and noting the street lighting column installed in the path. The Clerk further reported on a telephone call received from the resident immediately before the meeting concerning his need to repair the fence between his property and the path, because of its unsafe condition. He was also unclear about the overall status and public liability aspects relating to the path. Following discussion on the points raised and in view that the fence is the responsibility of its owner, Council RESOLVED: i) Inform Mr Evans that the public path was established when the properties adjacent to the path were developed; ii) confirm that the installation of the lighting column was arranged by the Community Council
xiii Carmarthen Town Council: Invitation to the Chairman and guest to attend both the Mayor's Installation Ceremony and Civic Service. RESOLVED: Chairman and Clerk to attend
xiv Play equipment promotional leaflets: Forwarded to the Park Association
xv : All other correspondence received was noted

143. Any Other Matter: - RESOLVED

i) Refer the following matters to the County Council - excessive surface water in Haulfryn [refer directly to the Chief Executive as numerous other complaints to the County Council have failed to resolve the matter]; need for litter bins at the A48 end of Pibwrlwyd Lane and to realign the 30mph sign to face the correct direction; sewerage in the water egressing from the culvert in Sticle path.
ii) Invite Mr Kevin Evans and guest to the Chairman's Annual Dinner following the AGM, and present Mr Evans with the 'Community Certificate' in recognition of his success in winning a silver medal in boxing at the Melbourne 2006 Commonwealth Games.
iii) The Chairman reported that he had prepared a draft Contract of Employment for the Clerk [Council meeting Sept 2005, Minute 49iii refers] and he wished to form a sub-committee to consider same. RESOLVED: Chairman, Vice Chairman, Chair of Planning and County Cllr CM Jones were nominated members of the sub-committee and to report back at the AGM
