Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', on Thursday 15th June 2006 at 7.15pm

PRESENT: Councillor Robin O Griffiths (Chairman), John David James Morgan, Clifford Merlin Jones, Denzil Williams, Sarah J Howells, Doreen Valentine, Geraint P Bevan, T Alun West, D Elwyn Williams, Audrey M Jones and Mair Lloyd

APOLOGIES: Councillor Willian Denzil Vivian Evans

13. Chairman's Announcements

Chairman welcomed all to the meeting and reminded Members to declare any pecuniary interests and record accordingly in the attendance register. He mentioned his involvement in the community since the May meeting and referred to the Carnival Queen selection event and the reception to the Duke of Gloucester at the Dyfed Powys Police HQ. He thanked all for their support with the Civic Service at Llangunnor Church and informed Council that he would wish to invite the pupil 'School Council' of Ysgol Llangynnwr to observe a future Community Council meeting. Members fully supported the proposal

14. Minutes

RESOLVED to approve the minutes as a correct record:
i) The Monthly Council meeting held on 18th May 2006.
ii) The Planning Committee meeting held on 18th May 2006

In considering the minutes the following points were raised:

a. Minute 2b) Clerk awaiting response from Cllr C Scourfield. RESOLVED: Clerk to invite to the July meeting.
b. Minute 6) RESOLVED: i) Clerk to establish whether Members who sign public petitions need to 'declare a personal interest' in Council meetings and ii) to note receipt of copy of letters from County Council to the landowner of the path inviting dedication of the path and to adjoining properties informing them of the County Council's action.
c. Minute 7) Clerk reported that the Highways Agency is assessing the damage to the broken fence in Pensarn Road.
d. Minute 8) Carmarthenshire County Council Housing Department rejected the request to reinstate the Elder Grove/Glanffynnon boundary hedge. RESOLVED: Members to attend a site meeting at 6.30pm before commencement of the July Council meeting [July 20th 2006].
e. Minute 12i) Pant Farm hedge: Clerk reported that the matter has been referred by the County Council Highways Section to the County Council Legal Services Department.
f. Minute 12iii) Cllr CM Jones is in the process of locating the sports equipment

15. AGM Minutes

RESOLVED to receive as a correct record the minutes of the Annual General Meeting held on 11th May 2006

16. Llangunnor Park Association

Cllr D Williams reported that the development work was in progress and will confirm when the work has been completed

17. Council Wards

Clerk reported that the County Council has been requested by the Boundary Commission to undertake a countywide review of communities. RESOLVED: To accept the Clerk's report and to provide information to the review when requested

18. Lighting - Capel Dewi Road

Clerk reported that the closing date for a loan sanction by the Welsh Assembly for 2006/7 had passed.

RESOLVED: To obtain full cost of extending the lights as far as Glan Tywi Lodge and to approach the County Council for a staged financial payment arrangement

19. Seat Outside Yr Aelwyd

RESOLVED: Providing a replacement seat was not the responsibility of the Community Council

20. Christmas Tree - Nantycaws

RESOLVED: Clerk to present estimated costs to the July meeting

21. Reports from Members Representing the Council on other Bodies

i) Town Forum Meeting:
Chairman provided details on the Carmarthen Riverside Festival 8/9 July. He also drew attention to the poor presentation and care of the grass verges between Pont Cynnwr and the recently enhanced 'Towy Ford' roundabout. RESOLVED: Invite the Carmarthenshire County Council's Director of Technical Services to the September meeting

ii) Police Liaison:
Cllr D Williams informed Council of the latest position regarding the amalgamation of the four Police Forces in Wales. Chairman thanked Cllr Williams for the report

iii) Eisteddfod yr Urdd 2007 - Appeal Committee:
Cllr Bevan reported that half the Carmarthenshire fund raising target [£250k] already had been reached and that Llangynnwr had almost met its own target. Chairman congratulated Cllr Bevan on the Committee's achievement. RESOLVED: Council jointly with Carmarthen Town Council to request the County Council for permission to place appropriate bunting etc on the bridges over the River Tywi

22. Approve Schedule of Accounts

RESOLVED to approve the monthly expenditure schedule presented by the Clerk:

- Noted request for material and volunteers for the stand at the Swansea National Eisteddfod in August

vii Brynderwen Residential Home: Invitation to the Chairman and Clerk to attend a resident's 100th birthday celebration on 6th July
viii Charter88: Request to support the campaign for the Sustainable Communities Bill. RESOLVED: Request MP to support the Bill
ix SM Bowen, Lindisfarne, Blaengwastod Road: Complaint regarding young people's anti-social behaviour following installation of seat in the Blaengwastod Road Bus Shelter. RESOLVED: Inform that the shelter is provided for bona fide bus passengers and the matter regarding youth behaviour will be referred to the Community Police
x Mid and West Wales Fire Authority: Noted future consultation on the Risk Reduction Plan
xi Zurich Municipal: Noted lower annual insurance premium resulting from a reduced number of bus shelters
xii : All other correspondence received was noted

24. Any Other Matter: - RESOLVED

Refer the following matters to the County Council: Need to cut back overgrowth on Babell Hill pavement, the footpath between Ysgol Llangynnwr and Haulfryn and the Sticle footpath; clear away the accumulation of dumped soil and green waste alongside the footpath between Haulfryn and Ysgol Llangynnwr; the need for an appropriate road traffic sign at the Stephen's Way / Pensarn Road junction; no walking man signs on Sticle footpath; investigate the removal of hedge near the new business, Andrew's Autos and a broken concrete post, in Old Llangunnor Road
