January 2006

Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', on Thursday 19th January 2006 at 7.15pm

PRESENT: Councillor John David James Morgan (Chairman), D Elwyn Williams, Audrey M Jones, Denzil Williams, Mair Lloyd, Clifford Merlin Jones, Robin O Griffiths, Willian Denzil Vivian Evans, Doreen Valentine, Geraint P Bevan and Catherine James

APOLOGIES: Councillor Sarah J Howells, Police Inspector C Parmenter and noted resignation of Cllr Peter Williams

IN ATTENDANCE: Police Sergeant M Maynard, PC Jo Davies, Ian Lewis, Carmarthen Journal and 7 Community Residents

88. Chairman's Announcements

The Chairman welcomed all to the meeting and reminded Members to declare any pecuniary interests and record accordingly in the attendance register. He informed Members that Cllr Peter Williams had tendered his resignation. RESOLVED:
i) send letter of thanks for his contributions to the Community Council ii) Clerk to issue public notice of the vacancy

Chairman thanked Cllr CM Jones for representing him at the Capel Babell Christmas Fayre and Cllr R Griffiths at the Nine Lessons and Carols Service at Llangunnor Church. He had attended a most enjoyable Christmas Carol Service at Ysgol Llangynnwr and had given a donation. On 15th December he attended a meeting at Carmarthen Divisional Police Station to discuss policing the community in Llangunnor. In response to a request from Capel Dewi Association for financial support he had made a donation of £25

89. Police Report

PS Maynard informed members that a base for the Community Police Team will be established at 60 Bron y Dre, Tregynnwr. It would be open to the public and reinforces the Neighbourhood Policing concept. He was hopeful that the 2 temporary Community Beat Support Officer posts would be retained on a permanent basis

90. Residents

Chairman welcomed the members of the public present who had requested an opportunity raise matters with the Council. RESOLVED: to authorise the members of the public to address the Council.
i) N Webley, Login Road.
Mr Webley appealed for the speed limit in Login Road to be reduced to 30mph. RESOLVED: support the appeal and refer the matter to the County Council with copies to the Assembly Member, Police, Fire Service and the Ambulance Service.
ii) Messrs. Taylor, Rowlands and Mason
Appealed for Council support to address the problem of anti-social behaviour in Tregynnwr. It was agreed that Council has achieved much and that matters are raised in dialogue with the police at its monthly meetings. RESOLVED: to arrange a special open meeting of Council with the Police to discuss the policing of Llangunnor

91. Minutes

RESOLVED to approve the minutes:
i) The Monthly Council meeting held on 8th December 2005
ii) The Planning Committee Meeting held on 8th December 2005

In considering the minutes the following points were raised:

a. Minute 76b) Lighting Improvements - Bolahaul Road: Clerk reported that the quotation received was £5100. RESOLVED: approve.
Capel Dewi Road: Quotation received for 2 columns £3985 RESOLVED: obtain estimates from contractor for 5 columns and negotiate payment terms and explore loan arrangements for Councils
b. Minute 76c) County Council vehicles Parking in Blaengwastod Road. Clerk reported on response received. RESOLVED: Cllr CM Jones to refer matter to County Council and Clerk to write again to the Chief Executive of Carmarthenshire County Council.
c. Minute 76d) Diversion to footpath 28/26 - Pant y Parchell end. Cllr DE Williams reported on the site visit and recommended that Council does not object to the application. RESOLVED: Approved.
d. Minute 80) Bus Shelters [Cllr DE Williams declared an interest in this matter and left the room] - Cllr D Williams reported that the concrete Bus Shelter at Pibwrlwyd erected by the Council, had been removed. Clerk said the County Council had not consulted Council on the matter and that its removal had implications for the cleaning contract and the annual insurance policy. RESOLVED: i) request County Council to clarify their action ii) Clerk to inform the insurance company iii) The cleaning contract is materially unchanged as the handyman now cleans the new bus shelter installed nearby at Pibwrlwyd, by the County Council. Clerk reported that he had asked the County Council to install a metal seat and to repair the broken timetable unit in the Heol Blaengwastod shelter and to replace the glass panel in the shelter outside Yr Aelwyd.
e. Minute 87iii) Cllr CM Jones confirmed that the parents appeal had been successful

92. Report on Meeting with Dyfed-Powys Police

Council RESOLVED

Pursuant to section 100 of the Local Government Act 1972 to consider this item in private and the public was excluded from the meeting during such consideration

The Chairman reported on the informal meeting with the Community Police Team at the Divisional Police Station, Carmarthen on 15th December. The Police recommended holding regular Forum meetings with nominated representatives of the Community Council. Following discussion RESOLVED:
i) To seek clarification from Un Llais I Gymru/One Voice Wales whether Council can exclude the public from its meetings with the Police
ii) Invite the Police to convene Forum meetings and nominated Cllrs CM Jones, D Valentine, WDV Evans and D Williams as the Council representatives

93. Llangunnor Park Association

Quotations for the entrance were awaited. Debris and trash clearing had been done - Cllr CM Jones was thanked for making the arrangements

94. Objective 1 Project

Cllr Bevan outlined in broad terms a project proposal to strengthen community identity by developing amenity points at three key locations in the community. A further meeting is to be arranged with the Objective 1 Bureau to detail the project

95. Budget 2006-7

The Clerk detailed the financial position for the year to date and the forecasted the out-turn as at 31 March 2006. He presented a draft budget for 2006/7 that would require Council to levy a precept of £29,500. After careful consideration of Council needs for 2006/7 it was RESOLVED:
(i) To levy a precept of £29,400. The projected minimal shortfall to be found from reserves. The precept translates to £29.93 per household for 2006/7
(ii) Witness the signature of the Chairman to the 'precept requirement form'.
(iii) The Clerk to establish an operating budget for 2006/7 based on the Council's needs.
(iv) To congratulate the Clerk for the financial analysis presented to the meeting

96. Clerk's Contract and Conditions of Employment

Deferred to a future meeting

97. Roadside Milestones in the Community

Cllr DE Williams emphasised the heritage value of the roadside milestones and informed Council that only 4 of the 6 milestones recorded on historical maps remained in the community: 3 on Heol Capel Dewi and 1 on Llangunnor Road and they were all in poor condition. Two stones on the former A48 and a milepost on the Llanelli Road near Pibwrlwyd were already gone. Cllr Williams was aware of a contractor who would refurbish the existing stones for £45 each RESOLVED: refurbish the 4 remaining milestones

98. Landfill Tax

Deferred to a future meeting

99. Wales Assembly Government Consultation on 'Local Service Delivery'

Consideration was given to the consultative document RESOLVED: Clerk to respond and declare support for the review and to emphasise the importance of obtaining the views of service end-users

100. Glanffynnon/Elder Grove Boundary

Deferred to the February meeting

101. Official Council Stationery

Proofs of new bilingual letterhead and compliments stationery were tabled. RESOLVED: Proofs approved and Clerk to obtain supply

102. Reports from Members Representing the Council on other Bodies

i)Carmarthen Forum:
Cllr R Griffiths reported that the planning application for the enhancement work on the roundabouts near the former Tywi Ford and Pont Cynnwr had been approved

ii)Un Llais I Gymru/One Voice Wales:
Cllr Griffiths reported that the Parks Funding issue is to be referred to the Un Llais I Gymru/One Voice Wales Policy meeting. Further research by Cllr Griffiths showed that other Carmarthenshire areas were receiving County Council funding to cut the grass and had regular health and safety checks. RESOLVED: await further response from Un Llais I Gymru/One Voice Wales

105. Any Other Matter: - RESOLVED

i) Clerk to obtain progress report from County Council on the trees growing over the pavement alongside Pant Farm, Heol Capel Dewi
ii) Clerk to inquire whether County Council would provide public seats in the Community and to include on February Agenda
iii) Poor surface condition of footpaths from Gerynant to Bryn Tywi and Awel Tywi and between 18/19 Golwg Tywi. Clerk to establish who is responsible.
iv) Place the means of funding a street lighting scheme as far as Glan Tywi Lodge, Heol Capel Dewi, on the agenda of the February meeting.
v) Clerk to write to the Chairman of County Council affirming support for the request received from Ysgol Llangynnwr for the pupils to be involved in the opening ceremony of the new cycle/footbridge over the Tywi.
vi) To inscribe the Chairman's name on the Chain of Office.
vi) The Chairman confirmed the New Year dinner arrangements
