Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 18th November 2010

PRESENT: Councillor Sarah Howells (Chair), DI Davies, Alun West, EA Jones, D Elwyn Williams, Selwyn H Thomas, L Keith Carmody, Paul E Totterdale, Geraint Bevan and Robin O Griffiths

71. Police Report

Cllr Howells invited PC Richardson to present his report on policing the local community. Both Halloween evening and bonfire night had been closely policed and were quiet with only minor incidents dealt with. He had met with the Head of Ysgol Llangynnwr together with Mr McEvoy, County Traffic Manager, concerning the proposal to trial a voluntary one-way traffic arrangement by parents along Penymorfa Lane and alleviate traffic difficulties experienced during the school run. The initiative was supported and with the cooperation of parents, is planned to commence in the New Year with the school traffic direction towards the Rhiw Babell junction end. Speed monitoring in Llangunnor and Nantycaws had resulted in enforcement. Members raised concerns that vehicles are parked near the Rhoslas/Rhiw Babell junction and also caravans are left on Tregynnwr estate roads. PC Richardson agreed to investigate. He drew notice to the next PACT meeting to be held at Yr Aelwyd on 30th November at 7.00pm

72. Chair's Announcements

Cllr Howells reported that she had attended the Remembrance Day Service in Ysgol Llangynnwr and had laid a poppy wreath during the Remembrance Sunday Service in Llangunnor Church. She reminded Members of the switching-on of the Christmas tree lights at 6.00 pm on Thursday 25th November

73. Minutes

RESOLVED to approve as a correct record the minutes of:
i) The Monthly Council meeting held on 21st October 2010 subject to noting that Ms Rosie Wood should be presented with the Community Certificate as agreed at the meeting [minute 70ii refers]
ii) The Planning Committee meeting held on 21st October 2010

In considering the minutes the following points were raised:

i) Minute 58): Road Safety Issues - Clerk had not to date received responses to the matters referred to the County Head of Transportation. In relation to the assertion that vehicles travel at excessive speed on Babell Hill, Cllr Griffiths believed that the number of times the concrete pillars under Pont Pensarn had been damaged by vehicles was indicative of high speed but probably were not registered by the Police as injury related accidents and not counted towards assessing priorities for road traffic management measures. RESOLVED: obtain information from the County Council on the number of times the pillars have been repaired.
ii) Minute 60 - Referring to proposed Bus Shelter in Elder Grove: Cllr Bevan reported on the site meeting held with County Transport Officers and an Elder Grove resident at which an appropriate design of bus shelter and its best location were agreed. Cllr Bevan further reported that the costs involved will be available at the December meeting for a final decision on the three proposed shelters at Pensarn, Elder Grove and Heol Capel Dewi.
iii) Minute 60 - Referring to the Carbon Zero Project: the Clerk believed that the application for grant would be successful subject to the Community Council confirming an agreement with the County Council for the future management and maintenance of the trees planted on Highway verges. RESOLVED: Members agreed to seek to enter into the required agreement with the County Council
iv) Minute 60 - Referring to sewerage on verge near Penlan: Clerk reported the matter had been resolved by the County Public Protection Officers.
v) Minute 64 - Referring to the External Audit of Accounts 2009-10: Clerk reported that the fidelity guarantee cover had been increased to £50k by the Council insurers [Zurich Municipal] at no additional cost.
vi) Minute 69iii) - Referring to Rhoslas street sign: Site meeting requested, awaiting County response.
vii) Minute 70i) - Referring to grit bin for Awel Tywi. Clerk reported that a new bin will be provided by the County Council

74. Councillor Vacancy - East Ward

The Chair announced receipt of letter from Cllr J Green tendering his resignation as Councillor on Llangunnor Community Council. RESOLVED: i) Clerk to action procedures for filling the vacancy. ii) Clerk to convey the Council's appreciation for the contributions made by Cllr Green and to wish him well for the future

75. Councillor Vacancy - West Ward

Following consultation with the County Statutory Services Manager confirming that the initial public notice already displayed complied with legislation and therefore obviates the re-issue of notices, Council can seek to co-opt a member. RESOLVED: Members to advise interested persons to submit their interest in writing to the Clerk by the December 9th meeting

76. Public Lighting Plan RESOLVED

Clerk reported that the new light approved for Nantycaws will be installed after Christmas and that the identification of candidate lamps for part-night controls would be reported at a future meeting after further consultation with the County Lighting Officer.
RESOLVED: i) Members to identify locations for additional lighting to be included added to the plan; ii) Clerk to provide list of candidate lamps for part-night control

77. Llangunnor Park RESOLVED

Clerk reported that a Section 106 commuted sum had been incorporated in the planning application for the new housing development at Brynheulog, Roman Road for improvements to the recreational facilities in Llangunnor

78. Dyfed-Powys Polcing Plan 2011-12 RESOLVED

Council identified anti-social behaviour, visibility and accessibility of the police, traffic speeding and vehicle crime as the main priorities of the Llangunnor community for the Dyfed-Powys local policing plan

79. Social Justice, Crime & Disorder County Scrutiny Committee Questionnare Concerning Alcohol Related Problems

RESOLVED Agreed to convey that it's not a major problem in Llangunnor but highlight anti-social noise nuisance and occasional vandalism stemming from alcohol as being experienced in certain parts of the community

80. Dates of Monthly Council Meetings 2011

Clerk presented a schedule of Council meeting dates for 2011 RESOLVED: Approve the dates and forward copy to the Warden of Yr Aelwyd

81. Reports from Members Representing the Council on other Bodies

i) Riverside Development: Cllr R. Griffiths reported on the recent meeting he had attended but there was nothing of significance to record.
ii) Dyfed-Powys Police Consultation: Cllr West reported that he had been unable to attend the meeting that was held in Llanelli
iii) Ysgol Llangynnwr Governors: Cllr DE Williams reported on building improvements approved by the Governing Body

RESOLVED: No objections in principle but appeal for retention of a public Right of Way over the identified section of highway as it has the potential to provide an off-road footway/cycle route that passes under the A40/A48 and alongside the railway sidings to Pensarn and onwards to Carmarthen.
Noted approval granted to place Christmas tree and lighting on highway land.

Cllr Griffiths enquired on progress in getting a directional sign outside Yr Aelwyd to indicate the location of the Police base. Clerk reported that it was being progressed.
