Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', on Thursday 18th March 2010 at 6.30pm
PRESENT Councillor Doreen Valentine (Chair), Alun West, DI Davies, D Elwyn Williams, Robin O Griffiths, Selwyn H Thomas, E Audrey Jones, C Merlin Jones, Paul E Totterdale, L Keith Carmody, Sarah Howells and Geraint Bevan

At the start of the meeting Cllr Valentine referred to the passing away of Councillor Green's wife and all stood for a minute's silence. Cllr Valentine had conveyed condolences on behalf of Council to Cllr Green and his family
114. Police ReportPC Richardson reported that in a site meeting with the County Highways Officer concerning improving driver visibility in the Nantycaws direction at the Penymorfa Lane/Llangunnor Road junction near to the agricultural shed, the Officer would be prepared to recommend modifying the white lines at the junction if the community council was supportive of the proposal. It was also requested that consideration be given by the Highways Authority to lowering the speed limit of Llangunnor Road to the statutory 30mph. RESOLVED: i) Convey support for improving visibility at the Penymorfa Lane/Llangunnor Road junction and for speed limit reduction. ii) Appeal for the provision of a central island refuge to facilitate road crossing by the bus stop opposite Gerynant in Llangunnor Road and remind the Authority that a similar proposition had been made for Nantycaws
115. Chair's AnnouncementsCllr Valentine had attended a Llangunnor Tenants and Residents Association event and had made a £50 donation to the Association
116. MinutesRESOLVED to approve as a correct record the minutes of:
i) The Monthly Council meeting held on 18th February 2010.
ii) The Planning Committee Meeting held on 18th February 2010
i) Minute 103: Police Surgery location sign: Clerk awaiting confirmation from the Police where their sign will be located before progressing purchasing an additional location sign.
ii) Minute 105 i) Home to School Transport: Awaiting response from Cynulliad Cenedlaethol Cymru/National Assembly for Wales.
iii) Minute 105 iii) Hedge side growth, Glanffynnon: Clerk reported that the hedge had been cut back.
iv) Minute 105 iv) Regeneration - Pensarn: Clerk to request response from the Director of Regeneration.
v) Minute 107 New Lighting columns: Clerk confirmed that the lighting columns had been installed at the agreed three locations - Nantycaws, Rhoslas and Haulfryn.
vi) Minute 109 Yr Aelwyd Hire Agreement: Following consideration of complaints regarding organisations denied access to hold meetings at the weekend, invite the Head of Housing to a Council meeting.
vii) Minute 113 i) Litter in Pensarn Road: (i) Area immediately surrounding the electricity transformer and (ii) the plantation area across the road are not County Council properties. RESOLVED: Refer (i) to Western Power and (ii) to the South Wales Trunk Road Agency requesting that the litter be cleared
Clerk reported on the site meeting involving the County Parks Grounds Officer, Tenants Participation Officer and representatives from the County Youth Service on the proposal to locate a steel container for the secure holding of play equipment for use by youth officers during programmed play sessions with local children. A suitable location on the west boundary was identified and earmarked for the container. The County Parks Officer would supervise the installation of the container. RESOLVED: Note the report
118. Council Environmental Policy StatementLlangunnor Community Council is committed to providing a quality service in a manner that ensures a safe and healthy community for our residents and minimises our potential impact on the environment. The Council will operate in compliance with all relevant environmental legislation and strive to use environmental best practices in all its activities. 119. Council Equal Opportunities Policy StatementOrganisations have a responsibility to promote equal opportunities and to oppose discrimination. In doing so, organisations play a positive role in encouraging good practice. Llangunnor Community Council aims to promote equal opportunities at all levels within the organisation and in all its activities to ensure that no individual is discriminated against and will conform with all the legislation relevant to anti-discrimination. • Councillor Griffiths informed Members that he wished to move a motion at the April meeting concerning bilingual nursery education at Ysgol Llangynnwr School and confirmed that he will provide the wording for the notice of motion
