Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 16th September 2010

PRESENT: Councillor Sarah Howells (Chair), DI Davies, Alun West, E Audrey Jones, D Elwyn Williams, Selwyn H Thomas, Robin O Griffiths, L Keith Carmody, Paul E Totterdale, C Merlin Jones, Geraint P Bevan and James Anthony Green

43. Standing Orders

RESOLVED: Reinstate standing orders following the summer recess

44. Councillor Vacancy - West Ward

The Chair announced receipt of letter from Cllr Doreen Valentine tendering her resignation as Councillor on Llangunnor Community Council. RESOLVED: i) Clerk to action procedures for filling the vacancy. ii) Clerk to convey the Council's appreciation for the contributions made by Cllr Valentine and to wish her well for the future. It was also agreed to present her with the Community Council Certificate of Merit in recognition of her contribution to the Llangunnor Community at the New Year dinner

45. Chair's Announcements

Cllr Howells reported on the Llangunnor Carnival and she thanked Cllr West for formally representing the Council at the Carnival. Members referred to the successful carnival and congratulated Cllr Howells and the Carnival Committee for its work in organising the event

46. Police Report

PC Richardson reported on parking difficulties in Haulfryn that had been brought to his attention. He also reported that further vehicle speed monitoring on various roads is to be undertaken shortly. He mentioned that he had dealt with incidences of alcohol drinking in Llangunnor Park

PC Richardson raised the matter of traffic congestion difficulties encountered in Penymorfa Lane during the morning and afternoon school runs. He had referred the matter to the County Highways Engineer and had discussed the possibility of introducing a one-way traffic flow system in Penymorfa Lane. He also mentioned a voluntary one-way arrangement exercised by the parents of a school elsewhere that was proving successful. Following discussion Council RESOLVED to convey to the Head of Llangunnor School that the Community Council would support a voluntary one-way arrangement by the parents and encourage the school to try it on an experimental basis

46. Minutes

RESOLVED to approve as a correct record the minutes of:
i) The Monthly Council meeting held on 15th July 2010
ii) The Planning Committee Meeting held on 15th July 2010

In considering the minutes the following points were raised:

i) Minute 30i): Police Surgery Location Sign: Clerk has met with the Housing Officer and appropriate wording is to be agreed.
ii) Minute 30ii): Surface water in Login Road: Clerk reported that the Highway Maintenance Engineer had indicated that very little can be done to drain the water but will maintain regular surveillance and keep the situation under review.
iii) Minute 30iii) Bus Shelter in Elder Grove: Designs had been received and forwarded to neighbouring residents in preparation for a site meeting with County Transport Department representatives.
iv) Minute 30vii) Home to School Transport: Clerk confirmed the arrangements for the walk to QE High School, starting at 8.00 am on Friday 24th September from Elder Grove. The MP, Jonathan Edwards and AM, Rhodri Glyn Thomas, will join the walk. Clerk will arrange for a metering wheel to measure the route and Members were requested to encourage parents and pupils to walk.
Clerk confirmed that Cllr C M Jones would move the motion concerning free school transport at the Un Llais Cymru/One Voice Wales AGM on October 9th.
v) Minute 32: National Training Programme: Clerk confirmed that none of the modules listed for September had been taken up and referred Members to further modules and the closing dates for applications.
vi) Minute 34: Formation of Youth Council: Chair reported that discussions are pending with the Youth Officers

47. Traffic on Llangunnor Roads

Clerk reported that he was awaiting responses to the following referrals made by Council to the County Transportation Department but no actions had ensued:
i) Nantycaws: introduction of road safety measures including a speed restriction with accompanying pedestrian crossing safety facilities such as a central refuge;
ii) Heol Capel Dewi: extension of the 40 mph speed restriction to Glantywi Lodge;
iii) Penymorfa Lane: creation of a 20 mph zone;
iv) Old Llangunnor Road: no parking restriction with double yellow line markings under Carmarthen Bridge;
v) Penymorfa Lane/Llangunnor Road junction: reconfiguration of the 'stop' line for traffic from Penymorfa Lane joining Llangunnor Road;
vi) Llangunnor Road: request reduction in the speed limit to 30 mph and a central refuge island for pedestrians crossing by the bus shelter

Cllr A West reported on the site meeting him and the Clerk had attended, together with representatives of Llandyfaelog Community Council and the County Highways Officer, to consider the introduction of a priority give way system on Heol Bolahaul at Pont Felin Pibwr, Cwmffrwd. The Engineer believed that the proposal was feasible and would proceed to draw up a scheme. RESOLVED: Invite the Highways Officer to attend a Council meeting for consideration of the referred items

48. Environmental Apperance of Pensarn

Council noted that much improvement had been achieved but some areas remained disappointing particularly the vegetation at the front of the former Creamery Offices and on Network Rail land in Old Llangunnor Road and the low hanging electric conductors. It was noted that Western Power was currently installing ducting to run the conductors underground and that the growth in front of the Creamery buildings had been referred to the County Council. The matter of car sales establishments parking their 'for sale cars' protruding onto the pavement and restricting passage was raised and the possibility of marking the rear boundary of the pavement. This matter was of concern as this section of pavement was identified as part of the safe walking route to both secondary schools QE High School and Bro Myrddin. RESOLVED:
i) Request the County Director of Regeneration and Leisure for an update on the issues referred following a site meeting held on 14th May 2009 [Minute 2 Council meeting 14th May 2009 and minute 21 Council meeting 18th June 2009 refer]
ii) Appeal to Network Rail to cut the vegetation in Old Llangunnor Road;
iii) Request the County Council to introduce markings at the rear of the pavements in Pensarn

49. Llangunnor Park

Clerk reported that the County Parks Department had provided a new fence at the entrance. The County Head of Parks and Leisure had noted the interest of nominating Llangunnor Community Park for inclusion in the Queen Elizabeth II Fields Challenge. Western Power has excavated a hole for underground power cable jointing at the Park entrance. RESOLVED: Request Western Power to remove the earth mound at the Park entrance as it would restrict the carrying out improvements to the entrance in the future

50. Zero Carbon Project

Cllr Bevan reminded Council that the project proposal was to plant 2000 trees to completely offset the carbon produced by powering the Community Council's street lighting. Potential Grant for the project had been identified under the 'Tidy Towns' initiative but it required a match funding element of £1000 from the Community Council. RESOLVED: Thank Cllr Bevan for the report and agreed to fund the £1000 match funding element

51. Carmarthenshire County Council - Joint Working

Consideration was given to a letter from the Leader of the County Council inviting Community Councils to have discussions on areas for supporting joint working such as winter maintenance, public conveniences and parks and playing fields. Members positively supported the proposal and commented that Llangunnor Council was already in partnership agreement in running the community park and highlighted that funding should also be made available. RESOLVED: Convey support in principle but subject to financing considerations and that each potential area for joint working would be judged on merit

52. Christmas Tree and Lights 2010

RESOLVED: i) Approve the provision of a community Christmas Tree at the former Tywi Ford roundabout. ii) Agreed that the lights 'switch-on' ceremony be held on the night before the Carmarthen Town Christmas lights are switched on. iii) Members to provide ideas for improving the provision at the October meeting

53. Public Lighting Plan RESOLVED:

i) Request update from the Housing Department on the proposed lighting in Bron y Dre footpath that Council had agreed to fund the energy and maintenance costs.
ii) Obtain estimate to place a lamp by Tir Pound, Nantycaws.
iii) Clerk to review the need for additional lighting in Tregynnwr
iv) Clerk to identify lamps appropriate for installing part-night operating controls
