Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 20th May 2010
PRESENT: Councillor Sarah Howells (Chair), DI Davies, Geraint P Bevan, D Elwyn Williams, Robin O Griffiths, C Merlin Jones, Paul E Totterdale, Doreen Valentine and L Keith Carmody

1. Chair's AnnouncementsCllr Howells welcomed all to her first meeting as Chair of the Council and thanked the Members for placing their confidence in her for the forthcoming year. She had attended the Carmarthen Town Mayor making ceremony on 14th May
2. Police ReportPC Richardson reported by letter that he was actively dealing with a specific local incident of anti-social behaviour and was monitoring excessive speeding along Mount Pleasant. In conjunction with the County Youth Service he was planning a football match for the local youth. Next PACT meeting to be held in Yr Aelwyd at 7.00pm on 27th May. Members reported an anti-social behaviour occurrence in Lôn Penymorfa
RESOLVED: Clerk to refer the matter to the Police.
RESOLVED to approve as a correct record the minutes of:
i) The Monthly Council meeting held on 15th April 2010.
ii) The Planning Committee Meetings held on 15th April 2010 and 13th May 2010
Minute 124: 'No Cold Calling Zones': Clerk reported that consultation with the residents in the Elder Grove and the Penymorfa area will be undertaken by the County Council in July.
Minute 127 i) Police Surgery Location Sign: Awaiting permission from Housing Department to erect the sign.
Minute 130: Additional winter grit/salt bins: County Council rejected the request made for additional bins at 3 locations. RESOLVED: Query the bin requested for Golwg Tywi
Minute 134 iii): Community Scheme to reduce carbon footprint. RESOLVED: invite the Development Officer to the Council's June meeting.
Minute 134 xi) & xii): Clerk reported the two areas had been de-littered.
Minute 135 i) Resurfacing of Login Road: County Council reported that the resurfacing had been completed. RESOLVED: refer complaint of water pooling on the road to the County Council.
Minute 135i) Decayed gate post and missing gate: County Council reported that the responsibility for replacement rests with the adjacent landowners since the County Council is only responsible for the surface of the lanes. RESOLVED: refer the response concerning the Green Lane from Penlan, Nantycaws to Cllr S. H. Thomas
Minute 135ii) 'No Through Road' sign in Nantycaws: County Highways Engineer confirmed that the combination of the 'Sat Nav' and 'No through Road' signs is a correct indicator of the road characteristic. RESOLVED: to note the report
Minute 135iv) The Clerk was thanked for successfully arranging the AGM and the Chairwoman's dinner
Members expressed concerns regarding dogs allowed to roam freely in the Park with consequential fouling and the occurrence of motorbike riding. RESOLVED: report these matters to the County Parks Department requesting that appropriate official signs are placed at the Park entrance
5. Director of Regeneration - Environmental Issues Concerning PensarnMembers considered the report received from the Director of Regeneration. All agreed that much improvement is noticeable but still there are areas of concern. RESOLVED: review the situation in the October meeting and Clerk to continue appealing to businesses to keep their fore court areas tidy
6. Additional Locations for Daffodil Planting - RESOLVEDMembers identified various locations in Llangunnor and Nantycaws for planting. The Clerk to organise in conjunction with the Chairwoman
7. Naming the Road Behind Morrisons Store in Parc Pensarn - RESOLVEDRefer to the County Council:
i) Has the road been adopted by the County Council?
ii) Query the name given to the road in Planning Applications - Heol Glasdwr.
iii) The land around the developments needs to be tidied
Cynulliad Cenedlaethol Cymru/National Assembly for Wales had confirmed that it's a matter for the local authority to manage its school transport provision. Also the 3 mile age-distance arrangements have stood the test of time and that there are no plans to change the current system. Members were also advised by the Clerk that the concessionary arrangement for Ysgol Bro Myrddin pupils would be withdrawn for new pupils entering the school in September. Following discussion Council RESOLVED:
i) Invite the recently elected MP, Mr Jonathan Edwards and the constituency Assembly Members to join Council Members in walking the County designated safe routes to both school and assess the health and safety aspects.
ii) Appeal for Un Llais Cymru/One Voice Wales support in promoting the case for reducing the age-distance arrangement from 3 miles to 2 miles in Wales.
iii) Subject to the responses to i) & ii) call a special meeting to discuss further action
It was noted that the annual Carmarthen River Festival would be held during the week commencing 14 June 2010.

(i) Refer to County Council:
• Painting of the public seats in the community
• Remind Council of the need to remove the wheel in the grass verge in Nantycaws
• Advise that Bank Farm Trailers customers park on highway land and pavement thereby obstructing driver visibility at the Login Rd/Llangunnor Rd junction. RESOLVED: Ask County Council to secure its land and refer the illicit parking to the Police
(ii) Community Council Notice Boards
Identified need to repaint the notice board in Nantycaws - RESOLVED: Clerk to assess the need to repaint all 3 notice boards and instruct the Council handyman accordingly.
[Cllr DE Williams declared his interest as a family relation of the Handyman and withdrew from the meeting]
(iii) Bus Shelters:
Clerk reported on the site meeting held with the Transport Structure Engineer and attended by Cllrs A West and R Griffiths to identify suitable locations for the proposed shelters in Elder Grove, Pensarn and Heol Capel Dewi. Suitable sites were identified and the Engineer confirmed that the County Council was prepared to proceed this financial year on the 50:50 shared cost basis. RESOLVED: i) Clerk to consult with the resident living adjacent to the selected Elder Grove location; ii) Powers delegated to the Chair, Vice Chair and Chair of Planning in conjunction with the Clerk, to agree the final installation arrangements with the County Council
