Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 17th June 2010

PRESENT: Councillor Sarah Howells (Chair), DI Davies, Alun West, E Audrey Jones, James Anthony Green, Geraint P Bevan, Selwyn H Thomas, Robin O Griffiths, C Merlin Jones, Paul E Totterdale, Doreen Valentine, L Keith Carmody and D Elwyn Williams [left after item 9]

APOLOGIES: PC M Richardson

1. Chair's Announcements

Cllr Howells reported on her attendance at the opening of the 'Chapel of Rest' at the former Login School and at the River Festival Events

2. Police Report

Due to illness PC M Richardson was not present to present a Police report

3. Minutes

RESOLVED to approve as a correct record the minutes of:
i) The Monthly Council meeting held on 20th May 2010
ii) The Planning Committee Meeting held on 20th May 2010

In considering the minutes the following points were raised:

i) Minute 3: Referring to previous minute 124: 'No Cold Calling Zones': RESOLVED: Clerk to check on the County Council plans to consult in July as there had been further concerns regarding cold callers in Elder Grove.
ii) Minute 3: Referring to previous minute 127i): Police Surgery Location Sign: Clerk and area Housing Officer to agree position of sign.
iii) Minute 3: Referring to previous Minute 130: Additional winter grit/salt bins: County Council will consider providing additional bin in Golwg Tywi before the winter and will review the request for the 3 other identified locations.
iv) Minute 3: Referring to previous minute 134 iii): Community Scheme to reduce carbon footprint. Clerk reported that the Officer was unable to attend the June meeting but available in July RESOLVED: invite to the July meeting.
v) Minute 3: Referring to previous minute 135 i) Resurfacing of Login Road: Area Highway Maintenance Officer to meet Clerk on site RESOLVED: convey road safety concerns due to pooling of surface water.
vi) Minute 4: Llangunnor Park: Concern expressed on the control of dogs in the park. RESOLVED: Clerk to obtain the County Council Policy on dog control in County Council Parks.
vii) Minute 7: Road into Parc Pensarn: County Council confirmed that the road is not adopted and the responsibility of the Welsh Assembly Government.
viii) Minute 8: Home to School Transport: See minute 6 below.
ix) Minute 12xi): Tywi View Residential Park: See minute 9 below.
x) Minute 13i): Public Seats: County Council agreeable for the Community Council to paint the public seats. RESOLVED: Clerk to arrange painting of seats
xi) Minute 13ii): Council Noticeboards: 'Handyman' instructed to paint the boxes located in Nantycaws & Llangunnor Road.
xii) Minute 13iii): Bus Shelters: Clerk reported on consultation with the owner of the adjacent property in Elder Grove. Though initially opposing the location, owner wanted to examine the design before finalising her views. RESOLVED: Clerk to obtain design from County Council for further liaison with owner

4. AGM 2010 Minutes

The minutes were confirmed as a correct record of the meeting held on 13th May 2010

5. Llangunnor Park

Cllr Griffiths drew attention to a national newspaper article containing information on the initiative to create and protect over 2000 playing fields around the UK. as a permanent memorial to the Queen in her diamond jubilee year. RESOLVED: include on the July agenda

6. Home to School Transport

With reference to the previous minute 8 of the Council meeting held on 20th May, the Clerk confirmed that Mr Jonathan Edwards MP was prepared to accompany members on the proposed school walks. Also the Chief Executive of Un Llais Cymru/One Voice Wales proposed that Council submits a motion on the School Transport issue for consideration at Un Llais Cymru/One Voice Wales Annual Conference to be held in October. RESOLVED: i) Members agreed to walk the County designated safe route to QE High School, Johnstown on Friday 24th September or 1st October, commencing from Elder Grove at 8.00 am ii) Invite the MP, the Assembly Member and Regional Assembly Members, the County Council Leader and the County Council Executive Member with responsibility for school transport to take part. iii) Clerk to submit a suitable motion to the Un Llais Cymru/One Voice Wales Annual Conference. Iv) Cllr CM Jones agreed to move the motion at the Conference

7. Allowances Paid to Clerk RESOLVED

Increase the allowance for the use of Clerk's home as a Council office facility to £80 per month with effect from 1st April 2010. All other allowances to remain unchanged

8. Review of Electoral Arrangements for Carmarthenshire Boundary Commission for Wales

Following discussion of the current arrangements of Community Council electoral representation in Llangunnor, Council resolved to recommend increasing the East Ward representation by ONE Councillor which would effectively remove the current elector/councillor imbalance between the east and west wards. This is desirable in the interests of effective and convenient local government

9. Tywi View Residential Park

[Cllr Green declared a personal interest in this item and provided only basic information relating to the matter but took no part in discussions and left the meeting room.]

With reference to minute 12xi) of Council meeting 20th May 2010, the Clerk presented a report outlining the view by Un Llais Cymru/One Voice Wales that it is in the interest of the Council not to have potentially blighted land in the community. Also the Community Council should absolve itself from any legal or financial responsibility relating to any inquiry into the land contamination at Tywi View. The Clerk also reported on the progress of the remediation proposals being guided by the County Council and a response received from the group of residents. Following a lengthy discussion Council RESOLVED:
i) Inform the residents group of the Ombudsman Services should they be dissatisfied with the Public Authorities' response to the problem;
ii) defer further consideration to the July meeting and invite the County Council Environmental Officer to attend the meeting and outline the remediation programme;
iii) obtain a legal viewpoint from the County Council relating to Community Council's obligations in respect of public inquiries.

13. Any Other Matter: - RESOLVED

(i) Refer to County Council:
• Need to realign the 30mph sign in Llangunnor Road by Pont Cynnwr
• Report dog excrement left on the footpath by the wetlands in Pensarn.
• Damaged lights in the Sticle footpath underpass.
• Need to improve driver visibility by cutting back vegetation at the former A48 junction with the dual carriageway in Nantycaws.
• Appeal for 30mph speed limits in Login Road, Heol Capel Dewi and Llangunnor Road

(ii) Pensarn Road:
• Appeal to businesses to tidy their forecourts

(iii) July Agenda
• Consider setting up a Llangunnor Youth Council
