Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', on Thursday 21st January 2010 at 6.45pm

PRESENT: Councillor Doreen Valentine (Chair), Alun West, DI Davies, James Anthony Green, D Elwyn Williams, Robin O Griffiths, EA Jones, C Merlin Jones, Paul E Totterdale L Keith Carmody, Sarah Howells and Geraint Bevan

90. Police Report

PC Richardson supported the view that other areas in the community could be considered for designation as 'no cold calling zones'. Elder Grove and Penymorfa had been identified previously for consideration by the County Trading Standards Department. RESOLVED: Submit the two areas for consideration.
PC Richardson confirmed that the Neighbourhood Police Surgery at Yr Aelwyd was now fully operational and an appropriate sign will be erected on the gate outside the surgery. PC Richardson conveyed thanks on behalf of the Neighbourhood Team for the efforts and support by Council in getting the base established at Yr Aelwyd. RESOLVED: Council to obtain estimate for an additional directional sign to be placed outside the building. Members referred the following local issues: parking outside Police HQ on Llangunnor Road; anti social activity in Sticle footpath and delayed Police response to an accident on Heol Capel Dewi. PC Richardson agreed to investigate the matters.

91. Chair's Announcements

Cllr Valentine referred to the recent death of Cllr Carmody's brother and expressed condolences on behalf of Council. She recollected difficulties that had been encountered during the extreme adverse weather since the last meeting and was pleased to mention instances of commendable community spirit and support. Members agreed that the County Council should be praised for their commitment and hard work in keeping the roads open in very difficult conditions. RESOLVED: Clerk to convey thanks to the County Council and request supply of additional grit bins on footpaths, all empty bins to be refilled and for the local bus routes to be gritted during adverse weather.

92. Minutes

RESOLVED to approve as a correct record the minutes of:
i) The Monthly Council meeting held on 10th December 2009.
ii) The Planning Committee Meeting held on 10th December 2009.

In considering the minutes the following points were raised:

i) Minute 83(i) Home to School Transport. Clerk confirmed that Adam Price MP had referred local concerns to the County Council and would further contact the Community Council following receipt of response from the County Council.
ii) Minute 83(ii) Parc Pensarn: Clerk mentioned that he was still awaiting response from the Welsh Assembly and also referred to a planning application for an office block development on the site.
iii) Minute 83(v) Parking in front of Yr Aelwyd: awaiting response.
iv) Minute 83(vii) Hedge side growth along footpath in Glanffynnon: appeal to the Housing Department to get the growth cut back

93. Budget 2010-11

Cllr D E Williams, Chairman of the Finance Committee advised Council that detailed consideration had been given by the Committee to the financial position for the current year to date, the forecasted out-turn as at 31 March 2010 and to a draft budget presented by the Clerk based on the projected expenditure for 2010-11.

Following deliberations on the essential elements of the budget and determination of requirements for the next financial year, Committee recommends:
(i) Approval of the budget proposals as detailed by the Clerk
(ii) Set a precept of £34000 for the fiscal year 2010-11, corresponding to less than 1% increase for band D properties.
Committee further recommends that the current designated reserves be reviewed and Council should establish a Capital Fund Reserve to finance future projects or capital works. Committee will review the Council Risk Assessment Schedule at its July meeting.

Cllr Williams also advised that Members should take note of the advisory report issued by the Wales Audit Office - 'Community Councils: Good Governance - Good Practice' [Copies available from the Clerk]

RESOLVED: Members felt that the prevailing financial climate called for restraint and emergencies could be funded from the Council reserves and voted unanimously to accept the committee recommendations and agreed the precept requirement of £34000 for 2010-11 The Clerk was thanked for presenting the detailed financial analysis in a clear and meaningful way to the meeting.

94. Precept 2010-11

Members witnessed the Chairman and the Clerk signing the 'precept requirement form' for £34000.

95. Llangunnor Park

Clerk mentioned that it was pleasing to see the Park so well used during the period of snow and Members agreed that it would be important not to cover the entire slope with trees planned in the Zero Carbon Project. Notice was drawn to the condition of the boundary hedge at the top of the slope. Clerk to examine.

96. New Lighting in Rhoslas and Haulfryn

Clerk reminded Council of the discussion at the December 2009 meeting [Minute 83(iii) refers] and that the County Housing Department had not responded to the request to share the costs. Cllr Valentine also mentioned that the Housing Department was prepared to place a lighting column on the footpath between Bron y Dre and Penymorfa subject to the Community Council accepting the energy and maintenance costs.
RESOLVED: Clerk to obtain estimates for all three lights and to establish the Housing Department position in relation to sharing the costs.

97. Tywi View Residential Park - Soil Investigations

Members had received copies of the 'Executive Summary' section of the full report provided by the County Council. Cllr Green presented an overview of the current situation and drew attention to the remedial works recommended the full report.

RESOLVED:
(i) Council welcomed the report;
(ii) Seek assurance from the County Council that all the recommended remedial measures to mitigate health risks will be implemented as detailed in the full report.

[It is recorded that Cllr Green has been given dispensation to speak on matters relating to Tywi View but not to vote on any motion]

98. Consultion on the Carmarthenshire County Council Revenue Budget for 2010/11 to 2012/13

RESOLVED: Clerk to submit questionnaires completed by individual Members.
