Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', on Thursday 15th April 2010 at 6.30pm

PRESENT: Councillor Sarah Howells (Chair), DI Davies, D Elwyn Williams, Robin O Griffiths, SH Thomas, C Merlin Jones, Paul E Totterdale and L Keith Carmody

APOLOGIES: Councillors Doreen Valentine, Alun West, E A Jones, James Anthony Green and Geraint Bevan

IN ATTENDANCE: R Staines, Head of Housing, Carmarthenshire County Council , Reporter - Carmarthen Journal , PC Mike Richardson , 1 Elector

Due to the absence of Cllr D Valentine, Council Chairwoman following an accident, the Vice Chair Cllr S Howells chaired the meeting. Cllr Howells informed Members that Cllr Green was in hospital. RESOLVED: convey best wishes to both and present with get well gifts

124. Police Report

PC Richardson reported on his work in the community and confirmed that the Police were supporting the proposal to designate Penymorfa and Elder Grove as 'no cold calling zones'. County Trading Standards will be distributing consultation leaflets in both areas. He also informed that the next PACT meeting will be held in Yr Aelwyd at 7.00pm on 27th May 2010

125. Community Access to 'Yr Aelwyd'

Cllr Howells welcomed Mr Staines to the meeting to consider issues surrounding access by external agencies to the Residents Day Room in Yr Aelwyd. During open discussion Mr Staines recognised Yr Aelwyd as a community based facility and confirmed that it could be hired by external groups but each request would have to be considered individually and special cases made for weekend activities. The Terms of Hire and general guidance relating to the booking arrangements and use of the Yr Aelwyd facilities are being finalised and will be published shortly. The Chair thanked Mr Staines for attending the meeting and for clarifying the community standing of Yr Aelwyd

126. Chair's Announcements

In a letter Cllr Valentine conveyed her disappointment at missing her last meeting as Chair of Council and thanked all for their support during the year. She was hoping to be well enough to join the reception group for the Duke of Edinburgh at Carmarthen Station.

127. Minutes

RESOLVED to approve as a correct record the minutes of:
i) The Monthly Council meeting held on 18th March 2010.
ii) The Planning Committee Meeting held on 18th March 2010.

In considering the minutes the following points were raised:
i) Minute 116: Police Surgery Location Sign - Site meeting arranged with the police.
ii) Minute 123ii) Nursery Education at Ysgol Llangynnwr School. Cllr Griffiths requested leave to make a statement concerning this matter as it had not been included as a specific item on the agenda. Under standing order 28 and with the full agreement of Members the Chair allowed the matter to be dealt with and invited Cllr Griffiths to make a statement and present a motion for discussion. Cllr Griffiths expressed concern with the decision of the Governing Body of Ysgol Llangynnwr School to merge the hitherto separate English and Welsh provision for the under 5 year olds into one nursery class and proposed the following motion:

'Council to appeal to the School Governing Body to review its decision on the education of the under 5 year olds in the spirit of exercising equal opportunities for all pupils and reinstate the separate English and Welsh medium classes'
Before inviting a seconder for the motion, the Chair asked Cllr Elwyn Williams, the Council representative on the Governing Body to make a statement. Cllr Williams explained that the decision was taken on educational grounds linked to a recent Welsh Assembly Inspection of the school. The separate Welsh and English streams would continue to be available for statutory school age pupils. Cllr Griffiths' motion was not seconded and Cllr Williams proposed an amendment that was seconded by Cllr S H Thomas
'That the Council writes to the School Governing Body declaring support for its decision and commitment to strengthen the bilingual capacity of all the pupils in the school'
The amendment was carried with two abstentions recorded - Cllrs R Griffiths and DI Davies

128. Llangunnor Park

Clerk informed Council that the seasonal grass cutting programme had commenced and that the handyman had carried out minor repairs to the support structure underneath the pavilion. RESOLVED: Note the report

129. Distribution of Grants

12 applications received for grant aid. RESOLVED: Grants of £40 each were distributed to Carmarthen CAB, Marie Curie Cancer Care, Macmillan Cancer Support, Kidney Wales Foundation, Carmarthenshire Cruse Bereavement Care and Hafan Cymru. The Chair would also contribute sponsorship to the Tenovous Three Peaks Challenge.
[Cllr P Totterdale declared an interest in the Kidney Wales Foundation appeal and withdrew from the meeting]

130. Additional Winter Grit/Salt Bins - RESOLVED:

Request the County Council to provide grit/salt bins at the following four locations before next winter: junction of Awel Tywi & Golwg Tywi, Sticle Footpath [Penymorfa Lane end], at entrance to Ysgol Llangynnwr and near the bus stop in Rhoslas

133. Clerk's Salary RESOLVED

Note that with effect from 1st April 2010 the Clerk's salary has increased by one incremental point to Scale point 29 on the National Pay Scales for Council Clerks

135. Any Other Matter: - RESOLVED

(i) Refer to County Council:
• Uneven surface of Login Road.
• Decayed gate post on BOAT Road between Nant Farm and Maesylan.
• Pot holes along Rhoslas, Tregynnwr.
• Gate disappeared on the 'green lane' section of the road beyond Penlan, Nantycaws - request a replacement gate and advise secure fixing

(ii) Sign indicating 'No Through Road' towards Penlan, Nantycaws Cllr S Thomas questioned the appropriateness of the sign recently installed as the 'green lane' beyond Penlan was a public right of way, albeit a non-tarred surface. RESOLVED: Query the sign with the County Highways Authority.

(iii) May Council Meeting Agenda
• Cllr Griffiths voiced the compliments conveyed by parishioners for this year's daffodil display and asked for the identification of gaps for further planting.
• Naming of new road behind Morrisons Supermarket in Parc Pensarn.

(iv) AGM:
The Clerk confirmed that the AGM would be held in Yr Aelwyd at 6.30pm on Thursday 13th May 2010 followed by the new Chair's reception at the Quayside Brasserie. Guests of honour would be Canon Aled Griffiths and PC Mike Richardson.

(v) Elector (Ex Community Councillor M. Lloyd)
The Chair invited Mrs Lloyd to state her concern regarding the need for additional drop kerbs at the bus stop in Rhoslas. RESOLVED: Request the County Council to action.
