Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 9th December 2010

85. Police ReportPC Richardson presented a verbal report on policing the local community. A matter raised by members related to 'cars for sale' encroachment onto the pavement in Pensarn. PC Richardson agreed to monitor for obstruction and initiate appropriate action
86. Chair's AnnouncementsCllr Howells referred to her civic duties since the November meeting - attending Babell Chapel coffee morning, Ysgol Llangynnwr School Christmas show, the turning on of the Carmarthen town festive lights and the switch-on of the Llangunnor Community Christmas Tree lights which had featured in a Radio Wales programme. She thanked the Clerk for arranging the switch-on event and all the others involved, particularly Mr Elfi Evans, Bwlchymynydd, Nantycaws, for supplying the tree. She would be donating £100 to Mr Evans's nominated charity - 'Department of Clinical Oncology and Treatment for Chemotherapy for Cancer Patients' West Wales General Hospital.
RESOLVED: i) Thank the School for the contribution to the switch-on event and congratulate the staff and pupils on the excellent Christmas show. ii) Cllr Griffiths proposed that the Council should have a public address system available for events such as the Christmas tree lights switch-on. Explore the cost of purchasing a portable public address system for use at community events.
Rosie Wood, 35 Rhoslas, Tregynnwr:Cllr Howells welcomed Ms Wood, her mother and her neighbour Mrs M Lloyd to the meeting and presented Rosie Wood, with the Community Certificate of Merit in recognition of her achievement at the Hallwick Association of Swimming Therapies National Gala held in Kent. Council endorsed her nomination for a Carmarthenshire Sportsperson Award
87. MinutesRESOLVED to approve as a correct record the minutes of:
i) The Monthly Council meeting held on 18th November 2010
ii) The Planning Committee meeting held on 18th November 2010
i) Minute 73i): referring to previous minute 58 - Road safety issues. Noted that the Nantycaws scheme was included on the list of approved schemes but not scheduled for action this financial year.
ii) Minute 73vi) - Referring to previous minute 69iii) Rhoslas Street Sign - remind County Council of request for site meeting
The Clerk reported on the three written applications received from Glenda Lloyd, DM, DW, for the vacant seat in the West Ward. RESOLVED: by the casting vote of the Chair, Glenda Lloyd to be invited to fill the vacant seat. It was further RESOLVED that the Clerk notifies all the candidates of the outcome
89. Councillor Vacancy - East WardThe County Statutory Services manager notified Council that the statutory request for the vacancy to be filled by election had been received from 10 electors and accordingly a 'Notice of Election' inviting candidates would be published on the 13th December 2010 RESOLVED: i) to note the Notice of Election ii) Not to agree to the production of Poll Cards

92. Distribution of Grants
19 applications received for grant aid. RESOLVED: £50 each to: Victim Support, Carmarthenshire Federation of Young Farmers Clubs, Ysgol Berfformio Dyffryn Tywi, Ty Hafan Children's Hospice and to Rhanbarth Myrddin of Urdd Gobaith Cymru.
Chair agreed to donate £30 to Capel Dewi Community Association
In line with Minute 62 of Council meeting held on 15th October 2009 the following proposals were agreed:
Positions: 3 bus shelters and their design as agreed with the County Council Transportation Structure Officer at the following locations:
On pavement adjacent to 59 Elder Grove.
On the grass verge by access road to Brynglas Crescent, Heol Capel Dewi
On the grass verge on the east side of Pensarn Road some 50 meters from Pont Pensarn
Costs [Community Council contribution for the three bus shelters on a 50:50 cost sharing basis with the County Council]:
Elder Grove: Total cost - £3,500 [50% contribution = £1,750]
Heol Capel Dewi: Total cost - £5,500 [50% contribution = £2,500 (based on £5000 max)]
Pensarn Road: Total cost - £5,500 [50% contribution = £2,500 (based on £5000 max)]
Total Llangunnor Community Council contribution: £6,750
RESOLVED:
i) Approve the positions and the contribution of £6750.
ii) Finance provided from the General Fund reserve
'This Council appeals to the Minister of State for Borders and Immigration, that in the spirit of the season of "good will", he reconsiders the circumstances of Ahner Rana, Nantycaws and allows him indefinite leave to stay in Wales and enable him to complete his education'.
Cllr Bevan introduced the motion by explaining that Ahner Rana is an A Level pupil in QE High School Carmarthen, who lives with foster parents in Nantycaws. He is scheduled to be deported to Pakistan on the 25th December, his 18th birthday. The motion was unanimously supported. RESOLVED: Council wholeheartedly opposes the scheduled deportation of Ahner Rana and formally appeals to the Minister of State for Borders and Immigration to allow him to stay in the UK. It was further resolved that Mr Jonathan Edwards, MP and the Carmarthen Journal be advised of the Council's appeal
95. Zero Carbon Project RESOLVEDClerk advised that the Council bid for 'Tidy Towns' grant of £11801.66 for planting 1600 trees to offset carbon emissions produced by the community's street lighting and the production of interpretation panels had been approved. Council would be contributing £1000 towards the cost of the project [minute 50, Council meeting on 16th September 2010 refers] Planting will take place in January and February at Llangunnor Park, Ysgol Llangynnwr, along road verges towards Pibwrlwyd and the former A48 road at Nantycaws. RESOLVED: i) Council agreed to provide necessary maintenance work in respect of the trees in the future. ii) The project sub-group chaired by Cllr Bevan was congratulated on securing the grant. iii) Ensure wide community involvement in the planting at the Park and the school pupils in Ysgol Llangynnwr School
96. External Auditor's Report for the Year Ending 31st March 2010Certification was received from the External Auditor confirming the opinion that the information contained in the annual return is in accordance with the Auditor General for Wales' requirements and no matters have come to the attention of the Auditor giving cause for concern that relevant legislation and regulatory requirements have not been met. The Auditor's report recommends that Council reviews the level of insurance cover at least annually as circumstances may change throughout the year. Clerk advised that this matter had been addressed [minute 64, Council meeting 21st October 2010 and minute 73v), Council meeting 18th November 2010 refer]. RESOLVED: i) Accept and approve the Certified Annual Return and display the corresponding notices of conclusion of audit. ii) To congratulate the Clerk on the successful completion of the audit. iii) Level of fidelity insurance cover for consideration by the Finance Sub-Committee
