Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', on Thursday 17th January 2008 at 7.00pm
PRESENT: Councillor D Elwyn Williams (Chair), Sarah Howells, Selwyn H Thomas, Alun West, Geraint Bevan, Robin O Griffiths, C Merlin Jones, Doreen Valentine and Audrey M Jones

97. Chairman's AnnouncementsMembers were reminded to declare pecuniary interests and note accordingly in the attendance book. Chairman referred to his attendance at the Ysgol Llangynnwr Christmas Concert and commented on the very high performance standards achieved by the pupils. Cllr Williams had been involved in a site meeting to explore ways of eradicating flooding and sewrege outflow in Sticle footpath that hopefully will now be successfully tackled by the County Council. Chairman confirmed that the annual New Year dinner for Members will be held in the restaurant, Coleg Sir Gâr, Pibwrlwyd and Canon Aled Griffiths and Mrs Griffiths will be invited guests at the dinner
98. Police ReportPC Richardson reported on the police work in the community and detailed a local focus on anti-social issues. In conjunction with County Traffic Engineers speeding in Stephen's Way and Heol Bolahaul is being addressed. He emphasised the need for vigilance following reported bogus house callers operating in the area
99. MinutesRESOLVED to approve as a correct record the minutes of:
i) The Monthly Council meeting held on 13th December 2007;
ii) The Planning Committee Meeting held on 13th December 2007
i) Minute 88 - Llangunnor Park Lease. County Council Head of Leisure and Sport has offered to attend a Special Council Meeting on 7th February 2008. RESOLVED: Clerk to confirm and make arrangements
ii) Minute 93a) - Tywi View Residential Park: Acknowlegement of Council letter and its referral to the County Council Public Protection Officer
Cllr Griffiths opened the discussion stating that representations he had received from the community supported a base located in Yr Aelwyd and had emphasised the inappropriateness of the current Police access point in the Matalan retail store. Notwithstanding the Assistant Chief Executive of Carmarthenshire County Council currently investigating the possibility of using the basement rooms in Yr Aelwyd, it was disappointing to learn that the current occupiers of the rooms [Taf-Myrddin Tenants Networks] were not supportive of a shared arrangement. Cllr D Valentine offered to raise the matter again at the next committee meeting of the Taf-Myrddin Tenants Network. RESOLVED: Invite representatives of the Networks to attend a Council meeting
101. Streeet Lighting at NantycawsThe recommendations made at the site meeting held at Nantycaws at 6.00pm on 13th December 2007 were considered in conjunction with the related installation quotations received from the County Council Lighting Officer and the budget implications. RESOLVED:
i) Install a new column and lamp adjacent to the bus shelter;
ii) Install a new lamp on existing wood pole at the eastern boundary of the former petrol station;
iii) Replace current lamp by Nantycaws House with a high lift bracket and high power illumination;
iv) A proposed additional column some 40metres beyond the eastern boundary of the former petrol station was left in abeyance
The Clerk detailed the financial position for the current year to date, forecasted the out-turn as at 31 March 2008 and presented a draft budget based on the projected expenditure for 2008/9. Clerk advised that the substantial increases in lighting energy charges together with the community park insurance and the prevailing inflation indicators would inevitably have an upward impact on the 2008/9 precept requirement. In real financial terms, the projected budget to meet Council needs, in effect would add two pence per week to the rate of band D rateable households in the parish
RESOLVED:
(i) Levy a precept of £33,600 for the year 2008/9.
(ii) Witness the Chairman and the Clerk signing the 'precept requirement form'.
(iii) The Clerk to establish an operating budget for 2008/9 based on the Council's needs and the levied precept.
(iv) Thank the Clerk for the detailed financial analysis that was presented in a meaningful way to the meeting
Cllr R Thomas, Secretary of the Park Association had emphasised via correspondence the importance of Council identifying the key issues and conditions relating to the future leasehold of the Llangunnor Community Park in advance of the meeting with the County Council Head of Leisure and Sport. RESOLVED: Council to meet 30 minutes before discussion with the County Head of Leisure and Sport at the meeting on 7th February 2008 [minute 99i) refers]
104. Reports from Members Representing the Council on other BodiesRiverside Committee: Cllr D Williams and Cllr RO Griffiths would represent Llangunnor Community Council at the next committee meeting on 4th February 2008

Subsequent to conveying concern to the County Council [minute 68, Council meeting 18/10/2008 refers] that the riverbank erosion will shortly affect the stability of the highway, in mid January the road verge collapsed into the river. RESOLVED: appeal to the County Council and the Environment Agency to resolve the problem as a matter of urgency. Also inform Llanarthne Community Council of the situation following receipt of their letter expressing concern regarding the erosion
