Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', on Thursday 20th March 2008 at 7.00pm

PRESENT: Councillor D Elwyn Williams, (Chairman), Richard S Thomas, Sarah J Howells, Robin O Griffiths, Selwyn H Thomas, D Williams, Geraint P Bevan and T Alun West

APOLOGIES: Councillor C Merlin Jones, Audrey Jones, Catherine James and Doreen Valentine

IN ATTENDANCE: Jenny Hall and Paul Sambrook from Trysor Agency, Eirian James, Countryside Recreation and Open Spaces Manager, Carmarthenshire County Council

118. Environmental Project "Llwybrau Llangynnwr"

Chairman welcomed Jenny Hall and Paul Sambrook to the meeting who presented a plan of trail and interpretation options that could be developed in the Llangunnor community aimed at promoting the sense of community identity and pride, healthy living through encouraging walking and outdoor activity, the heritage and environment of the community. The plan would help the Council achieve the aim and prepare forward budgets for any works necessary to aid the delivery of the project. Based on a number of local topics e.g. industry, geology, celebrities, villages and themes such as religon and environment, that are suitable for inclusion in the project, the report mapped five main trails that would encourage residents and visitors to explore local landscapes and heritage sites. The plan also identifies the kind of media suitable for the interpretation of the Llangunnor community in conjunction with the trails

Eirian James outlined the detailed audit already conducted by the County Council of each public footpath within the Llangunnor community with an indication of the work and resources needed, [to the value of around £80k], to bring all the footpaths up to the required standard for public use. Potential sources of funding to support the project were identified. Seeking the funding could be overseen by the Countryside Recreation Team. With experience drawn from similar other projects undertaken in the County, the proposals for Llangunnor appear feasable and would require a small investment by the Community Council

During general discussion Members expressed enthusiasm for the project and identified further topics that merited inclusion in the interpretation. It was suggested that such detail should be channelled via the Clerk and could be considered further after agreement was reached to proceed with the project. Generally it was felt that with careful planning and close working with the County Countryside Department and the Trysor Agency, the project seemed achievable and the formation of a sub-committee to oversee the project was recommended. The Chairman thanked all for their contributions and complimented Trysor on the comprehensive document distributed to Members

119. Chairman's Announcements

Chairman referred to his attendance at the Ysgol Llangynnwr swimming gala and noted the high standards of competition achieved by the pupils. He advised Members of the informal meeting he and the Clerk had held with Cllr Doreen Valentine and Cllr Robin Griffiths concerning apparent misunderstandings between them in meetings, relating to establishing a neighbourhood police base in Llangunnor. Matters were clarified and accepted. Cllr Williams also referred to a complaint he had registered with the County Council regarding allegations by a County Council Officer that he had accessed the Tenants Networks Resource Centre without permission

120. Minutes

RESOLVED to approve the minutes of the following meetings as a correct record:
i) The Monthly Council meeting held on 21st February 2008
ii) The Planning Committee meeting held on 21st February 2008

In considering the minutes the following points were raised:

i) Minutes 108 & 111 - Neighbourhood Police Base: Clerk confirmed he had referred the matter to the Area Housing Officer. Also at the request of County Cllr C Merlin Jones and with the agreement of Council Chairman, had referred the matter to the Chief Executive of Carmarthenshire County Council.
ii) Minute 117 a) Morrisons Roundabout Pensarn: Noted County Council response that the matter will be kept under review. 117 b) Pensarn A48/A40 roundabout: Noted that consultants are examining the possibility of introducing signalisation at the roundabout and revised lane markings. 117c) A48 junction, Nantycaws: Noted that introducing lighting at the junction is subject to reviews of all A48 junctions between Pont Abraham and Carmarthen. RESOLVED: Refer the need for lighting at the Nantycaws junction to the local Welsh Assembly Government Member with the request that the matter be raised with the Deputy First Minister and Transport Minister.
iii) Minute 116iii) - Carmarthen Train Station; Noted a press article on the proposed refurbishment of the train station and also noted that the cycle/footpath connecting Old Llangunnor Road and Pont King Morgan via the train Station is almost complete. RESOLVED: establish the new ownership of the land occupied by the Smithy in Old Llangunnor Road, which was recently sold

121. Environmental Project

The project reported in minute 118 was reviewed and Council RESOLVED:
i) To welcome the project and recognise its benefits for the Llangunnor community;
ii) Refer consideration of the project to the first meeting of the new elected Council, following the Community Council election on May 1st 2008

122. Park Committee Surrender of the Park Leasehold

Clerk reported on the letter received from the Park Committee giving formal notice of intention to surrender the park leasehold on 31st May 2008, thereby responsibility for the park would revert to the County Council from 1st June 2008. It was also noted that the Resources Officer of Carmarthenshire County Council had confirmed that the County Council had no objections to the surrender. Clerk advised that the Community Council would need to approach the County Council to obtain its views on the future of the park

Members stressed the importance of ensuring that this quality facility is properly maintained and effectively managed for the benefit of the Llangunnor Community. RESOLVED: Request the County Council to confirm their proposals on the future of the Park

123. Annual Grass Cutting Contract of Llangunnor Park

Clerk drew attention to the annual tender procedure for securing grass cutting services for the Llangunnor Community Park and advised that due to the pending surrender of the lease by the Park Committee [minute 122 refers] Council is not in a position to tender for the whole year

RESOLVED: Clerk, in conjunction with the Chairman, to negotiate a contract for 2008/9 with the current contractor, Carmarthenshire County Council Ground Maintenance Section, but with a break clause on 31st May 2008

124. Llangunnor Park Association

Cllr Richard Thomas reported that the Park Committee has resolved to formally dissolve the Committee following the County Council's agreement to the surrender of the leasehold by the Committee on 31st May 2008. Cllr Thomas, as Secretary of the Park Committee, appealed to the Community Council that every effort should be made to secure the continuation of the park facility for the future and ensure that it is kept at the highest standards for the Llangunnor community

125. Community Council Election - 1st May 2008

Clerk outlined the election process and the nomination procedures for the forthcomoing election and distributed nomination packs provided by the County Returning Officer to Members. RESOLVED:
i) If an election is called, request the Returning Officer to provide relevant parts of the electoral register for each candidate and
ii) forward election material to the two electors who had recently expressed interest in becoming community councillors
