Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', on Thursday 19th June 2008 at 7.00pm

PRESENT: Councillor Doreen Valentine (Vice Chair), D I Davies, Sarah Howells, Alun West, D Elwyn Williams, Geraint P Bevan, E Audrey Jones, Selwyn H Thomas and L Keith Carmody

APOLOGIES: Councillor Robin O Griffiths, Clifford Merlin Jones, Richard S Thomas and Anthony Green

:In the absence of the Council Chairman, the Vice Chair - Cllr D Valentine chaired the meeting:

1. Police Report

Police had consulted with Members before the meeting. Incidences of anti-social behaviour were reported and the police action taken to deal with inappropriate use of an air rifle locally was noted. The enforcement action taken in conjunction with the County Environmental Officer to deter youths depositing litter in the parking ground by Pont King Morgan was welcomed

2. Chairman's Announcements

Chairman reminded Members to declare any pecuniary interests and record in the attendance book. No announcements were given

3. Minutes

RESOLVED to approve the minutes of the following meetings as a correct record:
i) The Monthly Council meeting held on 22nd May 2008
ii) The Planning Committee meeting held on 22nd May 2008
iii) The Special Council meeting held on 12th June 2008

In considering the minutes the following points were raised:

i) Minute 3i) referring to a previous minute 132i) - Neighbourhood Police Base. Cllr RO Griffiths had submitted a written statement to be read out in the meeting requesting that the Community Council should promote a public petition in support of the desire to establish a Police base accessible by all in the community. The Chief Executive of Carmarthenshire County Council advised by correspondence that no suitable premises had been identified within the community. In discussion Members concurred that offices in Yr Aelwyd were unavailable and other options should be explored. RESOLVED: i) to note Cllr Griffiths' statement ii) Cllr Valentine to seek the view of the new Area Housing Officer for the Police to hold part time surgeries in the 'day room' in Yr Aelwyd on a trial basis.
ii) Minute 8) Llwybrau Llangynnwr/Llangunnor Trails. Clerk reported that the County Countryside Recreation and Access Officer had made a bid for European Funding for the project and will be reporting the outcome in the near future.
iii) Minute 3) Special Council Meeting 12th June 2008 - Llangunnor Community Park. Cllr RS Thomas had submitted a statement requesting that the declaration he made at the special meeting be recorded in the minutes. Members considered Cllr Thomas' request and RESOLVED: i) to note the statement; ii) reaffirm that the Joint Partnership arrangement with the County Council had been supported by all the Members present at the special meeting and that the Community Council role will be reviewed during the autumn of 2009

4. Report on Site Meeting to Consider Request by a Developer, to Formally Stop up Highway Land Adjacent to the Old Smithy at the Junction of Login Road and Llangunnor Road

Attendance: Cllrs D Valentine, A West, DE Williams, GP Bevan, SJ Howells, DI Davies and SH Thomas. Views were expressed relating to the cattle track traversing the highway land and the need to keep at a minimum the time taken by the dairy herd crossing the two roads twice per day and the need to assure clear visibility of vehicles using the busy junction

RESOLVED: recommend to the County Council that the stopped up highway land be limited to a distance not less than 10 metres from the eastern tip of the pavement where Login Road meets with Llangunnor Road

5. Minutes of Council AGM

RESOLVED: to receive as a correct record the minutes of the Annual General Meeting held on 15th May 2008

6. Identify Footpath and Bridleways for Inclusion in the County Council Maintenance Programme 2008/9

The steps at the entrance to footpath 28/16 from Llangunnor Road were identified as in need of repair. This footpath was noted as a section of one of the trails to be developed in the environmental project [Special meeting held on 12th June 2008, minute 4 refers] and is currently subject to an application for European funding by the County Countryside Recreation and Access Officer
RESOLVED: defer application pending response from the County Countryside Recreation and Access Officer on funding for the project

7. Reports from Members Representing the Council on other Bodies

Members that attended the joint SUSTRANS/County Council presentation on the proposed new cycle/footpath from Pont King Morgan to Johnstown reported that:
i) The grant allocated from the lottery fund would be around £80k. The County Council is seeking additional funding to complete the path.
ii) A revised route was being designed that followed the river bank, pass under the 'Bascule Bridge', with a link to Heol Allt y Cnap

8. Approve Schedule of Accounts

Members welcomed the proposed action relating to submitted complaints of litter in the Pensarn area
Dispensation granted to Cllr Green to speak not vote on matters relating to ground contamination in Tywi View Park
Confirmation that traffic speed data is to be collected at three points along Penymorfa Lane and the appeal for it to be a 20mph zone referred to the Speed Limit Working Party; request to reduce speed limit to 30mph in Login Road to be considered by the Speed Working Party in September 2008 and the request for the relocation of the Llangunnor placename signs to be investigated by the Traffic Management Technician
iii Financial Appeal: Urdd and Carmarthenshire Age Concern. RESOLVED: December 2008 meeting
iv Western Power: Noted consultation document on 'Our Future/Your Future'. Clerk to respond
v Carmarthenshire Tourist Association: Noted information on membership benefits

10. Any Other Matter: - RESOLVED

a) Refer to County Council:
Seek County Council response to the previously reported effluent flowing onto the pavement adjacent to a retaining wall in Rhoslas, Tregynnwr.
Need to lop low level tree branches in the area between Haulfryn and Bron y Dre.
Notify the County Council of further sightings of rats in the Haulfryn estate.
Request County Council to place a litter bin by the children's play equipment in Llangunnor Park

b) Cllr Bevan drew attention to the success achieved by young people from Llangunnor at the National Urdd Eisteddfod and recommended that the Community Council should acknowledge their acheivements. RESOLVED: a congratulatory letter be sent to all. Cllr Bevan to obtain contact details for the Clerk

c) Cllr DI Davies referred to the high speed of vehicles travelling through Nantycaws on the former A48 and appealed for Council support for the introducion of a speed restriction in the village. A public petition is being organised. RESOLVED: Include on the agenda of the July meeting

d) Riverside Committee: Request received for a replacement Council representative. RESOLVED: Cllr DE Williams was nominated with Cllr DI Davies as deputy

e) Part Night Light Meeting: Meeting arranged with the County Public Lighting Officer at 10.30a.m. in Ysgol Llangynnwr on 1st July. Clls D Valentine, S Howells, A Green, SH Thomas and K Carmody to attend
