Minutes of Monthly Meeting of Llangunnor Community Council held remotely at 6.30pm on Thursday 17th February 2022

. Chair's AnnouncementsThe Chair advised that matters had been quiet at County Hall and had nothing to report. He wished to advise the Council that he had decided to donate £100 to both Llangunnor Church and Babell Chapel to help with their running costs from The Community Fund

County Councillor ReportCllr Elwyn Williams reported that Carmarthen County Council had bought the Debenhams Store, and it will be turned into a centre for the council, health board, and cultural services. He further advised that the long-awaited reopening of Carmarthen Livestock Market would take place on the 2nd of March, having been closed since July 2020, and will be run by new Auctioneers Nock Deighton Agriculture LLP

12. Councillors expressed their disappointment that not a single suggestion had been received following the recent post on our Facebook page, regarding how best the community felt that we should celebrate the Queens Platinum Jubilee in June. Given that no suggestions had been received to date, and being mindful that time was marching on, it was unanimously decided that the small working group continue with their efforts to investigate options for holding a small-scale celebration event at the park. Their brief would be to reach out to other local organisations, to gauge the level of interest and support for staging a community event, and if so, what format this would take, and at what cost. To facilitate discussion, and to move matters forward it was unanimously agreed that the Council in principle would provide a provisional funding budget of £1000 towards an agreed cost-effective community event, subject to receipt of detailed costings. To facilitate progress this working group be authorised to incur costs within this budget limit, to deliver the desired event. (Minute 0222 – 12)
13. Councillor's Report• Cllr Bevan asked if would be prudent to consider a further donation to Carmarthen Foodbank, following on from our earlier donation of £1000 back in June 2020, given that the financial hardship brought about by the Pandemic, and the spiralling “cost of living” fuelled by inflationary rises in Food, energy, and general living costs, continues to hit the poorest in our community hardest. Councillors were supportive of this suggestion, and this will now be put forward as a formal motion for the agenda for our March meeting

The Clerk provided a quick update on the following matters:
i) Painting of Park entrances: Clerk advised that he had sought three estimates. Whilst one quote had been received from our handyman, it was disappointing to note that no further response had been received from Messrs De Schoolmeester and Dan Baker, despite periodic reminders being sent. He was now widening his search to see if another painter could be found who would quote for this work.
ii) Repairs to Skateboard arena: Clerk advised that a quote for £1600 had now been received from JR Fabrications to carry out essential repairs using stainless steel sheets as opposed to galvanised as he considered this to be a more enduring option, as it would not rust, where the galvanised surface would ware away over time, leaving the material exposed, and prone to
surface rust and corrosion as is the case now. Alan Jones now also to be asked to quote for the repairs to be undertaken in stainless steel for matters to be considered further
iii) The clerk was pleased to advise that following our earlier site meeting a draft siting plan had been received from Western Power in respect of the site agreed for the relocation of Glanffynnon sub station, which had been circulated to all Councillors.
WP were in discussions with Carmarthenshire County Council our landlord, on how they wanted the
legalities completed, and once agreed, they would revert to us their written agreement that the conditions of our assistance would be fully met by them. They are proposing that Carmarthenshire County Council would own the road, and WP would be
responsible for its maintenance. Furthermore, they would cover any legal costs incurred by us up to £750
iv) With the permission of the Chair the clerk was allowed to place for discussion an email quote received that morning from Carmarthenshire County Council Public Lighting Dept quoting a cost of £5360 plus VAT for the supply and erection of two streetlamps at the Ger Y Nant Footpath, to allow the paperwork to be dealt with subject to agreement. This proposal by Cllr Heather Lewis had previously been agreed in principle (subject to sight of final costing now received) at our September meeting (Minute 0921 -viii)
Following a brief discussion, it was unanimously agreed to accept the quotation and to instruct the Council to undertake the work, and that the running costs and maintenance would be added to our footway account with the installation cost to be paid for from the 106 monies pot. (Minute 0222-14iv)
