Minutes of Monthly Meeting of Llangunnor Community Council held in Llangunnor School, on Thursday 18th June 2009 at 7.00pm

PRESENT: Councillor Sarah Howells (Chair), Alun West, Geraint Bevan, Robin O Griffiths, D Elwyn Williams and DI Davies

APOLOGIES: Councillor Doreen Valentine, C Merlin Jones, EA Jones, L Keith Carmody, Selwyn H Thomas and James Anthony Green

17. Chairperson

With apologies for absence tendered by the Council Chairman the Vice Chair, Cllr S Howells chaired the meeting. Cllr Howells reported that Cllr Valentine was home and feeling quite well following her period in hospital. Members asked the Clerk to convey their good wishes to Cllr Valentine. Cllr Howells referred to the excellent concert that she, Cllr Valentine and the Clerk had attended at Philadelphia Chapel to celebrate its bicentenary

She announced receipt of letter from Cllr RS Thomas tendering his resignation as Councillor on Llangunnor Community Council RESOLVED:
i) Clerk to action procedures for filling the vacancy.
ii) Cllr G Bevan appointed as Cllr Thomas' replacement on the Finance Sub-committee
iii) Clerk to convey the Council's appreciation for the contributions made by Cllr Thomas and to wish him well for the future

18. Police Report

PC Richardson reported on his involvement in the community including dealing with the hitting of golf balls in the community park and on the school grounds and the damage to the seat by the 'wet lands' in Pensarn. Members referred two matters: excessive speeding in Bron y Dre and parked cars protruding into the road at the bottom of Nantycaws hill

19. Minutes

RESOLVED to approve as a correct record the minutes of:
i) The Monthly Council meeting held on 14th May 2009;
ii) The Planning Committee Meeting held on 14th May 2009

In considering the minutes the following points were raised:

i) Minute 7. Bus shelters: Clerk reported that County Council would be interested in a partnership arrangement to meet the cost of additional bus shelters. RESOLVED: Obtain details of cost and propose that shelter in Llangunnor Road be located as near to the Dyfed Powys Police HQ as possible.
ii) Minute 127i) Home to School Transport. Clerk reported no response had been received from the MP. RESOLVED: send reminder to the MP
iii) Minute 128i) Leaning redundant Pole between Elder Grove and Tregynnwr. Cllr Griffiths sought confirmation that the matter had been referred to the County Council. Clerk confirmed that it had been referred on health and safety grounds.
iv) Minute 16ii) Seat by the 'wet lands' footpath in Pensarn. Clerk reported that it had been vandalised for the second time. RESOLVED: replace front edge slat with steel bar if cost less than £50.
v) Minute 16iii) Revealing contact names in meetings and noted in minutes. Clerk awaiting response from Un Llais Cymru/One Voice Wales. RESOLVED: Subject to receiving response refer matter to the County Council Legal Department

20. Receive the Minutes of the AGM held on 7th May 2009

RESOLVED: to receive as a correct record the minutes of the Annual General Meeting held on 7th May 2009

21. Identify Environmental Improvement Needs for Pensarn

In line with the resolution at the Council meeting held on 14th May 2009 [Minute 2 refers] to identify environmental improvements for submission to the County Council, Members recommended the following:
• Provision of bus shelter by the entrance to Stephen's Way
• provision of pavement between Pont Pensarn and the FOCUS parking ground
• Planting of trees to screen the FOCUS yard from Pensarn Road
• Improvement to the entrance to Stephen's Way in front of Unipart Automotive
• Network Rail to remove the growth on their land in Old Llangunnor Road
• The utility companies to place low hanging conductors underground
• Request commercial businesses to remove redundant signage on their premises
• County Council to tidy the area in front of the former Dyfed County Council print unit
• Western Power to tidy the area in front of the electricity sub-station adjacent to the former Dyfed County Council print unit parking area
• Trunk Road Agency to de-litter the plantation area adjacent to the A40
• Following the mapping of land ownership, encourage owners of commercial premises to carry out forecourt improvements
RESOLVED: Refer these improvements to the County Director of Regeneration and Leisure

22. Proposed Prohibition of Waiting at any Time on Western Side of Old Llangunnor Road

Request received from County Council for observations on the proposal RESOLVED: Welcome and fully support the proposal and emphasise that both sides of the road under Carmarthen Bridge should be included in the prohibition proposal

23. Llangunnor Park

RESOLVED: Clerk reported that the 'handyman' had attended the Parks Department County Health and Safety Course. Reported damage to the pavilion had been repaired but the Clerk drew attention to rotting timbers underneath the floor RESOLVED: Obtain an estimate for replacing the timber and refer the matter to the County Council

24. Reports from Members Representing the Council on other Bodies

i) Riverside Development Committee: Cllr Griffiths reported that final proposals on enhancing the Llangunnor side of the river would not be available until consideration had been given to a report awaited from the County Access Manager.
ii) Un Llais Cymru/One Voice Wales: Cllr Howells reported that the County Assistant Chief Executive had addressed the area meeting and had provided details of a central contact for communications. He expected all departments to respond to queries within 10 days. Cllr Howells confirmed that the national training programme for local councils would commence on 27th October. Details would be circulated shortly. Councils are invited to submit motions for consideration at the AGM

Hedge side growth and tree branches need cutting back between Login and bottom of Nantycaws hill.
Seek update on request for new Nantycaws placename signs
Poor condition of railings at east end of Penymorfa Lane
Horizontal bollard in pavement in front of Aeron Marine Services, Station Road, Pensarn.
Excessive side growth and mess on footpath between Bron y Dre and Penymorfa

ii) Nantycaws - Request for introduction of speed limit
Cllr DI Davies asked for an update on the request made, supported by a public petition, for the introduction of 40mph speed limit through the village of Nantycaws RESOLVED: Obtain a formal update from the County Head of Transportation

iii) July meeting agenda
Members were advised that the glass bottle recycling facility at Nantycaws will be reviewed at the July meeting

iv) Urdd National Eisteddfod
Cllr Bevan drew attention to the success achieved by young people from Llangunnor at the National Urdd Eisteddfod held in Cardiff and recommended that the Community Council should acknowledge their achievements RESOLVED: congratulatory letter be sent to all including the helpers. Cllr Bevan to obtain contact details for the Clerk

v) Planting Daffodils in the Community
Clerk confirmed that 4 bags of daffodil bulbs had been ordered [Minute 127v, Council meeting 16/04/09 refers]. Cllr Griffiths tabled a plan showing a suggested planting areas: Heol Capel Dewi junction with Llangunnor Road and near Login. Another suggestion was the area at the junction Llangunnor Road with Penymorfa Lane by the entrance to the 'wetlands path' RESOLVED: Council Chairwoman to consider locations
