Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 13th September 2012.

PRESENT: Councillor G Bevan (Chair), A West, DE Williams, RO Griffiths, P Totterdale. EA Jones, CM Jones, L Whatley, Sandra Thomas.

APOLOGIES: Councillor G Lloyd, S Howells, D Watson, Selwyn Thomas

1. Chair's Announcements

None.

2. Standing Orders

It was moved by Cllr M Jones and seconded by Cllr R Griffiths that Standing Orders be re-introduced (minute 0912 - 2)

3. Minutes

Resolved that the minutes of the monthly meeting held on the 19th July be confirmed as a true record Proposed Cllr A West and seconded Cllr Sandra Thomas (minute 0912 - 3).

4. Matters Arising:

i) Apple Press - Due to the extremely poor crop of apples this year it was decided to leave hiring the Press for this year, reconsider next year.
ii) Llangunnor Road Bus Stop (Bridgend Cottage) - Response from CCC, I can confirm that I have been liaising with our Transport Department regarding the location of the bus stops. They, in turn, have to consult with the bus operators before agreeing to the positioning of the bus stops. Once they have agreed to the locations we have proposed, we can paint the relevant markings on the road. This will then encourage people who are catching the bus to do so at the marked locations, and not wait outside Bridgend Cottage, causing inconvenience to the residents. I would, however, inform you that any works will be added to our Forward Works Programme to be delivered as funds allow. We do not currently have funds available for this financial year.
iii) Trees in Nantycaws - Cutting had now taken place and situation improved immensely. Clerk to ask CCC to have a look at trees planted in Park for suggestions of how to improve.
iv) Site at Penymorfa - CCC suggesting that this was a matter for the Community Council
v) Consultation on Nantycaws - Confirmed as September 20th between 2.00 - 7.00pm.
vi) Parking in Pensarn - CCC response The Carmarthen Variation Order (which contains the Pensarn lines) is due to be published before the end of October, with a view to implementing any restrictions (not withstanding objections) in this current financial year.
vii) Trees in Llangunnor Road - It was reported that there had been work carried out in the area today. Chair to check extent before Clerk writes to CCC.

5. Code of Conduct

The Clerk presented his report taking into consideration the advice from CCC and One Voice Wales, following a discussion it was unanimously Resolved (minute 0912 - 5) proposed Cllr E Williams and seconded Cllr P Totterdale that the Clerk add the agreed text to the Standing Orders. It was also agreed that the Clerk provide each Cllr with an updated copy of the Standing Orders and Code of Conduct.

6. Seat at the Location of the demolished Bus Shelter

Following a brief discussion it was agreed that Cllr Williams canvas the opinion of the local residents, item to be placed on agenda of next meeting.

7. Traffic Matters

Clerk went through the issues raised by members, following a lengthy discussion it was agreed that a motion be brought to the next meeting on this subject.

8. Daffodil Planting

It was Resolved (minute 0912 - 8) that daffodils be planted on the verges adjacent to Brynglas Crescent and that Clerk contact CWM to see if they would donate towards the cost. Update at next meeting.

We are inviting people who use Social Services, carers of those who use Social Services and other people who have an interest in Social Services in Wales, to apply to be members of these panels. xi Aug 12 The Potential Role of Community and Town Councils in Economic Development - One Voice Wales and Aberystwyth University entered in to a collaborative partnership last year and through European funding accessed resources that has enabled a MSc post graduate student to research the potential role of community and town councils in economic development. The project will examine how community and town councils in Wales can support local economic development. Questionnaire completed by Clerk Noted

10. Any other business.

a) Carmarthen Marathon - Cllr West & Whatley to provide brief report on recent marathon and any 'lessons' that could be learnt.
b) Clerk to make further enquiries as Range was still keeping lights on all night.
c) Clerk reminded about 'ordering' the Poppy Wreath.
d) The continued traffic lights in Capel Dewi Road placed on agenda for next meeting.
e) Clerk to bring the condition of the surroundings of the CCC building in Pensarn to their attention.
f) Welcome Pack to be placed on agenda of next meeting.
g) Clerk to ask CCC to ensure all drains (bottom of Babell Hill in particular) are unblocked prior to the winter.
h) Clerk highlighted two undersubscribed One Voice Wales course - The Council Meeting & Local Government Finance.
i) Police Commissioner Election on 15th November, agreed that Council meeting be brought forward to the 8th November.
j) Xmas Tree / Lights - it was agreed that Mr Elvi Evans be asked whether he could provide a tree with a donation being made to his desired charity. Further discussion at next meeting.

Next meeting will be held on Thursday 18th October at 6:30pm.
