October 2012

Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 18th October 2012.

PRESENT: Councillor G Bevan (Chair), A West, DE Williams, RO Griffiths, P Totterdale, EA Jones, CM Jones, L Whatley, Sandra Thomas, G Lloyd, S Howells, Selwyn Thomas

APOLOGIES: Councillor D Watson.

1. Chair's Announcements

• Chair stated that everybody must have been affected by the recent events in Machynlleth, and asked that a minutes silence be observed in support of the family of April Jones.
• He had attended the Nantycaws Consultation.
• He had attended a Funding Forum given by CCC.
• He had attended a Photographic Exhibition in the Aelwyd given by Oxfam.
• Cllr Selwyn Thomas and Cllr E Williams had attended the opening of KFC.

2. Minutes

Resolved that the minutes of the monthly meeting held on the 13th September be confirmed as a true record Proposed Cllr A West and Seconded Cllr P Totterdale (minute 1012 - 2).

3. Matters Arising:

i) Daffodil Planting - The school had offered to plant daffodils and it was agreed that Clerk deliver the bulbs to the school and they be planted in the verges around Brynglas Crescent.
ii) Xmas Tree - due to Police Commissioner Elections it was agreed to 'turn on' xmas lights on Wednesday 14th November at 6.00 pm.
iii) Trees in Llangunnor Road - these had now been trimmed, the Clerk reported that CCC were satisfied that the embankment was safe.
iv) Lights on Capel Dewi Road - response from Richard Workman CCC 'the scheme is currently in the Council's Capital programme for 2012-14. It was Resolved proposed Cllr R Griffiths and seconded Cllr G Lloyd that clerk write to the Welsh Government highlighting that this had now been five years and asking that they put pressure on CCC to get the work done.
v) Welcome Pack - put on next month's agenda.
vi) Marathon - Clerk write to organisers suggesting following: more stewards needed on road junctions, they review the collection of empty water bottles, they ensure all signs are removed after the race.
vii) Confirmed that CCC had been informed of Council's preferred name for site opposite Roman Road, viz Clos Lewis Roberts / Lewis Roberts Close.
viii) A hard copy of Standing Orders and Code of Conduct be supplied to each member. Website be updated.
viii) CCC had confirmed that their building in Pensarn would be 'tidied up'.
ix) CCC had confirmed that drains would be cleared as part of the Autumn maintenance programme.

4. Seat at the Location of the demolished Bus Shelter

Deferred to next meeting.

5. Traffic Calming Nantycaws

John McAvoy (CCC) in attendance for this matter. He presented a plan showing the improvements that were planned for the area, he highlighted that all residents at the recent consultation had requested a 30mph limit and this would now be implemented. Following a lengthy discussion it was agreed that the plans presented were welcomed, members asked that the following be considered:

A) that where the raised island was to be placed that the road level not be raised - the main reasons for this were
i) Pedestrians might think that they had 'right of way' if it was raised
ii) Traffic slowing to 5/10mph could be more of a danger than anything else and particularly considering that it is then the norm for the traffic to accelerate quickly away,
iii) Large lorries/vans tend to make a lot of noise when going over these plateaus thus disturbing the neighbouring properties.

B) The 30mph be extended to the bus shelter at the bottom of Nantycaws Hill.

C) That flashing speed signs be erected on either side of the village, Mr McAvoy suggested that two signs would provide more of a warning, Cllrs agreed.

It was unanimously Resolved (minute 1012 - 5) proposed Cllr Selwyn Thomas seconded Cllr E Williams that the scheme be supported and that CCC be asked to start the process as soon as possible so that the physical work can be completed as early as possible in the new Financial Year, it was also agreed that the Clerk write to the Highways Agency requesting that better lighting be provided at the junction with A48.

The Chair thanked Mr McAvoy for his attendance and assistance with this matter.

6. Traffic Matters

Consider motion, following a lengthy discussion it was Resolved that (minute 1012 - 6) Proposed Cllr S Howells seconded Cllr Sandra Thomas that the following motion be accepted:

Llangunnor Community Council fully supports the recent petition submitted to CCC in requesting traffic calming measures in Blaengwastod Road in the vicinity of the park.
It also asks that CCC give consideration to the introduction of other measures across Llangunnor, including the introduction of 20mph and 30 mph limits to certain streets, and the introduction of parking restrictions in Pensarn (this appears to be taking an age to be fully implemented).

To progress this the Council ask that the Director of Technical Services, together with any officers, meet with the Chair, Vice-Chair, Local County Council member and the Clerk to discuss what can be achieved within the CCC Budget and whether any match funding would assist in bringing any scheme forward.

The main areas of concern (in no particular order) are
i) Blaengwastod Road / Park Entrance
ii) Llangunnor Primary School
iii) Babell Hill
iv) Llangunnor Road.

7. Reports from Members Representing the Council on other Bodies

Cllr S Howells and Cllr G Lloyd had recently attended the One Voice Wales AGM, all motions brought to the meeting were carried. Literature was brought back for the Clerk to consider and report to a future meeting.

NOTE:
A cheque of £90.00 to One Voice Wales has gone 'missing' in the post, authorisation required from signatories for cheque to be cancelled and new cheque issued. Resolved proposed Cllr M Jones seconded Cllr R Griffiths that letter be sent to Barclays reporting missing cheque and giving clerk authorization to deal with all banking issues apart from writing cheques. New cheque to be issued to One Voice Wales.
