Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr, on Thursday 17th May at 6:30pm

PRESENT: Councillor G Bevan (Chair), A West, DE Williams, S Howells, RO Griffiths, P Totterdale, S Thomas, DJ Watson, EA Jones, L Whatley

APOLOGIES: Councillors CM Jones, G Lloyd.

1. Chair's Announcements

The Chair requested that the meeting observe a minute silence in memory of Lance Corporal Lee Thomas Davies.

2. Reconvened the AGM

The Chair reconvened the AGM - minuted separately.

3. Chair's Announcement

The Chair reported that he had attended the Capel Dewi Assoc. AGM, he informed the meeting that there was a Flower Fayre on May 19th and that a Jubilee Celebration Party on the 2nd June.

He had also visited Cllr DI Davies and had not had a reply, he had sent a letter expressing the council's gratitude and wishing him well in the future. He would be visiting Cllr K Carmody when he was home.

4. Minutes

Resolved that the minutes of the meeting held on the 19th April were confirmed as a true record Proposed Cllr D Watson and seconded Cllr P Totterdale (minute 0512 - 4).

5. Matters Arising

a) Queen's Diamond Jubilee - Clerk to write to schools for children of Llangunnor to contact him regarding mugs. Cllr A. Jones volunteered to keep mugs for these children.
b) Olympic Torch - Clerk to confirm details of route / times with members. Cllrs to meet with School on Towy Roundabout.
c) Apple Press - press to be reserved for the Autumn (Cllr A Jones to confirm date), disclaimer to be signed by users. Cllr Bevan to take responsibility for the press.
d) Other Matters raised:
(i) Police notice at Yr Aelwyd moved into required position.
(ii) Gate to play area - awaiting response.
(iii) Embankment behind Focus has been cleared.
(iv) Sewer for Nantycaws - awaiting response
(v) 'Tunnels' - awaiting response.
(v) Learner Drivers - notice to be placed in Test office asking that school be avoided at busy times.
(vi) trees in Nantycaws had been inspected by Countryside Section, currently no problem, site to be kept under review.

6. Welcome Pack

Pack to be updated with new Chair's details, Father's club to be removed - Clerk to run off copies as needed.

7. Reports from Members Representing the Council on other Bodies

a) Cllr Totterdale reported that the River Festival Committee thanked the Council for its offer to provide a cup for the festival Resolved (minute 0512 - 7a) that Cllr Totterdale confirm that cup would be required, Clerk to purchase cup (£50), to be inscribed Carmarthen River Festival - Donated by Llangunnor Community Council.
b) Cllr Watson reported that Tourism Cluster Project was moving ahead with the Historic Pageant in Summer 2013, presentation to be made to schools/businesses to highlight what was planned. He also informed the meeting that all small businesses be encouraged to use the Discover Carmarthenshire website - links could be provided very easily.

8. Consider agreement with 'handyman'

Following a discussion it was Resolved (minute 0512 - 8) that Clerk bring a report to next meeting on the bus shelter in Blaengwastod Road and the options available, also to see what service CCC would be providing in relation to the park.

9. Approve Schedule of Accounts April - May 2012

It was Resolved (minute 0512 - 9) that the following schedule of accounts be approved

8 May 2012 Big Lunch Llanelli!
Age Cymru Sir Gar will be hosting a Big Jubilee lunch along with thousands of communities across Great Britain. Come and celebrate the Queen's Diamond Jubilee at EJ's bar and restaurant at Vauxhall, Llanelli SA15 3BD with friends, family, neighbours, - from babies to grannies - all are welcome.

11. Council Accounts 2011/12

It was reported that accounts had been presented to Finance Sub-Committee and they were recommending their acceptance. It was Resolved (Minute 0512 - 11) Proposed Cllr R Griffiths and seconded by Cllr D Watson and unanimously resolved that the accounts be accepted and submitted to the internal auditor.

12. Any Other Business

a) The matter of members making quotes to the press was discussed, members were concerned that although it had been agreed that all reports would be through the Clerk/Chair this was not been adhered to. It was Resolved (minute 0512 - 12a) that the Clerk bring a report to next meeting highlighting what was in Standing Orders / Code of Conduct in relation to this matter.
b) Bron-y-dre - recent meeting and what was discussed be on agenda of next meeting.
c) Clerk to contact CCC in relation to rubbish 'over the wall' at Spic and Span
d) Request from residents of Brithdir for the area to be designated a 'No cold calling area', clerk to make enquires.
e) Residents below Police HQ asking for a designated bus stop - Clerk to make enquiries with CCC.
f) For sale cars encroaching onto pavement in Pensarn - Clerk to make enquiries to find out what planning restrictions are in place for particular site.
g) Cllr West reminded the meeting that it had been discussed that a seat be placed on the site of the demolished bus shelter - placed on agenda of next meeting.
h) The Clerk brought to the attention of the meeting that a Training Course for 'new councillors' was available to all. Clerk to circulate information
i) The Clerk reminded the meeting that there was a vacancy on the Council it was Resolved (minute 0512 - 12i) that notices be placed on the noticeboards notifying residents of this vacancy. Anyone interested to submit brief information of who they were and why they thought they would make a good councillor - closing date for submission to Clerk would be Monday 11th June.
j) The Chair informed meeting that there was a vacancy on the Finance Sub-Committee - place on agenda for next meeting.

13. Date of Next Meeting

Next meeting will be held on Thursday 21st June at 6:30pm
